Chapter 403: Send Over
Terra has been infiltrated?
Zhou Yun was not surprised by this; after all, those Chaos Khorne worshippers filling the streets could not have grown out of thin air, could they? They were not Orks.
But Guilliman was clearly referring to infiltration and invasion within Terra's ruling system.
This made Zhou Yun feel abstract.
Most of Terra's bureaucrats are inside the Imperial Palace, and Terra has a large number of Inquisitors stationed there.
How could this still be infiltrated? What are the Adeptus Custodes and the Inquisition eating for?
For a moment, Zhou Yun even felt a sense of guilt, guilty that his whip had not been swung fast enough.
"Guilliman, send over the incompetent Inquisitors within the Inquisition as well." Zhou Yun said sincerely to Guilliman.
Zhou Yun discovered that labor is the best way to reform people; knowledge can at most educate people, but true reform requires labor.
Many Adeptus Custodes working in the underground palaces began to realize that the heaviest burden on the entire Imperium of Man is actually borne by the mortals.
The work they are doing now, mortal farmers on agricultural worlds have to do for a lifetime in even harsher, dirtier, and more difficult environments, yet mortals do not possess the superhuman bodies of the Adeptus Custodes.
Zhou Yun also gave them several ideological education classes; relying on the acting abilities granted by the Hot-Set Script Supervisor & Robot Director and the top-tier logic abilities granted by the Reasoning Hat, Zhou Yun could refute the Adeptus Custodes' erroneous thoughts until they were left speechless.
Especially the ridiculous view held by the Adeptus Custodes that they do not belong to the Imperium of Man and are not part of the Imperium of Man.
Does the wealth consumed by their body modifications not come from the wealth produced by the Imperium of Man? Is that wealth not produced by mortals?
The Adeptus Custodes consume this wealth, relying on the blood and sweat of mortals to exist; they cannot feel that they bear no responsibility to the Imperium of Man.
Now, although discrimination against Space Marines still exists widely among the Adeptus Custodes, discrimination against mortals is no longer common.
Sending those incompetent Inquisitors in for a few days of training would also be excellent.
A glimmer of light flashed in Guilliman's eyes: "I feel I also need—"
"You do not need to." Zhou Yun interrupted Guilliman.
Guilliman is different from the Adeptus Custodes; Guilliman's labor volume is far greater than that of the Adeptus Custodes currently in the fields.
At least in Zhou Yun's impression, it has been some time since he last saw Guilliman leave his pile of documents.
Guilliman sighed slightly.
"I have not found concrete evidence proving the Imperium's bureaucratic system has been infiltrated."
"But I have reviewed all decisions and decrees of the Imperium over the past millennium and found obvious unreasonable aspects within them."
"For example, when Cadia fell, the Imperium delayed extremely, dragging out the matter of sending Adeptus Custodes to support Cadia again and again."
"For example, when the Battle of the Lion's Gate broke out, the vast majority of the Imperium's forces were guarding the orbit, having completely failed to anticipate the situation of Daemons appearing directly on Terra."
"For example, those eight important Warp node star systems were almost given away to the Black Legion for free."
"Many of their decisions appear reasonable, but viewed comprehensively, they are not beneficial to the Imperium; instead, they benefit the Black Legion."
Guilliman's words made Sanguinius and Zhou Yun both frown slightly.
"So whatever the High Lords know, Abaddon must also know? Is the Revenge Spirit receiving news faster than the Terra Imperial Palace?" Zhou Yun could not help but say.
This sentence made Guilliman's expression twitch slightly, but he still had to nod: "The worst-case scenario is, indeed so."
"If it is not so, then the only possibility is that the High Lords are all insects." Guilliman said with a bit of helplessness.
"It is possible there are traitors among the High Lords." Sanguinius asked with a clear voice: "But to sway the decisions of the High Lords Council, at least half of the High Lords must betray; can Abaddon truly achieve this degree?"
"I do not trust the High Lords; I simply do not trust Abaddon's brain."
"I believe every High Lord is loyal psychologically, but politically, the High Lords are not individuals, but representatives of an institution and a group."
Guilliman shook his head slightly and said:
"I believe there are some traitors who have infiltrated the sides of the High Lords, becoming the decision-making layers of various institutions, manipulating the High Lords into making decisions beneficial to the Black Legion and beneficial to Chaos."
"But this does not mean these traitors are truly Abaddon's people; they could be certain rebellious legions cooperating with Abaddon."
"The Alpha Legion?" Sanguinius said softly: "Or worshippers of Tzeentch?"
"Have you used the Ordo Malleus Truth Machine to confirm?" Zhou Yun asked, stroking his chin.
"I have used it. I asked the Truth Machine: Has the administrative system of Terra been infiltrated by traitors interfering with the Imperium's policies to align with the interests of Chaos or the Black Legion?"
Guilliman spoke with a tone of distress:
"But the Truth Machine gave no answer, indicating that this question has no right or wrong."
This situation is not uncommon; many things simply have no right or wrong.
"Perhaps it is because the Alpha Legion actually did not betray?" Zhou Yun thought for a moment and said.
"That is too terrible; it would be better if they had betrayed." Sanguinius commented sharply with a calm tone.
"Let Zhou Yun send the Harlequins to investigate these matters; since we admit they are Demi-humans, let them do some human work."
Saying this, Guilliman organized the materials in his hand and signaled Zhou Yun and Sanguinius to turn to the next few pages:
"I need you to visit several High Lords and Sub-Lords, evaluate whether they are trustworthy, and whether they can continue to hold the position of High Lord."
"Of course, the truly critical ones are only the Grand Master of the Officio Assassinorum, the Inquisition Representative, the Mother Superior of the Adepta Sororitas, and the Fabricator-General."
"Of course, the High Admirals, the Solar Lord, and the Commander-in-Chief of the Astra Militarum also need attention, but the Navy and the Astra Militarum have looser structures; they may not be able to command all the Navy and Astra Militarum, so the threat is much smaller."
These are High Lords or Sub-Lords who hold actual military power, and they are also the few elements within Terra and the entire Solar System that significantly affect the rule of Guilliman, Sanguinius, and Zhou Yun.
"Just visit the other High Lords as a side note; if they are unsuitable, persuade them to voluntarily resign; of course, unconventional methods can also be used."
Guilliman pointed to the documents in his hand and continued:
"The Administrator of the Astropathic Choir, Kaela, is one of our people; the Administrator of the Astronomican is dead; I will find someone to fill the post; the Legal Department will be handled by me, and the same goes for the Captain-General of the Adeptus Custodes, Trajan."
"The Ecclesiarchy, the Officio Assassinorum, the Navigator Ambassador, the Navy, and the Astra Militarum, I will handle." Sanguinius sighed slightly and said, now feeling a bit dissatisfied with this work.
"The Ecclesiarchy is a troublesome matter; their Pope, Bardo Slester, is a stubborn conservative." Guilliman warned.
"The Pope meets the Archangel Sanguinius, becomes emotionally agitated, summoned by the Hua Hua Hua Di Huang, suffers a myocardial infarction, and ascends to the Golden Throne." Sanguinius said flatly.
Everything he said is easy to achieve; one only needs to move a bit of psychic power; even if the Pope is accompanied by an Abhuman, they cannot block Sanguinius's psychic power.
Then Guilliman's gaze turned to Zhou Yun: "The Mother Superior of the Adepta Sororitas and the Fabricator-General must be your responsibility."
Before Zhou Yun could speak, Ji Li Man continued, "Both have extended an invitation to you."
"Grand Superior Mo Wen Val invites you to visit their convent, reportedly because of that so-called Saintess."
"Saintess?" Zhou Yun's expression turned slightly strange; he had a vague guess about who that Saintess was.
So Zhou Yun nodded slightly and accepted the invitation.
"The matter with Fabricator General Urd Udiya Laski is far more complex."
"Urd Udiya... what?" Zhou Yun's expression shifted slightly as he asked.
"Urd Udiya Laski." Ji Li Man repeated the tongue-twisting name to Zhou Yun again, still in High Gothic, so complex that Zhou Yun could not remember it at all.
"Alright, Fabricator General U-Udiya." Zhou Yun chose to simplify it directly.
"Fabricator General U-Udiya has lodged a protest against you, protesting that you allowed Belisarius Cawl to preach a false cult on Mars, questioning whether you intend to interfere in Martian politics, and even condemning you for violating the ancient 'Olympia Accords'." Ji Li Man wisely did not argue this specific point with Zhou Yun.
The 'Olympia Accords' were an ancient treaty signed in the past between the Hua Hua Hua Di Huang and the high leadership of the Adeptus Mechanicus,
the essence of which was that the Hua Hua Hua Di Huang, as the shared sovereign of the Adeptus Mechanicus and the Imperium, ruled this dual empire; the Adeptus Mechanicus and the Imperium were not one entity, the Adeptus Mechanicus possessed almost completely independent administrative, military, and religious powers, and they were loyal only to the Hua Hua Hua Di Huang, not to the Imperium,
just as the Imperium's sigil, the double-headed eagle, had one head representing the Imperium and the other the Adeptus Mechanicus, the two being equals,
after the Great Heresy the Adeptus Mechanicus was reorganized into the Adeptus Mechanicus, theoretically becoming a member under the High Lords of Terra, yet still basing itself on the 'Olympia Accords' and retaining a vast amount of autonomous power.
Clearly, Cawl's proselytizing on Mars made Fabricator General U-Udiya believe that Zhou Yun's group was attempting to intervene in Martian... wait, Cawl was proselytizing? Proselytizing what?
Zhou Yun's expression froze for an instant, and Ji Li Man caught that freeze.
"You didn't know?" Ji Li Man raised one eyebrow and asked with a strange expression.
"Should I have known? He didn't tell me!" Zhou Yun's expression twisted into a knot,
for messages between Mars and Terra did not interconnect; Zhou Yun had thought Cawl went to Mars to tinker with Primaris Space Marines,
proselytizing? What the hell is proselytizing! Why didn't he tell me?
In an instant, Zhou Yun felt the Great Sage was unvirtuous.
"Never mind, even without Cawl, those beliefs of yours would sooner or later clash with the Adeptus Mechanicus."
Ji Li Man sighed and said:
"The current problem can only be resolved by you appearing in person."
"Fine, leave the Adepta Sororitas and the Adeptus Mechanicus to me." Zhou Yun rubbed his brow, saying somewhat, "Anything else? The Rogue Trader representative and the Inquisition representative?"
The Rogue Trader representative was easier to deal with; he was not considered important among the High Lords,
while the Inquisition representative, Els, had expressed goodwill toward Zhou Yun and the two Primarchs; coincidentally, Zhou Yun also wanted to visit the Inquisition to see if he could fish someone out.
A certain famous chosen of Hayek was likely being held within the Inquisition.
That was the former Second Captain of Ji Li Man's family; since he now knew the man was in the Inquisition's hands, he naturally had to find a way to fish him out.
"After I finish my business there, I will also go to the Inquisition."
Sanguinius spoke to Zhou Yun:
"There are also some things within the Inquisition that I care about."
