Chapter 243: Familiarizing with the Environment

After chatting for a few words, Sun Hongda found an excuse to go out. He naturally had this kind of eye.

Tan Yin said politely, "Secretary-General, if you have any arrangements, please let me know at any time!"

Lu Fan smiled and said, "Section Chief Tan, your 'main battlefield' is at the Secretary's place. You can take care of the work of the office and Section 1. Oh, by the way, the Secretary arranged to go to Ningyang for research tomorrow afternoon. Your Section 1 is responsible for connecting the itinerary arrangements."

"Okay, Secretary-General!"

Secretary-General Zhang Ziqiang is the Secretary's big housekeeper, Lu Fan is the "big secretary" who handles government affairs, and Tan Yin is just a secretary. Although everyone is an important assistant to the Secretary, strictly speaking, Tan Yin is at the bottom of the "food chain".

So he can be arrogant and domineering in front of others, but he has to be honest here with Lu Fan.

Even, Tan Yin knew very well how much the Secretary valued Lu Fan, and he had some sense of crisis in his heart. Therefore, befriending Lu Fan was the best choice.

After Tan Yin left, Lu Fan began to review documents.

The documents that the Municipal Party Committee Office needs to review every day are massive, and hundreds of them have been piled up in the past few days that need to be handled.

Every document needs to be read carefully to clarify the work clues and put forward reasonable handling opinions. Fortunately, Lu Fan served as a Deputy County Chief and practiced the skill of reading documents. He could read ten lines at a glance and immediately grasp the work focus and core of the document, and a document often only has a few useful sentences!

After work, Du Wenlong ran to the Municipal Party Committee Office and said with envy, "Brother Fan, your office is really big, it's a Zhengchu level treatment! We are four or five people squeezed into one room, and the office conditions are not as good as Ningyang!"

Lu Fan laughed, "You're right, it's really a Zhengchu level treatment, let me preside over the work of the Municipal Party Committee Office!"

"Damn, Brother Fan, that's really awesome! We must celebrate it!"

"Low-key! The Municipal Party Committee Office is very complicated!"

"That's natural, the power center of the whole city, without a bit of mind, you would have been played to death long ago! When you get here, you have to grow a few more minds!"

Just chatting, Su Xiaoyi's phone called, saying that he and Wu Heng ran for an afternoon and basically looked at the house, asking if Lu Fan had time, and could go to see the house now.

It happened that Secretary Li had no special arrangements tonight, so Lu Fan and Du Wenlong went to see the house with great interest.

The house found by Xiaoyi is very close to the Municipal Party Committee, and it takes less than ten minutes to walk there.

The house is about 120 square meters, two sets are door-to-door, and they happen to be for sale at the same time. The owner's asking price is 550,000.

Lu Fan looked at it carefully and felt that the location, light, and layout were all good, so he decided to take it down after a little consideration. Du Wenlong also felt that there was no problem, and was very happy to live door-to-door with Brother Fan. The rest of the things were left to Su Xiaoyi and Wu Heng to handle.

After seeing the house, several people called Ceng Ming from prison and found a restaurant to drink a few cups.

Hearing that Lu Fan took on a heavy responsibility in the Municipal Party Committee Office, the brothers were exceptionally excited, shouting that it was the Municipal Party Committee Office, and even the County Party Committee Secretary and Municipal Bureau Directors had to give way by three points!

They drank a lot, but Lu Fan and Du Wenlong only tasted it. After all, they just reported to the new unit today and couldn't be full of alcohol.

After ten o'clock, Lu Fan returned to the office to rest.

When he entered the door, he happened to meet Deputy Secretary-General Li Guanglei who had just finished working overtime, so he greeted him enthusiastically.

Unexpectedly, Li Guanglei said with a fake smile, "It's good to be young, there are many wine bureaus and dinner bureaus! We are old, our bodies can't stand it, and no one invites us!"

Lu Fan was a bit speechless. It was the first time they met, was it necessary to be sarcastic?

Problems are all spoiled! Lu Fan said with a smile, "Secretary Li is joking. I had a casual meal with a few childhood friends. We ate our own, and didn't violate the eight-point regulation! But I really have to learn your spirit of dedication. Working so late, be careful that the 'night road' is hard to walk when you go home!"

"Stop joking, I have to go home, I'll treat you another day, congratulations on your promotion!"

Lu Fan laughed, "If you want to treat, I have to treat everyone. Besides, where is the promotion? It's a flat transfer! It's just that the burden on my shoulders is heavier. I am terrified now, for fear of failing the Secretary's trust!"

"Go, go, stop talking, see you tomorrow!"

Lu Fan understood a truth since he was a child: the kind are bullied, and the good are ridden!

The work of the Municipal Party Committee Office is busy. If you are not diligent and hardworking, the official business will pile up like a mountain, making people overwhelmed, and there will be no time and energy to serve the Secretary.

Moreover, the Municipal Party Committee Office is a very large platform, which can contact all key work and complex problems of the whole city, and can also learn the methods and wisdom of leaders in dealing with problems, which is of great help to improving their comprehensive ability.

Lu Fan cherished this precious learning opportunity very much and hoped to make full use of this precious opportunity to constantly hone himself, improve his ability, and lay a solid foundation for moving to a larger platform in the future.

The next morning, just as Secretary Li Mingzhou arrived at the office, Lu Fan went to ask for instructions on work. Asking for instructions in the morning and reporting in the evening will never be wrong!

Secretary Li Mingzhou arranged the first work task for Lu Fan. Some enterprises reflected that the business environment in the Ningyang County Industrial Park was poor, and the staff's eating, taking, and card-taking phenomena were serious, especially Zhang Xiaojun, who was responsible for administrative approval. Some despicable acts made enterprises deeply hate, and Lu Fan was required to investigate and punish them severely.

It's Ningyang's matter again, plus going to Ningyang for research in the afternoon, the Secretary has been paying attention to Ningyang recently!

Returning to the office, Municipal Party Committee General Duty Room Director Zhang Qianyuan and Municipal Party Committee Organ Affairs Management Service Center Chen Shifeng were waiting at the door.

After seeing Lu Fan, they immediately introduced themselves and expressed that they were here to report to the Secretary-General.

After entering the office, Lu Fan exchanged a few polite words with them and determined the leadership relationship.

At ten o'clock in the morning, Municipal Party Committee Secretary-General Zhang Ziqiang convened a meeting of cadres at or above the deputy section level of the Municipal Party Committee Office, announced Lu Fan's appointment, read out Lu Fan's work division, and required all Deputy Secretary-Generals and department leaders to pay attention to communication and collaboration, actively and actively cooperate with Comrade Lu Fan's work, and form a good working atmosphere.

At the same time, Zhang Ziqiang required Lu Fan to manage the daily work of the Municipal Party Committee Office, strengthen learning, familiarize himself with work as soon as possible, and enter the working state early.

After the meeting, Lu Fan seriously considered the work assigned by the Secretary and planned to hand it over to the Municipal Party Committee Supervision Office for investigation. But until now, the Director of the Supervision Office hasn't come to him to worship the pier, which made Lu Fan a bit unhappy.

Although these section and office directors have sub-divided Deputy Secretary-Generals, they all belong to him, and they don't recognize the situation. Lu Fan has seen this situation in the Ningyang Government Office. The more powerful the department, the more factions there are. He has to find a way to knock these people, let them know who is in charge, and what is the organization's appointment!

At 2:30 in the afternoon, Lu Fan followed Secretary Li Mingzhou to Ningyang County for research.

Holding the project book, Li Mingzhou beckoned to Lu Fan, called him to the side, and asked, "You just left Ningyang, look at these key projects, are there any that are not true or fake?"

Combining the Secretary's actions in the past two days, Lu Fan guessed that the Secretary was dissatisfied with Ningyang, so he pointed to the agricultural product material exchange base and whispered, "I don't seem to have heard of this project."

Li Mingzhou nodded and said, "6 million has been invested, and it happens to be in Zhouchuan Town. Let's go see this base first!"

"Okay, Secretary!" After saying that, Lu Fan immediately dialed Hu Chengwei's phone.

After it was connected, Hu Chengwei said exceptionally enthusiastically, "Secretary-General Lu, welcome back to Ningyang! Where are you now?"

Lu Fan had never heard or seen this tone before!

"Secretary Hu, the Secretary wants to see the agricultural product material exchange base first. Let's meet at the base!"

"Ah?" Hu Chengwei stammered, "Secretary-General, this project hasn't been prepared much, can you help?"

The Secretary was by his side, so Lu Fan said directly, "Okay, let's meet at the base!" After saying that, he hung up the phone.

But Li Mingzhou had already heard the content of the conversation and said lightly, "6 million spent, what is there that can't be seen? I want to see where the money was spent? What effect did it have?"

Arriving in Zhouchuan, getting off the highway, only Deputy County Chief Guo Tongyu and the Zhouchuan Town Party Committee Secretary were waiting at the intersection, and the county leaders and the Agriculture Bureau and Investment Promotion Bureau were rushing over.

Guo Tongyu led the way in front, and the coaster that Li Mingzhou was riding followed behind.

Walking and walking, they actually entered the ditch, then started climbing the mountain, and finally stopped on the hillside.

After Li Mingzhou got off the car, he looked at the factory shed built in front of him and several crooked exhibition boards in confusion.

And Guo Tongyu leaned to Lu Fan's side and said, "Is the Secretary going to go berserk?"

Lu Fan asked, "You are in charge of agriculture, this project has nothing to do with you, right?"

"Secretary Hu's project, I didn't touch it!"

"That's fine, don't worry."

Soon, dust was flying on the hillside, and Ningyang County Party Committee Secretary Hu Chengwei and County Chief Bian Jide galloped over!

After getting off the car, the two ran to Li Mingzhou, Hu Chengwei held the leader's hand enthusiastically, and said with a smile, "Welcome Secretary to Ningyang to inspect and guide the work, the whole county people are waiting!"

Bian Jide also said, "Welcome Secretary!" Then he saw Lu Fan's wink and immediately hid on the side, starting to be a "transparent person".

Li Mingzhou didn't ask about the project first, looked at the surrounding mountains, and sighed, "This place has always been a barren mountain, and you can't see trees or grass anywhere. Now it is shaded by green trees, recreating beautiful mountains and rivers!"

Hu Chengwei immediately echoed, "Under the leadership of the Municipal Party Committee and Municipal Government, Ningyang has worked one term after another, drawing a blueprint to the end, working hard on the loess land where soil erosion is the most serious in the world, launching a magnificent 'green revolution', and providing the world with a successful sample of 'ecological restoration' in a short period of time!" ===== CHAPTER 244 =====
