Chapter 2440: Processing Documents

And just when this clerical staff was holding the document and didn't know what to do, Zhao De happened to walk into the Administrative Section office. He came over today also wanting to give Meng Fei a heads-up in advance, hinting that the higher-ups were going to deal with him, but he didn't know that the higher-ups were acting so quickly. It seemed that they were determined to improve the work of the District Construction Committee so that they could quickly promote the comprehensive construction of the Chanba Development Zone.

As soon as he walked into the Administrative Section office, the clerk Xiao Zhao, who received the document faxed by the relevant municipal department, quickly stood up and said to him respectfully, "Director Liu, you came just in time. There is just a document here that needs you to take a look." As he spoke, he walked up with the document.

Meng Fei heard his subordinate say that a document came from above. Originally, according to the procedure, this document should have been reviewed by him, the Section Chief of the Administrative Section, before being submitted to the head, Director Liu Zhao De, for review. How could the procedure be wrong? Thinking this way, he glared fiercely at his subordinate Xiao Zhao, and then asked deliberately and suspiciously, "Xiao Zhao, how come I don't know that a document came from above? Director Liu is so busy. Some things arranged by the higher-ups can be solved by our Administrative Section. Don't add trouble to Director Liu! You girl are really ignorant!" When Meng Fei criticized his subordinate Xiao Zhao, his words were aimed directly at Zhao De.

However, the document had already been handed to Zhao De. When he saw the No. 2 bold title of the document, his eyes widened, and he looked surprised. He didn't expect at all that the higher-ups would act so quickly and send the document about the punishment measures against Meng Fei to the District Construction Committee so soon. He looked at it with an incredible face. The content of this red-headed document was as follows: In order to promote the development and construction of the Chanba Development Zone, the following decision is made regarding Comrade Meng Fei, Section Chief of the Administrative Section of the Chanba Development Zone, who does not obey the management of the unit leaders: 1. Revoke the current position of Comrade Meng Fei as Section Chief of the Administrative Section of the Chanba Development Zone, hoping that he will seriously reflect, summarize lessons, and correct his work attitude. 2. It is proposed to transfer Comrade Meng Fei to work at the Urban and Rural Construction Committee of Lütian County, hoping that he can seriously perform his duties in the new work post, give full play to his rich work experience, and make more contributions to the Urban and Rural Construction Committee of Lütian County. This administrative punishment is executed in accordance with the relevant regulations and clauses of the "Administrative Supervision Law" and the "Relevant Regulations on Administrative Punishment for State Organ Staff and Public Institution Staff" (Renfa 【1999】 No. 135).

After reading this document, Zhao De immediately walked to Meng Fei, placed the document in his hand on his desk, looked at him expressionlessly, and said, "Section Chief Meng, take a look at this document!" After speaking, in order to avoid any verbal dispute with this old fox, he turned and left the Administrative Section office directly.

After returning to the Director's office, Zhao De began to wait for Meng Fei's reaction. After more than ten minutes, Meng Fei, who had finished venting his anger on the people in the Administrative Section in the office, knew that the higher-ups sending this document must be related to his violation of Zhao De's requirements yesterday. It must be that this guy had reported him to the higher-ups. Holding a submissive attitude, Meng Fei observed that Zhao De had returned to the office during his lunch break, and specifically picked a time when no one was around. He sneaked into the office building with two packs of Soft Zhonghua cigarettes hidden in his coat and headed toward the Director's office.

Arriving at the office door, Meng Fei looked around while knocking on the door lightly.

Because he hadn't rented a house in the district and the unit rooms were tight, Zhao De could only take a nap on his desk in the office during the hour or so after lunch. Just as he lay down, he heard someone knocking on the door, raised his head, and asked suspiciously, "Who is it?"

"Director Liu, it's me, Meng Fei." Meng Fei answered in a low voice outside.

Meng Fei? What is this old slicker doing looking for me at this time? Zhao De thought, confused, and then said, "Come in."

Getting Zhao De's permission, Meng Fei pushed open the door of Zhao De's office lightly. His face was full of flattering smiles. Because he was hiding two packs of cigarettes in his coat, he walked with a hunched posture.

Seeing this old slicker's sneaky appearance, Zhao De asked directly with a cold face, "What do you want with me?"

"Director Liu, I know I was wrong. These two packs of cigarettes are a small token of my appreciation. It's not much, but I hope Director Liu will accept them." Meng Fei said with a flattering smile while taking the two packs of Zhonghua cigarettes out of his coat and placing them respectfully on Zhao De's desk.

Seeing Meng Fei's actions, Zhao De already understood this old guy's intentions. He frowned and asked deliberately, pretending to be confused, "What are you doing?"

"Director Liu, it was indeed my fault for not signing in yesterday. I will definitely obey the regulations in the future and will never violate them again. Director Liu, can you help me cancel the punishment decision on the document today?" Meng Fei looked at Zhao De with a flattering face and said humbly.

Zhao De asked back coldly, "Cancel? How to cancel? That document was issued by the city. I don't have the power to revoke it!"

"I know Director Liu must have a way. You... since you can make the higher-ups issue it, you must have a way to revoke it. Consider it me, Meng Fei, begging... begging Director Liu." Meng Fei's expression was extremely complex, with a pleading tone.

This time, Zhao De was determined to take Meng Fei, this old fox, as the target. He wanted to kill a chicken to warn the monkeys. If he were soft-hearted this time, this old slicker would definitely intensify his efforts in the future. Besides, since the document was issued by the city, if he begged District Mayor Wu to ask the city leaders for mercy, wouldn't he be lifting a rock to drop it on his own feet? Therefore, Zhao De was unmoved by Meng Fei's pleading. He said expressionlessly, "I can't help you with this matter. I, Zhao De, handle official business impartially. Since it was decided by the higher-ups, I must obey the arrangements of the higher-level departments! Take these two packs of cigarettes away!"

"Director Liu, consider it... consider it me, Meng Fei, begging you. Look, I've muddled along to this age, and I've only just reached the position of Section Chief. If I'm demoted, I... I won't be able to save face!" Meng Fei pleaded with Zhao De with a sad face, trying to win his sympathy.

"This has nothing to do with me. If there is no other work-related matter, please take your cigarettes and leave my office. If there is any other work-related matter, come find me during work hours!" Zhao De said to him solemnly, picked up the two packs of cigarettes on the desk, and threw them in front of Meng Fei.

Zhao De's ruthless actions made Meng Fei realize that he was determined to kill him. Now he could only hate himself for underestimating this young leader. He looked at the impartial Zhao De with annoyance, slowly bent down, picked up the two packs of cigarettes that Zhao De had thrown on the ground, stood up, and the flames of hatred burned in his eyes. He gritted his teeth and said to Zhao De, "Director Liu, do you really want to form such a deep grudge?"

Hearing the threatening tone in this old slicker's words, Zhao De also got angry for a moment. He slapped the table hard and said to him solemnly, "Meng Fei, I tell you! I have no personal grudge against you! It is entirely your own free, loose, and undisciplined style that harmed you! Stop threatening me! Since I, Zhao De, dare to do this, I am not afraid of offending people! Get out!"

Zhao De's overbearing momentum blasted Meng Fei out of his office. Thinking that the old guy dared to leave such a ruthless remark to him, Zhao De was really quite angry and was in no mood for a nap. He lit a cigarette and took a fierce puff...

Although Zhao De knew that because of this matter, he had definitely formed a grudge with Meng Fei, he reckoned that the old guy couldn't do anything to him. If that old slicker really had a background and backing, he wouldn't be stuck in the position of Section Chief at the age of forty-something, right? Therefore, he didn't take that old fox's words to heart at all.

This severe punishment of Meng Fei for violating the attendance system really played the role of killing one to warn a hundred in the unit, just as Zhao De expected, and the effect was very obvious. Since everyone in the unit knew that Meng Fei was demoted entirely because he did not obey Zhao De's leadership, everyone's attitude toward Zhao De became even more respectful and obedient. Even the deep-city Deputy Director Gao Haiping agreed with every idea of Zhao De and every opinion on handling things, took the initiative to go to Zhao De's office to hand over the work during this period, and raised some substantive questions.

Through this matter, Zhao De could be said to have completely established his prestige in the new unit. From then on, no one dared to compete with him again, at least on the surface. As for the actual situation, it needed further understanding. However, the control of the head had been established, so Zhao De didn't have to worry about not being able to do the work of the District Construction Committee well.

The one-week work style rectification was effective. The evil wind of being free and loose and ignoring work discipline in the unit was finally curbed and improved. Soon, a vigorous and upward work atmosphere appeared in the unit. The situation of drinking tea, smoking, and chatting in the office was completely replaced by the scene of everyone working attentively at their desks.

Even District Mayor Wu, who had secretly visited the District Construction Committee several times to see if there had been any substantive changes in the District Construction Committee since Zhao De came, was surprised that the work atmosphere of the District Construction Committee had undergone earth-shaking changes in a short period of time. She believed in Zhao De's work ability, which was why she suggested that the higher-ups arrange for him to work in the district, but she didn't expect Zhao De to be so fierce. In just one week, he reversed the previous smoky work situation, which made her feel very proud of her correct decision. For her, what the district lacked was young comrades like Zhao De who had ideas and drive. She decided to make good use of Zhao De and let him give full play to his talents in the district.

Time passed so quickly. In the blink of an eye, Zhao De had been working at the District Construction Committee for a week. Although in this week's work, Zhao De had achieved certain results and reversed the situation of the District Construction Committee, apart from that, in terms of personal problems, although there was a beautiful female assistant Tong Xiaoli by his side, basically there was no private matter to communicate between the two. Seeing that the work of the District Construction Committee he was responsible for began to improve, Zhao De suddenly felt a bit dull and confused. He began to ponder whether he came here just to work well? When he agreed to come here, there seemed to be another reason, which was to get close to District Mayor Wu. Now he began to be a bit urgent. He knew that District Mayor Wu transferred him to the district not to live in comfort, so he should find more opportunities to take the initiative to contact District Mayor Wu. He must first fully grasp the character of this official beauty before knowing what to do next!
