"The Thousand Rock Guards serve as Liyue's law enforcement officers. Citizens, you must strictly abide by the law; remember these eight great words: 'The net of heaven is vast, yet it misses nothing.'"

"A monetary policy shall be implemented. Henceforth, all commercial transactions, purchases, and related matters within the Liyue Realm shall uniformly use Liyue currency: Mora."

Jiang Yan paused, looking out at the crowd.

"Now, in my capacity as Liyue's Tianquan Star and Grand Steward of Liyue, I establish Liyue's first national policy."

"From this moment forward, Liyue shall implement a national policy of people-centered governance and rule by law!"

"Weighing contracts heavily and upholding integrity, our Liyue shall, under the leadership of the Geo Archon and through the development of generation after generation..."

"... advance toward prosperity!"
