She was able to stay here only because, like Captain America, she was a genetically modified human with excellent capabilities in intelligence work. More importantly, she had defected from the Soviet Union to the United States, making her symbolic significance greater than her practical one.

Natasha naturally understood this, but she would still stay here peacefully, mainly because of Nick's crazy operations.

After Nick hollowed out S. H. I. E. L. D. himself, the people under him were not only untrustworthy but also incompetent. Moreover, their country was still alive, so they needed a lot of intelligence. Besides paying their salaries, Nick also had to manufacture a large pile of useless intelligence to satisfy their appetites.

As for Natasha, she wasn't trusted either, but she was very capable. More importantly, the Soviet Union was already dead, so Nick didn't need to use empty intelligence to fool her. With less cost, he could use a better employee; Nick naturally used her to the fullest.

The second thing was to be responsible for picking up and dropping off Pikachu when Schiller needed to foster him.
