Chapter 140: Councilor
Meeting Room of the Fourth Defense Zone Inner City Councilors.
"So, you sent people to bring them all under control?" Upon learning that Kelin had led men to seize those parasites, Xindi looked at the kind-faced colleague before him in disbelief. He had always thought that Kelin, as a Councilor, served merely as a bridge to balance the various Councilors or representatives. He never expected Kelin would do something like this, which took him by complete surprise.
"Yes, they threatened the safety of the Inner City. At this time of life and death, they were actually thinking of creating chaos in the Inner City to escape and leave the Fourth Defense Zone." Kelin looked at the somewhat astonished Xindi and revealed a faint smile. "I cannot let the Fourth Defense Zone lose this hope. They have sat in their respective positions and played with the laws of the Human Alliance for too long. They haven't done what they were supposed to do, and instead, they wanted to stab us in the back at a critical moment. They are no longer fit to be Human."
Yingzhou looked at the Kelin who had changed quite a bit, feeling somewhat surprised in his heart. He did not expect that Kelin, who had seemed like a good-natured person when he first arrived at the Fourth Defense Zone, would now show changes that made Yingzhou feel uncomfortable.
"Captain Ying, we have already established contact with the survivors who resumed production in the Giant Cedar District of the Outer City. After the Beast Race was driven away, repairing the Outer City Wall, restoring production in the Production Zone, and building residential housing in the Outer City are all things we must do next. However, the survivors there seem to trust you more; they would rather hear that it was you who told them to do so," Kelin said to Yingzhou, watching as Yingzhou kept his eyes fixed on him.
"Me?" Yingzhou pointed at himself in confusion. He had not expected that he could, in such a short time, make those survivors prefer to believe in him rather than the Human Alliance high-level officials here.
"Yes, this is not a proposal from the leaders there, but the voice of the majority. A man named Fang Yue told our people that their lives were saved by you, and if this is your intention, they will fully cooperate with our plan." Kelin explained when he saw Yingzhou's puzzled expression, then added, "In the end, it was our failure to guarantee their safety that led to this situation."
"The things you just mentioned are the most important matters for the Fourth Defense Zone right now. I will explain the situation to them," Yingzhou nodded and replied to Kelin.
"Although Councilor Xindi has already told us that you do not wish to remain in the Fourth Defense Zone, we still unanimously believe that you can become one of the Councilors of the Fourth Defense Zone. The survivors in the Outer City obey your orders, and this way, our Fourth Defense Zone will not have its overall progress affected by minor issues regarding these matters. Although this does not conform to Human law, we must make certain changes now, otherwise, this success of the Fourth Defense Zone will be limited to this one time. You don't need to worry; I mean you don't have to stay in the Fourth Defense Zone. Your ideas dictate that you will not stop here, but as fellow Humans, the Fourth Defense Zone will also make some changes after recovery; we cannot continue down the wrong path of the past."
After hearing Kelin's words, Yingzhou glanced at the three people present and found that they had no objections; it seemed they had already made up their minds.
"Since you have all said so, there is no need for me to refuse. As long as your goals are consistent with mine, we will not become enemies," Yingzhou nodded with a smile, agreeing to Kelin's proposal.
"Then, Councilor Yingzhou, do you have any changes you would like to make to the plans we proposed earlier?" Kelin immediately changed his form of address for Yingzhou and said with a smile.
Yingzhou looked at Kelin's smile and felt that the guy in front of him looked like a profiteer when he smiled.
"Ahem, then I will speak according to my thoughts," Yingzhou coughed lightly and spoke slowly.
"First, my suggestion is to abolish the privileges of some so-called parasites in the Inner City. From now on, there will be no distinction between Inner City and Outer City, only two major zones: the Production Zone and the Residential Zone. Move the transferable Shengchan Gongchang to the Inner City. All residents of the Inner City are to report to the high-level officials that they are to go to the Outer City and settle there once the Outer City is built. This way, the important Shengchan Gongchang of the Inner City can be concentrated for production, and the production areas in the Outer City that cannot be moved will also resume production, while other areas will be built into residential zones as planned before. These are my general thoughts; as for more detailed divisions, that depends on you, as you are the professionals after all."
Kelin nodded after listening to Yingzhou's analysis.
"What you said makes sense. Indeed, now that the Fourth Defense Zone has experienced this great change, everyone should go all out to recover, so I don't think there is any problem with your idea."
Xindi also spoke up at this time, "I have no problem either. I am just a soldier; I don't understand these things you are talking about, but I trust Yingzhou. Agreed!"
"Although I also agree with this proposal, it might be difficult to get the residents of the Inner City to move out, right?" Kaxi said at this moment.
"Making changes will definitely encounter resistance, but this is a difficulty we must overcome. This problem is not a major issue. We will all move out when the time comes, and I will have Councilor Xindi dispatch another unit to maintain order to ensure this can proceed smoothly," Kelin said with a serious tone, tapping his right index finger on the table.
"As for those parasites, we will deal with them after the Inner City residents have evacuated."
Soon, Yingzhou walked out of the meeting room, rubbing his temples.
"Kelin and the others will be busy lately. I'm going back to the troops in a moment; there are still quite a few things waiting to be handled!" Xindi said with a smile, walking behind Yingzhou.
"Mm, I also need to go to the Outer City to explain the situation here to the survivors in the Giant Cedar District," Yingzhou stopped and waited for Xindi to catch up before continuing to walk.
"Yingzhou, I estimate you will be able to return to the Ninth Defense Zone soon. We will help you keep the secret that you are a Councilor, as you requested. The Ninth Defense Zone is a place where forces are mixed; you certainly won't be like you were before when you go back. You have already entered the field of vision of those high-level officials. The status of a Fourth Defense Zone Councilor will indeed not bring you convenience, and might even bring you some unnecessary trouble."
"Mm, I understand what you mean," Yingzhou nodded and replied with a smile.
"Alright, as long as you know, then I'll head back to the troops first!" Xindi waved his hand and bid farewell to Yingzhou.
Regardless, the crisis in the Fourth Defense Zone could be considered over, but the construction issues here and the prospect of facing another Alien Race invasion in the future also had to be considered. He could not stay in the Fourth Defense Zone forever. After this Alien Race invasion, the population of the Fourth Defense Zone had decreased significantly, and the old military system would certainly not work.
