Chapter 312

~11 min read 2,114 words

Lying-flat cadres exist in every township and have become a major stubborn disease restricting township work.

After the secretaries and mayors of each township returned to their units, they immediately held a meeting of all cadres to convey the spirit of County Party Committee Secretary Lu Fan's speech.

And they immediately formulated a series of systems, rules, and measures to build a clear, effective, powerful, and reward-and-punishment-based work system, responsibility system, and assessment system, determined to govern the "lying flat" chaos.

Most townships have changed a batch of leaders. Who cares about your old qualifications and old face? What's more, they are holding the "Shangfang Sword" given by the County Party Committee Secretary, sharpening their knives at the "lying flat" cadres, and all plan to catch one or two typical examples to establish authority.

As long as the organization gets serious, and as long as you still want to eat this bowl of rice, no one will be stubborn enough to be the first bird to be shot!

After the special governance started, the effect was very obvious. At the very least, those who didn't go to work usually came, and the phenomenon of being late and leaving early temporarily disappeared!

But no work can be accomplished overnight; it requires continuous effort and patience to grasp.

Through this major adjustment of 78 people, Lu Fan achieved control over the whole county, enabling him to realize his ideas and implement his intentions more effectively.

Moreover, there is one more thing that makes the cadres in Ganshui confused. In this personnel adjustment, the director of the Small and Medium Enterprises Bureau went to be a town mayor, and the director of the Commerce Bureau became the director of the Economic Development Bureau. After finally clearing up two positions, Secretary Lu actually merged the Small and Medium Enterprises Bureau, the Commerce Bureau, and the Science and Technology Bureau, establishing an "Industry and Commerce Science Bureau," with the former director of the Science and Technology Bureau, Gu Hao, serving as the director. The new unit actually has 7 deputy directors and 58 cadres. What is this supposed to be?

The leaders were all properly placed, the deputy positions were still deputy positions, and the cadres went from small units to a large unit, which might be better, but it is estimated that no one can enter the unit within ten years, and no one will be promoted in the short term, the reason being that they are over-staffed!

For the time being, everyone has no opinion, but this matter reveals that it is not simple everywhere. Added to the Investment Promotion Bureau and the Science and Technology Association that were merged some time ago, Ganshui County has already "disappeared" 4 units, which makes the people of Ganshui a bit puzzled: what exactly does Secretary Lu want to do? Who will be the next unit to be merged?

Lu Fan just wants to boil the frog in warm water. Unknowingly, he integrates units that are not very useful, alleviates the situation of bloated and overlapping institutions, too many levels, unclear responsibilities, and lack of efficiency, and strives to make the departments in Ganshui compact and capable, with optimized structures and capable personnel, effectively reducing the financial burden.

On August 12, Lu Fan investigated the county's education work, accompanied by Deputy County Chief Li Junxia, with the County Party Committee Office, Finance, Human Resources, and the Organization Office participating.

Arriving at Gaopo Town, this is the township furthest from the county seat. Town Party Committee Secretary Peng Cheng and Town Mayor Zhao Zhengjun were waiting at the entrance of the kindergarten early.

After entering the kindergarten, Lu Fan suddenly discovered that there were more people participating in the investigation than students!

Lu Fan asked the principal with a smile: How many students are there in the school? How many teachers?

The principal replied: "Secretary Lu, our kindergarten has 15 in-service teachers and 29 children."

Lu Fan saw the school's organizational structure on the wall. It is a sparrow, small as it is, but it has all the internal organs. In a kindergarten of less than thirty people, there are principals, vice principals, education directors, deputy directors, etc., all complete!

Lu Fan learned in detail about the kindergarten's operation. The salaries of these 15 teachers, the thirteenth-month salary, cooling fees, heating fees, car subsidies, township subsidies, five insurances and one fund, etc., add up to over 1.5 million a year. A school with less than 300 people has to allocate funds according to 300 people, which is another 200,000 to 300,000. There are also the school's heating fees, maintenance fees, etc. The messy stuff adds up to at least 2 million, but it only served 29 children.

Although it is said that education should not count the cost, this price is too high!

Next, Lu Fan came to the town central primary school for investigation. After learning about it, he found that it was about the same as the kindergarten: 22 teachers, 49 students, and more funds used.

Finally, Lu Fan and his party came to the middle school and found that the situation was much the same.

In the afternoon, Lu Fan came to Nangou Town and investigated the middle school, primary school, and kindergarten. The situation was exactly the same as in Gaopo Town.

The next day, Lu Fan investigated the basic situation of education in Siwan Town.

Siwan Town is the oil area of Ganshui. Regardless of economy or population, the scale is larger than other townships, so the students in the three schools in the town all exceeded 300. It looks quite lively, not as depressed as other townships.

Using a week, Lu Fan conducted a comprehensive investigation of the education situation in the whole county and basically grasped the situation.

This is not a difficult task for Lu Fan, because he was in charge of culture, education, and health when he was the Deputy County Chief in Ningyang.

On August 16, Lu Fan presided over an education work meeting, attended by County Chief Wang Baoguo, Discipline Inspection Committee Secretary Zhang Qianyuan, Organization Department Head Guo Tongyu, Deputy County Chief Li Junxia, and heads of relevant units such as the Education Bureau, Finance Bureau, Personnel Bureau, and Organization Office.

After the meeting started, Education Bureau Director Xu Ziheng reported the current status of education work in Ganshui County, Finance Bureau Director Shen Kaixing reported the expenditure in the education field, and the Organization Office's Qi Wei reported the staffing situation of the education system.

After listening to the report, Lu Fan said with a heavy face: "Comrades, education is the foundation of the country. If the youth are ambitious, the country is ambitious; if the youth are strong, the country is strong. I will not repeat the importance of education too much. Today I want to talk about 'small county towns must also run big education and good education.' The County Party Committee and the County Government must take the development of education as a key work and livelihood project related to the vital interests of the people and the needs of a better life. We must use the strength of the whole county to run education well!"

After taking a sip of water, Lu Fan continued: "With the further development of social economy, the problems of township primary education are becoming more and more prominent. The number of students is decreasing year by year, the scale of running schools is shrinking, the quality of teachers is low, and family education is defective, all of which seriously restrict the development of township education.

After this period of investigation, I have summarized the problems existing in Ganshui township education and share them with you:

1. The scale of running schools is shrinking. Parents with good conditions send their children to primary schools in the county seat, or in the city or province. These make it more and more difficult for township schools to recruit students, and the number of students is decreasing day by day. Everyone has also seen that the situation of twenty or thirty students in a school is everywhere, causing a serious waste of educational resources!

2. Teachers' sense of responsibility is not strong. Rural parents go out to work for a living, and the phenomenon of lack of family education for left-behind children in rural areas is serious. Children are mostly taken care of by grandparents, either doted on or excessively neglected. The status quo of left-behind children requires teachers to have strong teaching ability and sense of responsibility.

But our Ganshui township teachers, to be honest, have not fulfilled their duties!

The management of township schools is relatively loose, and society and parents pay low attention to education, leading to some teachers not seeking progress, lacking passion for work, developing loose habits, and finding it difficult to focus on teaching.

3. Poor school conditions, obvious urban-rural differences. Although we have increased investment in township education infrastructure in recent years, compared with county schools, various facilities are not yet advanced, and the gap in hardware facilities is getting bigger and bigger.

For example, teaching equipment is extremely scarce. Microscopes, alcohol lamps, and other most basic laboratory equipment are still not available in many schools. Functional classrooms such as computer rooms, language labs, music rooms, and libraries are not available in many schools. Some are just empty names or the equipment is too old, the library lacks new books, and computers lack updates and maintenance.

The lack and obsolescence of these educational infrastructure seriously restrict the development of township education and the improvement of students' comprehensive quality, making many schools have the heart but not the strength.

4. Family education restricts the growth and development of students. Parents go out to work for a living and leave their children to their grandparents to take care of. But these elderly people are fundamentally unable to take on the educational tasks of the 'left-behind children's' thinking, learning, and physical and mental health development, making the 'left-behind children' seriously lacking in the link of family education. This affects not only their academic performance, but more importantly, their physical and mental health.

Minors are in a critical period of character formation. During this period, they especially need the love and guidance of their elders, especially their parents, but the left-behind children's thirst for love cannot be satisfied. Some bad emotions such as anger, loss, anxiety, and worry cannot be relieved, and long-term accumulation leads to poor learning, character defects, and psychological barriers in left-behind students, causing some students to be emotionally fragile, self-abandoning, anxious and autistic, lacking self-confidence, pessimistic and negative, and withdrawn."

Lu Fan's words made the attendees fall into deep thought. These problems have long existed, but the leaders of Ganshui have turned a blind eye to them!

Now that the County Party Committee Secretary has shaken out the problems, it would be unreasonable for them to continue to play deaf and dumb.

Now Wang Baoguo said: "The problems mentioned by the Secretary are all objectively existing. For example, schools in the county seat have two thousand students, while schools in townships have dozens of students, which is everywhere. It is indeed an imbalance in urban-rural development, and it must be highly valued by everyone, and effective measures must be taken to solve it!"

Lu Fan glanced at Wang Baoguo. This is equivalent to saying nothing!

Deputy County Chief Li Junxia said seriously: "As the Deputy County Chief in charge of education, I must make a self-criticism! The development of education in Ganshui is indeed lagging behind other counties and districts, especially compared with Ningyang County! As for the reason, I think it is still that the financial investment is not enough. Improving teaching equipment costs money, and infrastructure construction costs even more money. A clever woman cannot cook without rice, and a penny can stump a hero!"

The Education Bureau Director added: "The Secretary has hit the nail on the head and pointed out the shortcomings of education in our county. Aiming at these problems, our Education Bureau has studied many times and believes that the top priority is to solve the problem of weak teaching staff and the overall old age of teachers.

I hope the government will increase the introduction of talent and teacher resources, provide new blood for the teaching staff of township schools, and supplement full-time music, art, and physical education teachers.

At the same time, improve teachers' wages and benefits, improve teaching infrastructure, establish a reasonable reward and punishment system, and punish 'old fritter' teachers."

After he finished speaking, Lu Fan just wanted to say one sentence: Birds of a feather!
