Chapter 1041: Code Completion, Physical Code
The draft of the code submitted by Laidun had already been organized, with the first part of the code at the top, which was related to the legal system of Daxia Territory.
It explicitly and detailedly expounded on the main theme that "Xia Duo, the Pioneer of Daxia Territory, possesses the indisputable right to rule over Daxia Territory, and it shall be passed down for eternity."
It also included the relationship between Daxia Territory and Netheril; in short, Daxia Territory acknowledged itself as a part of Netheril but remained relatively independent, while simultaneously acknowledging the Seven Cities Council as the sole ruler of Netheril.
In addition to the legal system, the Daxia Code also made detailed and clear provisions in various aspects such as criminal, civil, trade, marriage, inheritance, and judgment.
Xia Duo found many of the articles very familiar, and indeed he was familiar with them, because these were what he had previously pointed out to Laidun, and Laidun had grasped his thoughts very accurately and embodied them in the detailed articles of this code.
For example, many articles were originally in the form of "if someone does something, judge them as such."
But now, ranges were used to replace the original specific numbers, such as "if one steals property within a certain range, judge them as such."
This might weaken the authority of the judge, but it also made the law clearer and was conducive to stability.
For another example, laws related to the protection of children, which had never appeared in Netheril before, now appeared in the Daxia Code.
And many legal loopholes that could be easily found by Xia Duo, a transmigrator, now rarely appeared.
Until Xia Duo finished reading all the detailed articles of the code, he did not find many omissions; of course, loopholes did exist, but there was no need to be more detailed, because detail itself meant revealing loopholes.
In his hometown, wasn't there a saying that "the ways to get rich are all written in the criminal law!"
With the experience from Earth, Xia Duo had certainly set up many fallback clauses; if someone really appeared to exploit legal loopholes, and if it was too excessive, then he could not be blamed for not having warned them in advance.
He would also give instructions on this point later when training the territory's judges.
……
After finishing the detailed articles of the code, Xia Duo traced his memory in his consciousness and reviewed these articles several times again; afterwards, he gave Laidun a few simple suggestions and then said:
"I am very satisfied with the code. Once the few modifications I mentioned last are completed, show it to me again, and then prepare to proclaim it to the residents!"
Laidun took the Parchment that Xia Duo handed back and said respectfully: "Yes, my lord!"
"That is all, you may go about your work; contact me at any time if there is anything!"
"Yes, my lord."
……
After leaving the Government Hall, Xia Duo did not go to repair the Magic Net, but returned to the Tower of Time and found an unused general Alchemy Laboratory on the Public Level.
The code for Daxia Territory was basically completed; in addition to the originally planned proclamation by Laidun, he also prepared to make a physical code to be placed in front of the Altar in the center of the Altar Square in the territory, so that the residents would know the law, abide by the law, and respect the law like a god.
On Earth, Babylon, one of the four ancient civilizations, had its king create the first written code discovered by later generations—the Hammurabi Code, and carved it onto a black basalt stone pillar.
Xia Duo did not know what kind of mood King Hammurabi was in when he made the Code Stone Pillar, but his own mood now was very excited.
This meant that his thoughts as an Earthling were about to profoundly influence this magical world, which was not something that the Pioneer Handbook could compare to.
Although the Standard Development Manual of Daxia Territory also contained Earth concepts injected by Xia Duo, Netheril at this time was already in a period of development; as the saying goes, practice produces true knowledge, and without Xia Duo, they might not necessarily have failed to find suitable development methods.
But a thing like a code was different; it must have strong foresight, otherwise it would easily fall into a chaotic situation where the law was inapplicable or orders were changed every morning.
Undoubtedly, the legal system on Earth was far stronger than that of Netheril; how could a mere Netheril compare to the crystallization of social science accumulated by over ten billion people over thousands of years.
Even the Elves did not have a legal system as complex, rigorous, and vast as that on Earth.
……
Such a physical code, which was almost unprecedented, naturally required materials worthy of it; for the genuine article, Xia Duo prepared to use Adamantine.
Of course, it was impossible to use entirely Adamantine; cost was one aspect, and the Tower of Time did not have that much, so an Adamantine alloy would suffice.
However, for now, what he was going to make was not the genuine article, but a practice run; after all, there were still some contents in the code that needed to be modified and adjusted, and even for the genuine article, he needed to make a sample first.
He directly ordered the Tower Spirit to retrieve all the Iron from the Material Management Office, and upon seeing the specific size of this Iron, Xia Duo immediately gave a thumbs up to his own practice of making a sample in advance.
For no other reason, it was simply too little!
Originally, he intended to make a rectangular block at least one person tall, with the full text of the code written on the front, but now he discovered that the Tower of Time was actually short on Iron.
Of course, it was not impossible to make the rectangular block thinner, but that would give people the feeling of losing the weight and authority of the code.
In his hometown in ancient times, the ancients cast tripods to record major events; Netheril did not have the habit of using tripods, but steles, pillars, and Statues were common.
It was just that the Netherese were more accustomed to using stone materials rather than metal.
Xia Duo was also accustomed to it, feeling that metal was more reliable, but in reality, with the existence of Magic, even stone could achieve properties similar to metal.
Since the Tower of Time did not have enough Iron, Savile Territory did have an Iron Mine, but it was unknown how long it would take to mine and smelt it temporarily.
It would be better to use stone.
"Stone?"
Xia Duo ordered the Tower Spirit to return the Iron, then took out a chair from his Personal Space, sat down, and pondered slowly.
Choosing craftsmen to mine stone, or even carving the code text, could all be achieved, and the time consumed would of course be long, but what Xia Duo thought of was, since he had the idea of creating a magical civilization, how could he use ordinary means to manufacture it!
What about Magic? Where was the Magic reflected?
Even using Magic to transform mud into stone, Xia Duo also felt it was not enough; he always felt something was missing, and it was still too ordinary.
After thinking it over, he discovered that what he really wanted should be a Magic Item that could be read as a code and also possessed certain special abilities!
So what abilities should a physical code possess?
Stun, suppression, Protection, Movement, or conveying true meaning and assisting memory?
After some thought, Xia Duo gradually had an idea, but how to do it specifically still required more careful consideration.
Thinking for a while, he took out the only Sarrukh Mage-Serpent Statue stored in his Personal Space; such a statue had been buried deep underground for countless ages, and when it was discovered by Jiabasi under his command, it actually still retained some magical power.
If he changed its shape, wouldn't it be a natural physical code.
