Chapter 317: Lu Fan Goes on a Rampage

On Saturday, Lu Fan visited Municipal Party Committee Secretary-General Zhang Ziqiang, secured an intended order of 1,000 cases for Ganshui Winery, and designated "Sui-Tang Jade Liquid" as the official reception wine for the Municipal Party Committee and Municipal Government.

On Monday morning, Zhang Qianyuan arrived early downstairs at Lu Fan's home, and the two headed to Ganshui for work.

Upon arriving at the unit, Lu Fan reviewed documents for a while before heading to the highway exit to welcome Municipal Party Committee Deputy Secretary Guo Zhitao.

Secretary Guo and his party visited the Dao Town Fruit and Vegetable Demonstration Park, the Industrial Park, and the Grand Canyon one after another, communicating with enterprise project leaders to understand industrial development, the production, operation, and construction of park enterprises, and the management and operation of the Grand Canyon.

Secretary Guo Zhitao emphasized firmly establishing the concept of "big investment promotion, attracting big businesses, and attracting good businesses," implementing various policies to support the development of private enterprises, allowing the private economy to have new achievements and breakthroughs in the development of agricultural and cultural tourism industries, and promoting the high-quality development of the county-level economy.

When investigating the Grand Canyon, Secretary Guo emphasized introducing advanced operation models, integrating natural landscapes and folk culture, using the internet to package and build the Grand Canyon, jointly developing the Grand Canyon and Laoshan Forest Park, and continuously improving the popularity and service level of the scenic spot.

Until now, Lu Fan roughly knew the purpose of Secretary Guo Zhitao's trip!

After lunch, Lu Fan sent Secretary Guo back to his room to rest.

Sure enough, Guo Zhitao said: "Lu Fan, sit down and chat for a while!"

Lu Fan poured a cup of tea for Guo Zhitao and sat on the sofa next to him, putting on a listening posture.

Guo Zhitao said: "The cultural tourism industry is a recognized sunrise industry, power industry, green industry, and wealth-enriching industry, with the multiplier effect of 'one industry flourishes, a hundred industries prosper' and special functions. Ganshui County has a profound cultural heritage and natural resource endowment, but it has not transformed its advantages into economic benefits. You still lack means to develop tourism, and you need to cooperate with professional companies with experience and strength!"

Lu Fan replied: "Secretary Guo, our willingness to develop tourism is very strong, but restricted by factors such as funds, talents, and management, we have indeed wasted these beautiful mountains and rivers. During this period, I have been thinking about Ganshui's tourism industry and have some ideas, such as orderly promoting the creation of the Grand Canyon National 5A-level tourist scenic spot and the World Geopark, strengthening the creation of high-A-level tourist scenic spots, improving tourism service functions, increasing propaganda efforts, and innovatively cultivating new tourism formats."

Guo Zhitao nodded and put forward a suggestion: "The idea is good, Lu Fan. Have you considered cooperating with professional companies? This can better integrate resources and improve efficiency."

"Secretary Guo, without harming Ganshui's interests, we welcome all people of insight to come to Ganshui to develop the tourism industry!"

Lu Fan replied with a smile: "Secretary Guo, I have also been thinking about this problem. If there is an opportunity, we are willing to try, but we have not found a suitable partner yet. As long as the other party has enough sincerity and strength, we welcome all people of insight to come to Ganshui to develop the tourism industry! The premise is that without harming Ganshui's interests, both sides cooperate and win-win!"

Guo Zhitao said: "I met a friend some time ago, who is the general manager of Zhongqing Tourism. He is very optimistic about Ganshui's tourism resources and development potential. This enterprise has strong power and is good at scenic spot and resort planning and creation, tourism operation and management, and all-type cultural tourism project planning and operation. It has many famous cultural tourism projects in the country. I think you can contact them."

"Thank you, Secretary, for your concern and help for Ganshui County. I will take the initiative to dock with Zhongqing Tourism to show sincerity!" Lu Fan gave Guo Zhitao enough face.

After returning to the office, Lu Fan immediately arranged for his secretary to collect information about Zhongqing Tourism to initially understand the strength of this company.

In the afternoon, Lu Fan asked his secretary to notify the Culture Bureau and the Tourism Bureau to talk about cultural tourism work.

Thinking of these two units, Lu Fan's "old problem" committed. Culture and tourism are not separated. Can these two units be merged?

The recent actions are too big, so wait for a suitable opportunity to try!

When the directors of the Culture Bureau and the Tourism Bureau entered Lu Fan's office, Education Bureau Director Xu Ziheng had already waited for an hour, but the secretary just wouldn't let him in.

After the two entered the door, Lu Fan asked directly: "Introduce Ganshui's tourism resources and development ideas to me in detail. Starting tomorrow, I will conduct special research on the tourism industry."

Tourism Bureau Director Dong Pengxin reported: "Secretary, our Grand Canyon is a 4A-level national tourist scenic spot. We plan to launch the creation work of the Grand Canyon 5A-level scenic spot and the World Geopark, and plan to integrally promote the creation of the Laoshan National Forest Park 4A-level scenic spot and the Beautiful Water Spring Cultural Heritage Park 3A-level scenic spot."

"Relying on Ganshui's characteristic industries, we plan to develop enterprise tour points with production process display and cultural inheritance as the main body, such as Wanli Bean Industry and Tofu Town."

"We plan to use existing resources to take the lead in creating a batch of characteristic theme routes such as natural landscape tours, red training research, popular science education, and labor experience."

"We plan to carry out various forms of repertoire performances, food festivals, cultural and creative product exhibitions, folk experience, and other cultural tourism consumption activities, and simultaneously improve supporting facilities such as eating, living, traveling, touring, shopping, entertainment, toilets, and parking, to improve tourism service guarantee and carrying capacity."

Lu Fan laughed: "Pengxin, what I heard are all plans, plans. It seems you are writing empty articles, all of which are ideas!"

Dong Pengxin sighed and said: "Secretary, a clever woman cannot cook without rice. I submitted 8 reports to the County Chief this year, and not a penny was approved for me. Alas, Ganshui's finance is not enough to support the huge expenditure of developing the tourism industry!"

Lu Fan said: "You are right. Developing tourism requires real money. However, it can be seen from your report that you have not been idle. These development ideas are quite suitable for Ganshui and are worth affirming. Don't worry, there will be milk, and there will be bread. Ganshui's tourism must be developed!"

The Tourism Bureau is a second-level bureau, and the director has many ideas.

But the director of the Culture Bureau, a functional bureau, reported work in a general and unsubstantial way, making Lu Fan frown, feeling very unhappy in his heart, feeling that he didn't even know what he wanted to do.

After the two left, Secretary Chen Zemin came in to report that Education Bureau Director Xu Ziheng had been waiting outside.

Lu Fan said: "Let him in, and keep the door open!"

Chen Zemin immediately understood that the Secretary was going to go on a rampage!

Before long, Chen Zemin brought Xu Ziheng in, and when he went out, he deliberately opened the door completely.

Xu Ziheng walked to the opposite of Lu Fan, waiting for "bestowing a seat."

But Lu Fan didn't even raise his head, focusing on reviewing documents.

Xu Ziheng tasted the taste of being "punished to stand" by the leader for the first time. After standing for only two minutes, he was restless.

Xu Ziheng tasted the taste of being "punished to stand" by the leader for the first time. After standing for only two minutes, he was restless. His eyes were wandering, his face gradually became pale, fine beads of sweat appeared on his forehead, and various scenes of leaders scolding people appeared in his mind, making him stand uneasy!

The leaders queuing outside to report work also saw the clues at this time, preparing to watch a good show. Some "long-mouthed" people had already started sending WeChat: Education Bureau Xu Ziheng is going to be criticized by the Secretary!

After about half an hour, Xu Ziheng's legs were sore from standing, but he didn't dare to move at all, and had already realized the seriousness of the problem!

Lu Fan put down his pen, raised his head, and pressed the call button.

Chen Zemin ran in and said: "Secretary!"

Lu Fan said expressionlessly: "Call Zhang Qianyuan and Guo Tongyu over!"

"Okay, Secretary, I'll notify immediately!"

Hearing this, Xu Ziheng's heart "thumped," scared out of his wits, and hurriedly said: "Secretary, I'm here to admit my mistake!"

Lu Fan looked at Xu Ziheng coldly, still without speaking.

"Secretary, on Friday, the Municipal Education Bureau came down to investigate, and I accompanied them for a day. Furthermore, the plan for merging schools on Friday was not mature enough. I worked overtime for two days on the weekend and formed a preliminary plan. I came to the County Party Committee to report work in the morning, but you went out for research."

Speaking of this, Discipline Inspection Commission Secretary Zhang Qianyuan and Organization Department Head Guo Tongyu hurried to Lu Fan's office. Seeing Xu Ziheng who was "punished to stand," they immediately understood what was going on.

Lu Fan nodded to signal them to sit down and said: "Called you here to listen to the Education Bureau's report and see how to deal with him!"

Now, Xu Ziheng was even more nervous, feeling that the plan he brought couldn't be handed in at all, and said with a trembling voice: "Secretary, this is how I considered it. Given that merging schools is a feat in the whole city and there is no reference, to avoid uncontrollable factors, I suggest doing a pilot in Gaopo Town, merging kindergartens into primary schools, and middle schools into Siwan Town Middle School..."

Lu Fan immediately interrupted and asked loudly: "Xu Ziheng, did you take my words as a deaf ear? Take the County Party Committee meeting decision as a child's play? Do you have any organization or discipline?"

Lu Fan immediately interrupted, his eyes as sharp as a hawk, staring tightly at Xu Ziheng, and asked loudly: "Xu Ziheng, did you take my words as a deaf ear? Take the County Party Committee meeting decision as a child's play? Do you have any organization or discipline?"

Lu Fan's voice exploded in the office like a thunderbolt, including the leaders "eavesdropping" outside were shocked by his momentum!

Xu Ziheng's face turned pale, and fine beads of sweat appeared on his forehead. He opened his mouth, wanting to say something, but found that his throat seemed to be blocked, and he couldn't make a sound.

Lu Fan's voice sounded again, with unquestionable majesty, and said more severely: "As a party-member leading cadre, don't you know your responsibilities? Every decision of the County Party Committee is carefully considered. Who gave you the courage to shirk, perfunctory, and shirk such important work? This is serious non-responsibility, non-action, slow action, chaotic action, and fake action! Even I dare to fool, I can't imagine what kind of face you have when facing the masses!"

Xu Ziheng's head hung low, and he didn't even dare to look at Lu Fan.

At this time, Guo Tongyu and Zhang Qianyuan were both thinking about the "Regulations" and "Government Disciplinary Regulations," and must find a way to deal with Xu Ziheng. They came here to do this! ===== CHAPTER 318 =====
