Chapter 15
June 5.
The day of the purge operation.
16:14.
Raccoon City Police Department, second floor, inside the chief's office.
Ailunsi sat in the office chair, his right hand rhythmically tapping the armrest, while his left hand lightly pinched his round chin, as if pondering something.
Sitting opposite this perverted chief was Sui Bian, with his legs crossed, hands clasped together resting on his lower abdomen, wearing a faint smile.
The office's decoration was likewise very classical, with deer heads, bear heads and other specimens hanging on the walls on both sides.
The afternoon sunlight also streamed in through the window behind Ailunsi into the office, falling just right on Sui Bian.
It was a bit glaring.
Immediately Sui Bian asked, "Chief Ailunsi, how's the consideration going?"
"Mr. Sui, I'm just a small chief; I certainly wouldn't dare refuse your request, but..."
Ailunsi said this, showing a troubled expression: "How am I supposed to explain this to the team? Besides... this isn't just a matter of paperwork."
That tone, that expression, made it seem like mobilizing STARS was really difficult.
"Heh."
Sui Bian merely smiled and didn't answer.
Just now, he had asked Ailunsi for the ownership of STARS; as for the reason, he didn't directly tell him.
After all, Umbrella will be covertly resisting anomalous phenomena in the future; for now only Sui Bian knows about it, and he doesn't intend to explain much to Ailunsi.
But Ailunsi's remarks just now instantly made Sui Bian extremely displeased.
"Who doesn't know that you, Chief Ailunsi, are the one who calls the shots in Raccoon City, and now you're telling me it's difficult?"
Sui Bian sneered inwardly, but kept a smile on his face and twisted his neck joint slightly, producing a faint "click" sound.
He said, "Don't worry, Chief Ailunsi, the company will cover all the fees; you just need to have all STARS members meet me at the warehouse in the southwest district at 10 a. m. on the 15th of this month."
"Mr. Sui is easy to talk to, haha! Thanks... thanks for understanding."
Upon hearing that Umbrella was willing to pay, Ailunsi's attitude shifted instantly, becoming all smiles.
"No problem, I still need to take care of the hive matters; I'll be going first."
After saying that, Sui Bian raised his right hand, stood up, and then walked out of the office.
"I'll see you out, Mr. Sui."
Ailunsi also hurriedly rose, immediately showing enthusiasm toward Sui Bian.
Sui Bian didn't refuse, and chatted and laughed with him, knowing that now wasn't the best time to deal with Ailunsi.
Since most of the police force was out on duty, Ailunsi accompanied Sui Bian directly to the entrance of the secret passage beneath the police station, where four Alphas had already been waiting for a while.
Only then did Ailunsi voluntarily end the flattery and tactfully leave.
Immediately afterward, Sui Bian and the four Alphas entered the passage and arrived at the underground train station built beneath the police station.
They walked in.
They started the train.
The train carried the group to the first level of the hive.
Sui Bian, seated in the rear side seat of the car, stared blankly out the window at the tunnel.
That was, after fully taking control of Umbrella, to change the company's existing employee system and establish four grades of staff: A, B, C, and D.
The higher the rank, the more access one has to the company's core technology and secrets, as well as anomalous phenomena that cannot be disclosed to society.
Of course, the aforementioned does not include D-grade personnel, or rather, there is no place for D-grade personnel.
D-grade personnel are defined as expendables; they come from serious criminals in prisons worldwide, especially those sentenced to death, the scum.
D-grade personnel are responsible for being experimented on, performing tasks in extremely hazardous environments, or coming into contact with various containment items, so that researchers can better analyze the properties of those containment items.
Umbrella must have D-grade personnel!
In fact, Sui Bian does not oppose human experimentation, but he opposes kidnapping innocent civilians and vagrants for biological experiments.
If one wants to create more perfect B. O. W. s and super soldiers, human experimentation is indispensable.
He plans to use Umbrella's influence to first contact the various wardens of Colorado State, where Raccoon City is located, secretly sign a covert agreement to bring serious criminals and death-row inmates to the hive.
Especially those who have committed rape and murder of minors must be brought to the hive to serve as D-grade personnel.
Since they are scum and will die sooner or later, why not make a great contribution to humanity's progress?
Having clarified his thoughts, Sui Bian also plans to dupe Ailunsi into getting a promotion, to obtain D-grade personnel for that perverted chief, and have BoKen conduct the first human trial of the G-virus on them.
"Hive, we've arrived."
The train emitted a female reminder tone, interrupting Sui Bian's blank stare and thoughts.
The train that had been moving gradually came to a smooth stop, and the right-side hatch automatically opened.
"Let's go, sir."
"Okay."
Seeing this, Sui Bian and the four Alphas left the train.
Returned to the hive.
Sui Bian then had the four Alphas disperse and rest, awaiting further orders, while he himself returned alone to the bedroom on the second level of the hive.

…
17:24.
Hive second level, employee residential area.
Southeast corner, inside the bedroom at the end of the right side of the corridor.
This bedroom now belongs to Sui Bian, a one‑room, one‑hall layout, arranged similarly to his previous single apartment.
But the walls are no longer the poorly sound‑insulating "cardboard" of American style; they have been replaced with cold metal.
The kitchen bar also lacks electric stoves or ovens, having only a sink, a refrigerator, and a microwave.
As for the former open balcony, it could not possibly exist dozens of meters underground.
Having just taken a hot shower and changed into black pajamas, Sui Bian sits at the bedroom's computer desk, conversing with Hong Hou.
"Hong Hou, inform the technicians to ensure your core is intact, then notify the Mother Nest's transport department to ship your core to the Mother Nest."
"Yes, are there any other orders?"
"Hmm… Hong Hou, you will arrange the optimal safe route so that the final two USS squads can also covertly head to our Raccoon City; for the upcoming operation, I need enough personnel to complete it."
"Yes, sir."
"Hmm," Sui Bian replies lightly, ending the conversation with Hong Hou.
Then, he silently activates the system store that appears like a holographic screen, and mentally says to the system:
"System, I want to exchange for an MA5B assault rifle."
【Received, deducting 300 points for the exchange.】
Exchanging…
Exchange complete, congratulations, host, you have obtained the MA5BICWS assault rifle.】
As the system's voice ends, an empty MA5B magazine and a USB drive matching the Mechanical exoskeleton appear once again out of thin air on the computer desk.
