Chapter 1018
Zhu Zhu Yijun highly approved of the Civilization series of articles, and even felt that this was the strength that Hanlin scholars should have had.
The Heavenly Dynasty is the core interest of the Great Ming, and arguing why the Great Ming is the Heavenly Dynasty is very important; this is a necessary step to build consensus.
The "Public" mentioned by the Hanlin scholars this time is actually organizational construction; walking upright and using tools are of course important, and fire is of course important, but they are not as important as organizational degree. According to the view of the Hanlin scholars, the invention and continuous change of tools are the result of higher and higher organizational degree, and experience can be passed down from generation to generation.
At the end of "Public," several fantasies about "Public" were put forward.
First: Law is what the Son of Heaven shares with the world.
Law is an agreement between the Son of Heaven and the people; both the Son of Heaven and the people must abide by it, and there cannot be too much partiality.
Emperor Wen of Han, the teacher of a hundred generations of emperors, once demanded that the Commandant of Justice Zhang Shizhi punish the offender heavily in the case of violating the imperial path; Zhang Shizhi remonstrated, and Emperor Wen of Han was persuaded and did not punish heavily.
At that time, Zhang Shizhi also said to Emperor Wen of Han that if even His Majesty could abide by the law, then no one in the world would dare to violate the law.
Zhang Shizhi not only said it, he also did it.
Crown Prince Liu Qi and the Prince of Liang violated the palace guard order; Zhang Shizhi impeached the Crown Prince and the Prince of Liang; Emperor Wen of Han took off his hat and apologized, and Empress Dowager Bo personally issued an edict to pardon them; pardon meant that the Crown Prince and the Prince of Liang were guilty, not that the ministers were innocent, and this matter was considered past.
Emperor Wen of Han abided by the law, and the law was generally abided by.
The Hanlin scholars sincerely hoped that the proposition put forward since the pre-Qin period—that princes who violate the law are punished the same as commoners—could be realized one day; even if it is only partially realized, that is, admitting that there is guilt, even if they escape the punishment of the law through various means, admitting guilt is already a huge progress.
The second is a childish fantasy: The farmer's son is the Son of Heaven, and the Son of Heaven's son is a farmer.
This fantasy is actually hoping that the Son of Heaven can cast his gaze on the vastest producers and laborers, and make his class identity closer to the laborers, so that when formulating policies, at least he will know the suffering of the people.
The water that overturns the boat is the tears of the common people; the ruler does not know until the flood.
Many times, the destruction of the imperial court is not because there is no way, but because the ruling class is completely unable to empathize with the vastest producers and laborers, completely disconnected, leading to the resentment in the hearts of the common people reaching the point of overturning the world, but the monarch still knows nothing.
The closer the Emperor's class identity is to the laborers, the more clearly the Emperor will know some fundamental and route-related problems, even more than the ministers.
The Great Ming during the Emperor Wanli Reform is in this strange state, and the Emperor's class identity has never been hidden from the laborers.
The driving force of the Emperor Wanli Reform has shifted from official governance to changing the ownership of means of production and changing production relations; government workshops, shareholding systems, returning land, equalizing land, camp farms, and reclaiming wasteland, etc., are all major reforms in the fields of industry and agriculture, in means of production and production relations.
The first sentence is barely realized, but the second sentence is very difficult.
His Majesty's cultivation of the Crown Prince is very successful, but the Crown Prince is a natural noble; although he is only eleven years old, he has already shown the characteristics of a natural noble in many aspects; the Crown Prince cannot do what his father did—approach the laborers without any concealment.
The third fantasy: Let the treacherous not monopolize infinite welfare, and the good not bear unforgivable crimes.
Human greed is insatiable; I hope the design of the system can prevent these treacherous meat-eaters from seizing infinite welfare;
And some kind and innocent people are made difficult by these meat-eaters relying on power, status, and position, and are burdened with too many innocent crimes.
The person who wrongs you often knows better than you how wronged you really are.
In fact, this third fantasy is a yearning for justice.
The Hanlin scholars hoped that the Great Ming would improve the system through more institutional designs during the Emperor Wanli Reform to achieve this and go further in "fairness and justice."
In fact, the Great Ming is doing so; although Prince Lu is a demon king, in order to make things difficult for and humiliate some meat-eaters, he invented the public trial system and conducted completely public trials for some filth and ugliness.
To this day, the public trial system is gradually becoming one of the foundations for the legitimacy of the execution of the Great Ming Law.
The public, just, and fair execution of the law is an important way to realize the third fantasy.
Zhu Zhu Yijun had the Di Bao reprint this article, "Civilization: Public."
On February 17th, Yin Governor Yin Zhengmao was buried in the Brother Jinshan Imperial Cemetery, ranking fourth on the Emperor Wanli Reform meritorious list, second only to Wang Wang Chonggu; as the pillar of opening the seas, Yin Governor Yin Zhengmao's soul returned to the Great Ming, guarding the Great Ming as it continued to move forward.
The Emperor bestowed upon Yin Governor Yin Zhengmao the title of Duke of Lu, and gave his eldest and second sons the title of Shangbao Cheng, not to hold office, with the posthumous title of Wenxiang; "Wen" means to weave heaven and earth and complete its way; "Xiang" means to have virtue in opening land and to have merit in armor.
This posthumous title of Duke Wenxiang was designated by the Emperor, while the title given by the Ministry of Rites was Rongjing, which was also a beautiful title, but it was more than one level lower than the title starting with "Wen." The Ministry of Rites felt that Yin Governor Yin Zhengmao had never entered the Wenhuadian to participate in secrets in his life, so this first character "Wen" was somewhat inappropriate.
Zhu Zhu Yijun directly issued an edict, not allowing the Cabinet to reject it.
The Cabinet's power to reject the Emperor's imperial edict was very, very limited; if the Emperor listened, he would discuss it with you, but if the Emperor didn't listen and directly issued an edict, the Ministry of Rites could only obey.
Yin Yin Zongxin took Princess Hu Yingjia to the Brother Jinshan Imperial Cemetery to observe mourning for his father for twenty-seven days, avoiding the wind and rain in the court.
The Emperor's second imperial edict, the edict for Yin Yin Zongxin to go south with the Son of Heaven to stay in Songjiang Prefecture and then set off to Luzon with the Viceroy, was not rejected, but there were many opposing opinions in the court.
Two cabinet ministers disagreed, and of the twenty-seven ministers, nearly half still insisted that it was safe for Yin Yin Zongxin to stay in the Great Ming as an Imperial Son-in-Law.
Ling Governor Ling Yunyi, as the Second Cabinet Minister, disagreed.
Luzon is not Yunnan; Yunnan is relatively poor, but Luzon is very rich, and the Southern Ocean is even richer; Luzon has the basic financial resources to resist the imperial court, even if Yin Yin Zongxin's fief were placed in the Yuanxu Islands, it could not be placed in Luzon again.
After Shen Li and Gao Zhu Qiyu discussed it, they still disagreed; the two had a consistent attitude, opposing it based on ancestral laws; ancestral laws were just a reason, and the fundamental reason was the same as Ling Governor Ling Yunyi's—sometimes, whether one is loyal or not is not something Yin Yin Zongxin himself can decide.
Zhu Zhu Yijun summoned Ling Governor Ling Yunyi, Shen Li, and Gao Zhu Qiyu to the Imperial Study in Tonghe Palace.
"Sit, sit, sit, no need to be restrained." Zhu Zhu Yijun had a pile of assessment books in his hand; he hurried to finish the page in his hand, put it away with a bookmark, and then closed it, saying with great emotion: "I took the work of the teacher into my own hands, only then did I know the teacher's difficulty."
"This Assessment Law, there are really too many things."
When Zhang Zhang Juzheng was young, his institutional design was a bit reckless.
When he got older, he could still do it by gritting his teeth, but a serious illness caused him to really be unable to hold on.
The Assessment Law, assessing the hundred officials, requires decomposing a political decree into specific tasks for various Southern Yamen; this is a work of overall planning and arrangement; if the task allocation is extremely unfair and unjust, it will cause dissatisfaction among officials with the Assessment Law, leading to the inability to implement political decrees.
Doing overall planning and arrangement is difficult in itself, and one must also consider the situation of layer-by-layer pressure and layer-by-layer increase.
Overall planning and arrangement is actually very similar to the command economy that Xiong Xiong Tingbi engaged in at the Iwami Silver Mine; after Zhang Zhang Juzheng recovered from his serious illness, his computing power was completely insufficient; when a person gets old, he has to admit he is old, and lack of energy means he really can't do it.
And with the advancement of the Emperor Wanli Reform, the national affairs of the Great Ming became more complex.
In fact, around the 16th year of Emperor Wanli, Zhang Zhang Juzheng had already reached the point where he needed to open an office to increase computing power and make overall planning and arrangement more reasonable.
But the Great Ming had its own national conditions, and the prime minister system had long been abolished; Zhang Zhang Juzheng could not open an office, so he held on for another four years, and by October of the 20th year of Emperor Wanli, he finally couldn't hold on anymore.
Not to mention Zhang Zhang Juzheng, an elderly person of sixty-eight, even Zhu Zhu Yijun, who was thirty and in his prime, was very troubled by these complex problems that were complicated and all-encompassing.
"For the Emperor Wanli Reform, the Zhang Yuanfu has exhausted his heart and energy." Ling Governor Ling Yunyi admired Zhang Zhang Juzheng very much; this work of overall planning and arrangement could still make most people think it was reasonable; Ling Governor Ling Yunyi asked himself, he really couldn't do it.
Exhausting heart and energy can be called the highest evaluation of a minister.
"Cabinet Elder Shen has considerable talent." Zhu Zhu Yijun said with some relief: "If it weren't for Cabinet Elder Shen's assistance, I would be busy all day just dealing with the allocation of assessment affairs, let alone drilling troops and reading memorials."
After Shen Shen Shixing entered the Cabinet, he had already taken over the work that Zhang Zhang Juzheng did before, but he was new to the center, and his experience in dealing with these things was insufficient.
Zhu Zhu Yijun was mainly responsible for the gatekeeping; in fact, this was also the reason for closing the court discussion—to protect Shen Shen Shixing and give him more time to adapt and accumulate experience to become a qualified prime minister.
"The Assessment Law must be reduced; one cannot do everything personally; it is very necessary to appropriately delegate power downward." Zhu Zhu Yijun talked to Ling Governor Ling Yunyi about the further reform of the Assessment Law.
The Assessment Law is easy to use, but it has been doing addition before; doing subtraction means turning instructions into plans; the imperial court must grasp the general direction, not grasp both the general direction and the small direction together.
First, the imperial court cannot completely grasp all the small directions; what the imperial court needs to do is grasp the general direction, grasp the main contradictions, and solve the main contradictions;
Second, the imperial court cannot grasp all the small directions accurately; the imperial court ministers do not know much about local affairs, and the imperial court's self-righteousness often brings endless trouble to the local areas.
Just like Zhao Zhao Guangyi's "Map of the Perfect Formation for Pacifying the Rong," which caused the Great Song army to be stationed in the river, and they had to be stationed there, otherwise it was disloyalty.
Just like Xuzhou Prefecture in the past, it always had to face the choice of protecting canal transport or protecting people's livelihood; the past Xuzhou prefects and the Xuzhou prefects after the Emperor Wanli Reform could only protect canal transport and not people's livelihood; after all, power is only responsible to the source of power.
But after Liu Tang Shunzhi pierced this window paper, the problem was solved instead.
Just like the grand construction, layer-by-layer increase, finally leading to some grand construction being forced to rush, resulting in production accidents and poor production quality.
The imperial court wants to grasp everything in its hands, but instead, it cannot grasp anything firmly.
In the past, the Assessment Law gave instructions to the hundred officials because there was no other way; governing officials first during the reform, the whole court and all officials in the world, there were few honest officials, and without instructions, the state machine could not operate normally.
The Emperor Wanli Reform has been going on for twenty-one years, and turning instructions into plans has become a matter of course and following the trend.
"Cabinet Elder Shen often goes to the Yicheng Marquis mansion to ask the Zhang Yuanfu for advice these days; these days he has already planned to reduce the Assessment Law." Ling Governor Ling Yunyi leaned forward and said: "The Zhang Yuanfu knows that the Assessment Law needs to be reduced, but he is still in the Cabinet, so this Assessment Law cannot be reduced; this matter of reduction can only be done by those who come later."
Zhang Zhang Juzheng is an authoritarian figure; the most important thing for an authoritarian figure is that his authority cannot be challenged, and even he himself cannot; the Assessment Law is one of the foundations of the reform; Zhang Zhang Juzheng cannot change it himself, it can only be changed by those who come later.
Shen Shen Shixing is already writing a memorial.
"Regarding Yin Yin Zongxin's appointment to Luzon, Second Cabinet Minister Ling opposed it twice; I summoned the Second Cabinet Minister here to ask for his opinion." Zhu Zhu Yijun sat upright and began to discuss Yin Yin Zongxin's appointment with Ling Governor Ling Yunyi.
"Your Majesty, Luzon has raised five naval battalions and five infantry battalions; these are thirty thousand camp troops, not garrison troops." Ling Governor Ling Yunyi deliberated for a while; he mentioned a number, thirty thousand camp troops.
The Great Ming military system is a dual-track system, with the garrison military system created by the founding emperor as the core, integrating farming and fighting, both military and agricultural; and the camp troop system based on volunteer guest troops after the Emperor Jiajing reign.
Camp troops are professional soldiers; the only purpose of the existence of camp troops is to fight, and to fight to win, the training is very hard; they know nothing but fighting, and camp troops need to be resettled by the imperial court; these people have no social production ability once they leave the army.
And garrison troops are farmers when they are not fighting, and are only conscripted when there is a war.
Thirty thousand camp troops, this is already a very terrifying number.
To have thirty thousand camp troops, there must be at least three hundred thousand able-bodied men to select so many camp troops, and to be able to afford these thirty thousand camp troops, the salary expenditure alone would be six hundred thousand silver every year, and military equipment, maintenance, etc., would be at least one million two hundred thousand silver or more.
Luzon can afford so many camp troops, and still have plenty to spare; isn't this a matter worth being vigilant about?!
"Your Majesty, the Duke of Qian's mansion received the military garrison in those years; to this day, the troops brought by the Duke of Qian's mansion are still garrison troops, not recruited camp troops."
"The camp troops in the Southwest are all led by General Liu Ting; after the salary reform in the ninth year of Emperor Wanli, the salaries of these camp troops are issued directly by the imperial court." Shen Li immediately added his opinion.
If the Emperor wants to refer to the old affair of Yunnan to carry out royal transformation in Luzon, then Yin Yin Zongxin can no longer lead these thirty thousand camp troops, but military garrison troops.
The ancestral laws that Shen Li kept talking about in the memorial, on the surface, were that the Imperial Son-in-Law could not hold office, but the actual reason was the difference between camp troops and garrison troops.
After Gao Zhu Qiyu discussed it with the two cabinet elders, he opened his mouth and said: "Your Majesty, Yin Yin Zongxin and Princess Hu Yingjia have a very good relationship, and Yin Yin Zongxin has placed all three sons in the Great Ming for education; Yin Yin Zongxin will not betray, but how the people below think, that is not certain."
"Your Majesty, for example, when I presided over the provincial examination in Nanjing, the topic given was 'Shun also ordered Yu'."
Gao Zhu Qiyu spoke from his own experience, telling His Majesty that sometimes, things like "putting on the yellow robe" are not controlled by the person's own will.
The mess Gao Zhu Qiyu made back then made Zhang Zhang Juzheng very passive; for this reason, Zhang Zhang Juzheng expelled Gao Zhu Qiyu, and Gao Zhu Qiyu was even made difficult by Zhang Zhang Juzheng in every possible way; if it weren't for the Emperor protecting him, Gao Zhu Qiyu would have been cleaned up by Zhang Zhang Juzheng long ago; he used his life as a bargaining chip twice to exchange for a further step in his official career.
Gao Zhu Qiyu continued: "And now, the Duke has guarded Luzon for a long time; these ten camp assistant regional commanders, known as the Ten Tigers, even though I am in the capital, I have still heard of the prestige of 'Crouching Dragon' Xu Zhen and 'Suppressing Sea' Wang Hu."
"These Ten Tigers are all the Duke's confidants, and this is also the foundation for the Imperial Son-in-Law to successfully control the Luzon Viceroy's Office."
Yin Governor Yin Zhengmao summoned Yin Yin Zongxin back to Manila; after Yin Governor Yin Zhengmao passed away, Yin Yin Zongxin completely controlled the whole of Luzon, because these Ten Tigers could be said to be loyal, all supporting Yin Yin Zongxin as Viceroy, and even not politely speaking, this military man Yin Yin Zongxin was more to the taste of these Ten Tigers.
"Crouching Dragon" Xu Zhen and "Suppressing Sea" Wang Hu are the assistant regional commanders of the Fubo Battalion and Yicheng Bo Battalion respectively; these two have experienced more than 150 battles in the Southern Ocean, undefeated in a hundred battles, victorious generals.
And these Ten Tigers all came from the guest troop camp that pacified the Japanese pirates in Guangdong back then.
Gao Zhu Qiyu pondered and summarized: "Your Majesty, if it goes on like this, I fear tomorrow's Luzon will be today's Japan, and it will be a serious hidden danger cultivated by the imperial court itself."
Gao Zhu Qiyu's words were a bit too direct, but if he wants to be a loyal minister, he must make his words so clear.
"What you all said is reasonable; let me think about it slowly." Zhu Zhu Yijun summoned the ministers to discuss matters to listen to the ministers' opinions.
This is also the purpose of Zhu Zhu Yijun's efforts to protect the posthumous reputations of Wang Wang Chonggu and Zhang Zhang Juzheng; if even Zhang Zhang Juzheng were to be counter-attacked, the ministers would have to put down their remonstrance complex and respect the fate of the Great Ming.
Ling Governor Ling Yunyi, despite the Emperor's anger, joined with Shen Li, Gao Zhu Qiyu, and others to oppose His Majesty's imperial edict, and it was twice; it was remonstrance and advice, blaming Chen Shan's loyalty and integrity, and it was by no means a rebellious and flattering minister.
They clearly knew that as long as it was sincerely for the good of the Great Ming, and the words were reasonable and substantial, His Majesty would accept good advice, and would tolerate these different voices just like Emperor Wen of Han tolerated Zhang Shizhi's repeated disobedience.
The Emperor is overbearing, not unable to distinguish good from bad.
The reasons they mentioned were by no means pointing at a deer and calling it a horse, nor were they alarmist; these were all problems that must be considered.
"Your Majesty, it was I who went to talk to Yin Yin Zongxin; Yin Yin Zongxin said that when the Duke was leaving, he once said that if it didn't work, he would let Yin Zongxin return to the Great Ming to be an Imperial Son-in-Law." Ling Governor Ling Yunyi's face was serious: "Your Majesty, when I went to Guangzhou Prefecture, the Duke was still in Guangzhou resisting the Japanese pirates."
"The Duke had the grace of promoting me, and the five hundred guest troops he left behind were the needle of the sea that stabilized the Yao chaos; without these five hundred guest troops as officers, I don't know when the Yao chaos would have ended."
"The Duke left such last words and such arrangements; it is clear that he also noticed these problems, but he was unable to change them, and could not change them."
Yin Yin Zongxin doesn't understand, but could Yin Governor Yin Zhengmao not understand?
If it goes on like this, one day the Great Ming and Luzon will meet in battle; if the Great Ming and the Luzon Viceroy's Office fight, Yin Governor Yin Zhengmao would not be the fourth meritorious minister of the Emperor Wanli Reform, but a national traitor of the Great Ming; regardless of who wins or loses, the Great Ming would have to dig up his grave and whip his corpse.
However, there is no need for His Majesty to be the villain who crushes bones and scatters ashes, because in the coffin, it was already ashes.
Yin Yin Zongxin said that the ministers passed the word to him; these words really had no malice.
Zhu Zhu Yijun's fingers tapped on the table; after a long time, his fingers stopped, and he looked at the three cabinet ministers and said: "No matter what, I must leave a battalion for Duke Yin Zongxin; three thousand guest troops are still necessary, otherwise no one will treat him as a Viceroy."
"Secondly, the remaining nine battalions must be rotated; the Southern Ocean Navy, the Old Port Navy, and the Luzon Navy must be rotated, and the generals must also be rotated."
"The garrison commanders, company commanders, platoon leaders, and officers of each battalion must all go to the Songjiang University Maritime Academy for advanced studies, and the regional commanders and assistant regional commanders must go to the Jiangwu University for advanced studies."
"The Viceroy and the three offices will be established as before, but add one more clause: the garrison commanders of each copper town will be recommended by the three offices and the Viceroy, and appointed and dismissed by the imperial court."
Zhu Zhu Yijun added four supplementary clauses to the previous edict, trying to solve the problem raised by Ling Governor Ling Yunyi—the possible violent loss of control in Luzon.
Three thousand guest troops are already very, very many; Ling Governor Ling Yunyi has three thousand guest troops and dares to lead them to the capital to protect the king, because these professional soldiers can expand to thirty thousand or even more in a short time.
Any less, and no one would treat Yin Yin Zongxin as a dish.
"Your Majesty is wise." Ling Governor Ling Yunyi, Shen Li, and Gao Zhu Qiyu looked at each other and stood up together, arching their hands and saying.
During the second opposition, Ling Governor Ling Yunyi and Shen Li had actually prepared to be reprimanded by His Majesty, or even dismissed, but the Emperor was still the Emperor; he did not become stubborn just because Zhang Zhang Juzheng left the center of power.
"If there are no opinions, the Cabinet should draft the edict for me to see."
"One person's plan is short, everyone's plan is long; my thinking is also biased and incomplete, so I need the assistance of ministers; you are right, of course I have to listen." Zhu Zhu Yijun said with a smile: "Sit, sit, sit."
"I see that the article written by this Hanlin scholar is excellent, and I will let you all see it too."
Zhu Zhu Yijun shared his views on the Civilization: Public article with the ministers; in his view, the Great Ming scholars finally looked like scholars, instead of weird things that talked nonsense all day long.
Gao Zhu Qiyu was the speaker of the Hanlin Academy; he had seen this article long ago, and he even modified its content; the last three fantasies were added by him; the Hanlin scholars talked about the past and the present, but didn't talk about the future, so Gao Zhu Qiyu filled it in.
The three flowers gathering at the top are illusions, and the clouds under the feet are not true.
The Emperor Wanli Reform is to carry forward the past and open up the future, not a change of dynasty, so it is even more necessary to obtain the three flowers of the past body, present body, and future body, so that the Emperor Wanli Reform is not a mirror-flower and water-moon dream.
Gao Zhu Qiyu hurriedly said: "Your Majesty, it should be so; I will let the Hanlin scholars study the Theory of Contradictions; if anyone doesn't study it well, I will drive them out; if they study the Theory of Contradictions well, naturally they won't talk nonsense and make trouble like in the early Emperor Wanli years."
In Gao Zhu Qiyu's view, the change of the Hanlin scholars had little to do with him; it was the inevitable result of the Theory of Contradictions' status continuously improving and gradually becoming the first prominent learning of the Great Ming.
Gao Zhu Qiyu only suppressed some old bones that had half their bodies buried in the soil, and he had such a great effect.
This is the success of the Great Ming's flourishing of literature and education; His Majesty is martial, but he has never said he would not promote literature.
From the tenth to the fifteenth year of Emperor Wanli, these five years were the most dangerous time for the reform, the time when the conservative faction's counter-attack was the most fierce, and the critical moment when the reform faction's old strength was exhausted and new strength had not yet been born; the Nanya Selection Case broke out during this period.
After the fifteenth year of Emperor Wanli, it was the time to harvest the results of the reform.
"Li Li Yashi said that the West can't even figure out public toilets; is that so?" Zhu Zhu Yijun was somewhat puzzled; this Li Li Yashi was becoming more and more like a scholar-official, saying slanderous words all day long.
"Last year, only the Portugal envoy visited; the envoy complained that since Xu Fan passed away, Lisbon, the City of Flowers, had become foul-smelling again, and even Antonio couldn't stand it, but was helpless." Gao Zhu Qiyu deliberated and answered this question.
It was really not Li Li Yashi slandering, it was really impossible to figure it out, because the longitudinal accumulation was insufficient.
The public toilet system in China can be traced back to the Western Zhou Dynasty, when road toilets were built; road toilets were toilets by the side of the road; if the common origin of Shang and Zhou is established, then the public toilet system would be even earlier, even to the Shang Dynasty.
But the oracle bone inscriptions were all content about sacrifices, and there were very few records of these life systems.
Counting from the Western Zhou Dynasty, the Great Ming already had a history of three thousand years; fecal treatment had already been industrialized, and composting even gave birth to the industry of "fecal tyrants"; people who picked up feces and scooped feces were called "honey collectors."
Xu Fan managed the whole of Portugal in an orderly manner; it was his own talent; after he died, the systems he established were quickly disintegrated, and Lisbon stank to high heaven again.
Antonio thought of many ways for this, but none of them were of any use, unless the Emperor sent him a Chief Clerk as capable as Xu Fan to be his Minister of State, otherwise this City of Flowers would probably be a flash in the pan.
The Han scholar-officials that Antonio relied on were somewhat useful, but the effect was not great.
"How do we handle it?" Zhu Zhu Yijun asked Gao Zhu Qiyu about the Great Ming town health management measures.
Gao Zhu Qiyu answered fluently; town health management is one of the Great Ming's rituals and laws; after he explained the rules and regulations in detail, he felt it was empty again.
After thinking slightly, he said: "At the entrance of Yangliu Street outside Zhaoyang Gate, there is a shoemaker named He Wang Laosan, who is from Shanxi; he entered the capital ten years ago; he was only thirteen years old at that time, and he looked quite decent, but one of his legs was lame."
"His leg was lame, his movements were inconvenient, and he couldn't do any work; he built a shack next to the toilet, because there was no place for him to live, so he relied on this shack to make a living by repairing shoes."
"Next to the toilet, smelly and messy, this business was naturally not good."
"When Wang Wang Xiyuan was the Vice Prefect of Shuntian, he renovated the eighty-one streets outside Zhaoyang Gate; at that time, He Wang Laosan didn't even have a shack."
"When the Yangliu Street public toilet was renovated, the 23rd squad of the 6th battalion of the 7th Engineering Regiment of the capital couldn't bear it, so they built half a room next to the public toilet for He Wang Laosan to live in."
"Later, He Wang Laosan lived next to the public toilet, responsible for cleaning the public toilet and handing over the feces of the public toilet to the fecal cart; one cart of feces gave He Wang Laosan 36 copper coins."
"With money, people immediately came to grab it; the fecal tyrants wanted He Wang Laosan to pay money; He Wang Laosan was a lame man, how dare he not pay? He paid 18 coins for more than three years, and suddenly he didn't have to pay anymore, because the fecal tyrants were arrested by the Shuntian Prefecture and sent to the Southern Ocean plantations to be managers."
"The year before last, because He Wang Laosan's shoemaking skills were good, he built another room next to it and set up a shoe repair stall; people from several streets came to him to repair shoes."
"Last year, the night watchman of the fire room introduced a woman to He Wang Laosan; this woman's husband had died, and she brought two daughters, was driven out by her husband's family, and had nowhere to go."
"Last year, He Wang Laosan had a big fat boy; the neighbors all went to give money on the hundredth day, which was very lively; He Wang Laosan had a goal in life again; he wanted his children to have school to attend, so he became even more diligent."
"Your Majesty asked me why the West can't figure out public toilets; I can't answer, but if you ask me why the Great Ming can figure it out, I can only say that the hearts of the Great Ming people are warm, not cold."
Why did Gao Zhu Qiyu know He Wang Laosan? Because His Majesty often went to the Wufeng Tower at Zhaoyang Gate to watch the fireworks of the human world; if the superior likes it, the inferior will surely do it even more; the Great Ming capital officials all had their own objects of observation.
His Majesty's class identity is close to the poor people and laborers, close to the vastest laborers; then the bureaucrats must either kill the Emperor or adjust their own class identity.
Obviously, it is very difficult to kill the Emperor, so they can only adjust their own class identity.
