Chapter 1384: The Canaan Diplomatic Mission Arrives at the Xiuluo Holy Star Alliance (2)

~6 min read 1,172 words

The sightseeing airship rose steadily into the air, flying toward the direction of Eastern District New City.

The urban scenery outside the window unfolded before their eyes; streets crisscrossed, vehicles flowed in an orderly fashion, and pedestrians were as thick as weaving thread.

Gaiwusi leaned against the window, his eyes almost pressed against the glass.

"Lord Tailesi, look at the buildings over there, they are so tall."

Tailesi looked in the direction of his finger.

That was the financial district of Central City; several super-high-rise buildings glittered in the sunlight, their outer walls entirely made of glass curtain walls, reflecting the blue sky and white clouds.

Luojia smiled and explained.

"That is the financial district, planned by Guilliman; three years ago, it was still a wasteland."

Gaiwusi said.

"It was a wasteland three years ago, and it became like this after three years? How did you all manage that?"

"My brother Perturabo, he has an Engineering Team."

Gaiwusi lowered his head.

"Our Engineering Team takes half a year just to repair a road. The workers slack off, the supervisors take bribes, and materials are replaced with inferior ones."

Luojia smiled and did not respond.

The hovercar flew over the financial district and headed toward Eastern District New City.

The scenery below became more expansive; residential areas, parks, schools, and hospitals were arranged in a well-ordered manner.

The Dawn Building shimmered with a beige luster in the sunlight; in the plaza in front of the building, elderly people were basking in the sun, and children were running about.

Surrounding it were over a dozen residential buildings under construction, tower cranes rotating in the air, and workers busy like ants.

Gaiwusi said.

"Were those buildings designed by Lord Perturabo?"

Luojia spoke up.

"The Dawn Building was, but the ones around it were not; they were constructed by his Engineering Team according to his standard blueprints."

Gaiwusi said.

"Standard blueprints?"

Luojia said.

"Perturabo designed several standard floor plans suitable for residential buildings of different scales. The Engineering Team only needs to select the appropriate standard floor plan based on the plot conditions and make minor adjustments to begin construction. This ensures quality while also increasing efficiency."

Gaiwusi fell into Silence for a moment.

"Our architects have to redesign every single building. After the design is finished, it has to be revised; after the revision, it has to be reviewed; after the review, it has to be put out for tender; and after the tender, we have to wait for funding."

Luojia did not speak, his gaze resting outside the window.

Tailesi said.

"Lord Luojia, the changes in Xiuluo Holy Star are significant."

Luojia said.

"Lord Tailesi, it is because the Xiuluo Holy Star Alliance does not keep idlers, does not spend money in vain, and does not waste time. Every compatriot, under the guidance of the Emperor, contributes their strength to the rise of Human Civilization. What is it you want to hear?"

Tailesi shook his head.

"No, it is that we need to learn from the advanced model you have here."

The sightseeing airship began to decelerate and landed on an open space in Eastern District New City.

Luojia stepped off the vehicle, with Tailesi and Gaiwusi following behind.

The Dawn Building was right before their eyes; the beige outer walls shimmered with a soft luster in the sunlight, and a group of children were playing soccer in the plaza in front of the building, their laughter crisp and clear.

"This is the Dawn Building, the first residential building in Eastern District New City."

Luojia pointed at that building.

"Designed by Perturabo."

Gaiwusi looked up at the building.

"May we go in and take a look?"

"You may."

Luojia led them into the Dawn Building. The hallway was clean and bright, the walls painted with light-colored coating, and the floor paved with anti-slip tiles.

The elevator door was open, and the buttons inside were clearly labeled.

Luojia pressed the button for the twelfth floor, and the elevator rose steadily.

Gaiwusi noticed that the electronic screen inside the elevator was scrolling through public service information.

Community health check notices, garbage sorting promotions, lost and found, and even a "seeking witnesses" notice.

"Lord Tailesi, look, they even post lost-and-found notices in the elevator."

Gaiwusi said.

Tailesi took a glance.

"It shows that their community management is very meticulous."

The elevator door opened, and Luojia led them into a model unit.

Two bedrooms and one living room, approximately eighty square meters.

The living room was not large, but the lighting was excellent, with sunlight spilling through the windows onto the light-colored wooden floor.

The kitchen and bathroom were clean and tidy, with faucets, stoves, and water heaters all fully equipped.

Gaiwusi stood in front of the window, looking at the city outside.

"Lord Tailesi, tell me, how did the people of the Xiuluo Holy Star Alliance manage this? In three years, turning from a ruin into this."

Tailesi said.

"They have the Emperor, they have Primarchs. A Primarch is not just a general; Perturabo will personally design sewers, Guilliman will personally review draft laws, and Luojia will personally receive foreign guests."

Gaiwusi fell into Silence.

Luojia stood at the doorway, not urging them, just waiting quietly.

His Rosary turned slowly in his hand, emitting a faint clinking sound.

Tailesi turned around.

"Lord Luojia, thank you for your arrangements. We have finished looking."

Luojia nodded.

"Then let us go to the next stop."

The airship landed at the entrance of the Central Park.

The lake in the park shimmered with light, and pleasure boats rowed slowly.

Gaiwusi took a deep breath.

"The air is so fresh."

Tailesi also stepped off the vehicle.

He noticed a detail: it was very tidy here, and no trash could be seen.

"Lord Luojia, your side's management regulations are implemented very well."

Tailesi said.

Luojia said.

"No matter how good a regulation is, if no one executes it, it is just a piece of empty paper. No matter how poor a regulation is, if everyone follows it, order can still be maintained; once time passes, it will become a habit."

Gaiwusi said.

"Habit? How is it cultivated?"

Luojia said.

"Propaganda, education, law enforcement."

They walked along the path by the lake for a distance.

An old man sat on a bench by the lake, holding a book in his hands, reading intently.

Tailesi stopped his footsteps and looked at that old man.

"Lord Luojia, what book is that old gentleman reading?"

Luojia took a glance.

"I don't know; it could be a novel, it could be history, it could be law. Among the citizens of Xiuluo Holy Star, there are many who like to read books."

"Fulgrim built a public library in both the Central City and the East District, and many people go there every day."

Gaiwusi said.

"The library on our Capital Star has no books at all; the funding was all embezzled."

Tailesi did not take up the conversation.

He turned around and walked toward the direction of the airship.
