General Secretary Hu Jintao proposed in the report of the 17th National Congress of the Communist Party of China that we should accelerate the promotion of social construction with the improvement of people's livelihood as the focus, and made clear arrangements for this: we must pay more attention to social construction on the basis of economic development, focus on ensuring and improving people's livelihood, promote social system reform, expand public services, improve social management, and promote social fairness and justice. Social management is a huge and complex system project. To deeply promote social management innovation, we must start from the source, fundamental, and basic problems that affect harmony, stability, and people's livelihood, find the right entry point and innovation point, so as to make breakthrough progress in social management innovation.

Since I became the director of the District Construction Commission, I have a deep understanding of the importance of improving people's livelihood. We took improving people's livelihood as a breakthrough, focused on carrying out supervision and inspection of the construction work of affordable housing and security housing under the jurisdiction of the District Construction Commission, and required from all aspects that these projects related to people's livelihood must be done well, and no mistakes can occur. Cadres brought feelings, responsibilities, and notebooks into the homes of people with housing difficulties in the district, communicated and exchanged with the masses face-to-face and heart-to-heart, publicized the work effectiveness of the District Construction Commission, publicized laws and regulations, timely solved problems and difficulties of the masses related to housing and people's livelihood, timely recorded the social conditions, public opinion, life hardships, and opinions and suggestions reflected by the masses, and further closed the relationship between the Party and the masses, and cadres and the masses. Through my own work practice, I truly understand that grassroots social management work must adhere to the concept of people-oriented and governing for the people, must go deep into the masses, maintain the interests of the masses, must fulfill government functions, and do a good job in mass work. This is the focus of our work to strengthen and innovate grassroots social management, and it is also the core.
