Chapter 1386: Secondary Citizen

~6 min read 1,093 words

Diplomatic delegation rest area, main building reception hall.

Tailesi sat on the sofa, a cup of tea that had already gone cold placed before him. Gaiwusi stood by the window, watching the squad of black-armored soldiers patrolling outside.

"Lord Tailesi, do you think Guilliman will come today?"

Gaiwusi asked.

Tailesi picked up the teacup, then set it back down.

"He will. Luojia said yesterday that Guilliman is coming to negotiate today."

Gaiwusi turned around.

"Lord Tailesi, what conditions do you think they will propose?"

Tailesi said.

"I don't know, but no matter what the conditions are, we must accept them. We have no room to bargain."

Gaiwusi walked back and sat down opposite Tailesi.

"Lord Tailesi, don't you feel aggrieved? Our Canaan Star Alliance is considered a power in its own right. Now we have to live under someone else's roof and look at their expressions."

Tailesi looked at him.

"Aggrieved? The dead Canaanites, they are even more aggrieved. But is being aggrieved useful? The Zerg won't stop eating you because you're aggrieved, and the Xiuluo Holy Star Alliance won't accept you because you're aggrieved."

He paused.

"Gaiwusi, surviving is more important than anything else."

Gaiwusi lowered his head. Footsteps came from the entrance of the hall.

When Guilliman walked into the reception hall, Tailesi and Gaiwusi stood up at the same time.

Guilliman was wearing a dark blue coat and holding a data pad in his hand.

Curze followed behind him, wearing a black turtleneck sweater and black trousers, holding a notebook in his hand.

Tailesi bowed slightly.

"Lord Guilliman, I have long admired you."

Guilliman nodded.

"Your Excellency Tailesi, please sit."

The four of them sat down on the sofa.

Guilliman placed the data pad on the coffee table, and Curze sat beside him, opening the notebook.

Tailesi's gaze lingered on Curze for a moment; who was this youth in black clothes?

At this moment, Guilliman spoke.

"Your Excellency Tailesi, your side wishes to join the Xiuluo Holy Star Alliance; my father sent me to hear your thoughts."

Tailesi took a deep breath.

"Lord Guilliman, the Canaan Star Alliance has suffered heavy losses in the Zerg invasion. Five star sectors have fallen, tens of billions of people have been devoured, fleet losses exceed seventy percent, and our military strength is no longer sufficient to protect our own territory."

He paused for a moment.

"The Speaker asked me to convey that the Canaan Star Alliance is willing to accept the leadership of the Xiuluo Holy Star Alliance and submit to unified command in diplomacy and military affairs. We only ask that the Xiuluo Holy Star Alliance protect our people so that we no longer have to face the threat of the Zerg."

Guilliman looked at him.

"Your Excellency Tailesi, my father is already aware of your request. The Xiuluo Holy Star Alliance is willing to accept the accession of the Canaan Star Alliance. But there are a few conditions."

Tailesi's hands clenched slightly.

"Please speak."

Guilliman flipped open the data pad.

"First, the Canaan Star Alliance must acknowledge the supreme authority of the Xiuluo Holy Star Alliance and submit to unified command in diplomacy and military affairs. The existing territory of the Canaan Star Alliance will be retained as an autonomous region, but the Xiuluo Holy Star Alliance has the right to station troops on key planets.

Second, the Xiuluo Holy Star Alliance will conduct a comprehensive screening of the Canaan Star Alliance's population, classifying them according to human characteristics. Those who meet human standards will become Formal Citizens of the Xiuluo Holy Star Alliance. Those who do not meet human standards will become Secondary Citizens."

Tailesi was silent for a moment, then asked.

"Secondary Citizens?"

Guilliman said.

"Second-class Citizen is the status for Alien forces that resist to the end. The Canaan Star Alliance did not resist to the end; you are willing to join. The treatment of Secondary Citizens is lower than that of Formal Citizens, but they will not be sent to harsh-environment planets to labor all day like Second-class Citizens. They have basic living guarantees, medical guarantees, and housing guarantees."

Gaiwusi could not help but speak.

"Lord Guilliman, what kind of rights can Secondary Citizens enjoy?"

Guilliman looked at him. "They will not be thrown onto planets to labor until death like Second-class Citizens."

Gaiwusi's lips moved, but he did not speak again.

Tailesi said.

"Lord Guilliman, can you explain the treatment of Secondary Citizens in detail?"

Guilliman turned to the next page of the data pad.

"Formal Citizens enjoy full social welfare, including education, medical care, pensions, and housing subsidies. Secondary Citizens enjoy basic social welfare, approximately thirty percent of that of Formal Citizens. Formal Citizens can participate in decision-making at all levels of the Xiuluo Holy Star Alliance and have the right to vote and stand for election. Secondary Citizens do not. Formal Citizens can work in any institution of the Xiuluo Holy Star Alliance, including government, military, and scientific research institutions. Secondary Citizens can work, but cannot hold public office."

Gaiwusi said.

"Then what about our scientists? Can they not work in scientific research institutions either?"

Guilliman looked at him.

"They can; scientific research institutions are divided into civilian and military. Secondary Citizens can work in civilian scientific research institutions. Military scientific research institutions, no."

Tailesi spoke.

"Lord Guilliman, the Canaan Star Alliance accepts these conditions, but I have one question."

"Speak."

Tailesi said.

"What are the standards for the division between Formal Citizen and Secondary Citizen? Who does the certifying?"

Guilliman said.

"The standard is biological characteristics. Two eyes, no extra limbs, no alien-mutated organs, and genetic testing that meets Human standards. Those who meet these are certified as Human and become a Formal Citizen. Those who do not are certified as Alien and become a Secondary Citizen. The certification work is the responsibility of the medical team of the Xiuluo Holy Star Alliance."

Gaiwusi said.

"Lord Guilliman, if a person meets Human standards, but their parents are Alien, are they considered Human or Alien?"

Guilliman said.

"How could you think that an Alien could reproduce a Human? These words are very dangerous; if some people heard them, it would be enough to sentence you to death."

Gaiwusi was shocked into silence by Guilliman's words.

Tailesi said.

"Lord Guilliman, the Canaan Star Alliance formally applies to join the Xiuluo Holy Star Alliance. We will handle the relevant procedures as soon as possible."

Guilliman nodded.

"Good. After I return, I will report to my father. The specific details will be negotiated by both teams subsequently."
