Black Widow has never been trusted; this is a well-known fact to every congressman, military general, and even S. H. I. E. L. D. member.

She is able to stay here only because, like Captain America, she is a genetically modified human with excellent capabilities in intelligence work. More importantly, she defected from the Soviet Union to the United States, and her symbolic significance is greater than her practical significance.

Seeing Natasha naturally understands this point, but she still stays here securely, mainly because of Nick's crazy operations.

After Nick hollowed out S. H. I. E. L. D. himself, the people under him were not only untrustworthy but also had poor capabilities.
