Chapter 663 - 466 What is Law?
At the entrance to the training director’s office.
Fang Huai heard laughter from inside, raised his hand, and knocked on the door lightly with a cautious air.
"Reporting!"
The laughter stopped, and the door opened.
Lv Xianzhi glanced at him and asked with a frown,
"Why are you wearing physical training shorts? Aren’t you catching a plane tonight?"
Fang Huai chuckled, "I’m going to wear this on the plane, it’s more comfortable for taking a nap. I can’t sleep well in dress uniform."
"You, young man, remember that you are a soldier even out of uniform. Sit up straight on the plane!"
Only then did Lv Xianzhi turn with a smile to the person inside and said, "Old Cao, here he is, and he really admires you! He heard you were coming today and specifically changed his flight to 10 o’clock tonight. If he didn’t have to go to Beijing for recognition tomorrow, he wouldn’t even want to leave!"
With this explanation, he made it clear to the person inside about Fang Huai’s earnest attitude.
Immediately, laughter came from inside.
"It seems I am to blame then. Had I known earlier, I would have come sooner!"
Fang Huai walked into the office and looked at the middle-aged man on the sofa wearing glasses and grinning crookedly, who looked much younger and more military in person than the photo Fang had seen online.
Colonel.
Fang Huai stood at attention, "Good day, sir!"
The man was quite polite and waved his hand up and down, saying,
"Have a seat, sit. Young man, I’ve heard your name. On the national competition stage, you convincingly outperformed several of our corps’ heavyweights. I’ve long wanted to meet you and witness your grace, and unexpectedly, I get to meet you here through Minister Lv! Indeed, you look gallant and spirited!"
Fang Huai smiled modestly and said, "You flatter me, sir."
After saying that, he took his seat properly.
The person before him was actually not a lawyer, but the head of the Legal Affairs Division of the Liaoning Provincial Corps, who graduated from the China University of Political Science and Law.
However, this person gained his reputation from his career change to becoming a lawyer.
Fang could recite Cao Gang’s resume from memory.
Because of two significant events.
The first was the nationally shocking Hangzhou nanny arson case in 2018; Lin Shengbin, the victim’s family member, claimed 1.2 billion RMB in damages from the Greenland Group and the fire brigade. The lawyer who was responsible for the claim, stood in court against a team of more than a dozen lawyers from Greenland Group and won the case -- that lawyer was him.
This case involved the highest personal death compensation in our country’s history and sparked substantial discussion. The issue of "fire hydrants not giving water" also attracted widespread attention.
Putting aside what kind of person Lin Shengbin, the claimant, was, the prowess of his appointed lawyer was unquestionably solid.
Cao Gang was also China’s first professional firefighting lawyer.
The second event was the "Fire Protection Law" of 2019, and this Lawyer Cao Gang was one of the drafters.
A lawyer who can enter the vision of the legislative drafting committee obviously does not need his professional capacity and industry status spoken for.
Moreover, he’s one of the drafters of significant documents such as the "Liaoning Firefighting Regulations," "Firefighting Manual of China," "Fire Supervision and Management Regulations," "Fire Supervision and Management Regulations for Construction Projects," and "Fire Accident Investigation Regulations."
Ever since Director Cao returned to the legal profession, he has been involved in drafting important firefighting legislation in our country.
And now, within the system, he is still engaged in legal work related to firefighting.
Just in terms of ability, if Fang wanted to change the future of firefighting legislation, this was the best person for collaboration and advice.
This was not a new contemplation for Fang; however, Cao Gang was far away in Shenyang, and it was difficult for Fang to establish a connection.
So, when Minister Lv mentioned Cao Gang that day, Fang felt somewhat shocked.
Experts and scholars are in their own circle.
Cao Gang was there to interview Minister Lv, an expert, because he was drafting the "Liaoning Fire Regulations."
Local firefighting regulations preceded the first "Fire Protection Law" and began emerging in various regions starting in 1984, serving as the earliest guiding regulations for many local firefighting efforts.
After the "Fire Protection Law" was enacted in 1998, local firefighting regulations started to be based on the "Fire Protection Law," tailored to regional conditions and requirements, detailing specific work divisions and responsibilities.
It is precisely because of these local regulations’ variability that Fang dared to contemplate initiating a pilot program in one region to implement "comprehensive emergency management" different from other regions.
But, to start a pilot program, amending the "Guizhou Fire Regulations" enacted in 1996 as legal support, and planning to revise the "Fire Protection Law" later, requires the guidance of an industry leader.
Law is precise and solemn; sometimes, the difference of a single word or even a punctuation mark carries a different meaning. Fang, who was clueless about the law and lacked credentials, was thinking of undertaking these tasks with just his own efforts. Even with the support of Secretary General Hao locally, it would be like building a castle in the sky with no foundation.
And not just any lawyer would do; within the legal profession, lawyers who are experts in firefighting and also qualified are few and far between.
In this respect, Old Lü thought more deeply than him. Seeing his future goals, Lü immediately brought up, introducing Cao Gang to him.
Fang felt very moved in his heart. Old Lü was a benefactor he had encountered by chance. In just over ten days since they had met, Lü had provided him with a great deal of guidance and networking support without any expectation of return.
"Little Fang, I’ve already spoken to Director Cao about your ideas. He’s here to help you, and you’ll find everything much smoother. I hope you don’t think I’ve leaked your secrets, do you?"
As Lv Xianzhi spoke, he walked to the water cooler to grab a cup.
"Teacher, you’re joking. I couldn’t be more grateful for your willingness to help!"
Fang Huai said, and he quickly got up, rushing to make tea before Old Lü.
Having come here often recently, Fang knew exactly where Old Lü’s fine teas and everyday teas were. His sharp eyes spotted the tea they were drinking and immediately opened a green box beneath the table next to the water cooler. He grabbed a handful of Anhui specialty tips and prepared three cups.
