Chapter 322: The County Chief's Probing

On Friday afternoon, Lu Fan went to the Municipal Party Committee to report work to Secretary Li Mingzhou as usual. This habit is unshakable.

Lu Fan's report was detailed, even mentioning the exchanges and interactions with county-level leaders.

And Li Mingzhou listened very patiently, pointing out the problems or shortcomings that Lu Fan might have in handling affairs in a timely manner. He would also combine his many years of political experience to give Lu Fan some valuable suggestions and guidance, which can be regarded as teaching his son-in-law the way of being an official hand in hand.

After more than half a year, under Li Mingzhou's careful teaching, Lu Fan's various abilities were improving rapidly.

Lu Fan asked: "Secretary, I don't know how to deal with Li Junxia now, and Wang Baoguo, Ganshui has handled many leading cadres this year!"

Li Mingzhou thought for a while and said: "You can consider the impact problem, which shows that your overall situation view has improved. The County Party Secretary must maintain the overall situation of the county's stability. A county frequently has negative events, which only shows that your control is insufficient and you use people improperly. Don't look for any excuses, saying that those people were not used by you. As long as you are the County Party Secretary, then you are the first responsible person in Ganshui!"

"As for Li Junxia, look at the seriousness of the problems involved in the end. My opinion is to handle it if it should be handled. Wang Baoguo, after all, is the County Chief, and moving him has a relatively large impact. If the problem is not very serious, slow down first. But he must be restrained so that he does not repent and continue to make mistakes. If there is an opportunity, adjust him to a leisure position. You must know that although there is no explicit regulation, there are different degrees of fault tolerance and mechanisms for leaders at different levels."

After talking about work, Li Mingzhou also exhorted: "The project of the Municipal Development and Reform Commission, the Provincial Grain and Agriculture Group will go to Ganshui for research. You must dock well and strive for the project to land as soon as possible. It is estimated that there will be an investment of more than one billion."

"Okay, Secretary, Ganshui will do a good job in various service guarantee work. This year, led by the County Discipline Inspection Commission, we have strictly grasped the business environment work. Whoever dares to eat, take, card, and delay, the Discipline Inspection Commission will directly give them a case! Now the style of all units has improved significantly."

Li Mingzhou laughed: "Led by the Discipline Inspection Commission? You have the courage to cut the corruption from the inside! However, it is often those law enforcement departments that are corrupt. Let them rectify themselves, how much effect can it have? Oh, by the way, I have also planned several projects for you here, striving to be in place by next year."

Lu Fan was very grateful for his father-in-law's help. If a county wants to have leapfrog development, it is as difficult as going to the sky without the drive of projects. It can be said that political achievements are the accumulation of projects, projects are the tilt of resources, and resources are in the hands of people.

For example, some people, where the official is, the investment of "several barrels of oil" will follow!

After talking about work with Li Mingzhou, it was time to get off work, so Lu Fan took him home together.

Today Zi Meng came, wanting to cook by herself and show her cooking skills.

After the two arrived home, Li Zimeng quickly put her masterpiece on the table, and the family of three sat around the dining table, laughing and talking, harmonious and happy!

On the weekend, Lu Fan didn't go anywhere, just stayed at home with his girlfriend, quietly enjoying the two-person world.

On Monday, Lu Fan went to work with high spirits.

At 10:00 AM, Provincial Grain and Agriculture Group Co., Ltd. General Manager Zhang Chengyi and his party came to Ganshui County to investigate the site selection of the new 500,000-ton ethanol project. County Party Secretary Lu Fan, County Chief Wang Baoguo, County Party Committee Standing Committee Member and Executive Vice County Chief Yang Chengyu, County Industrial Park Management Committee Director Li Weiting, Economic Development Bureau Director Wang Licheng, etc. accompanied the research.

The research group visited Dao Town, the railway freight station, and several reservoirs one after another, and conducted an in-depth understanding of the terrain, landform, traffic freight, production water, etc. of the site selection, and held a symposium to listen to Lu Fan's introduction of Ganshui County's situation, enterprise settlement, relevant facilities, policy support, etc.

Zhang Chengyi expressed his gratitude for the strong support of the Ganshui County Party Committee and County Government.

Members of the research group also asked and discussed relevant issues such as enterprise sewage discharge and promoting local employment.

Lu Fan expressed welcome to the research group's research in Ganshui. He said that Ganshui County has good basic conditions, has obvious regional advantages, and can provide convenience and preferential treatment for investment enterprises in terms of policies, services, etc. He sincerely hopes to take this inspection and research as an opportunity to deepen mutual communication and understanding with Provincial Grain and Agriculture Group Co., Ltd., establish a mutually beneficial and win-win cooperative relationship, and seek cooperative development together.

Subsequently, the research group also conducted one-on-one detailed communication with the heads of the County Transportation Bureau, Land Bureau, Financial Office, Environmental Protection Bureau, Economic Development Bureau, and other units to discuss issues related to site selection and settlement.

After being busy all day, the project was basically finalized, and Ganshui County held a grand dinner to entertain General Manager Zhang Chengyi and his party.

After arranging the guests' accommodation, Lu Fan and County Chief Wang Baoguo returned to the County Party Committee courtyard.

Wang Baoguo asked with a smile: "Secretary, going to work overtime again?"

Lu Fan said: "There is no way, we have to sign with the Provincial Grain tomorrow, and there are many documents to be reviewed every day. If we don't review, the people below won't move. Alas, when can this 'sea of documents and meetings' be truly simplified!"

Wang Baoguo felt the same and sighed: "Sea of documents and meetings, excessive traces, inspection, inspection, assessment, inspection, audit, last year's expenditure in this regard was more than 30 million, my heart hurts! Our fiscal revenue is only one or two hundred million!"

Lu Fan was helpless about this problem!

"Secretary, if you are not busy, turn around the courtyard twice? Digest food?"

"Okay, walk after a meal, can live ninety-nine!"

Walking, Wang Baoguo sighed: "Secretary, I want to admit my mistake to you! In terms of integrity and self-discipline, I have missing!"

"You also know that superior departments control funds, resources, and projects. If feelings are in place, even if conditions are not met, they can be changed to meet standard requirements; if feelings are not in place, no matter how sufficient your conditions are, you can't fight for projects, because there are many units with sufficient conditions, and it is consistent with policies to give to anyone."

"In the eyes of some people, whether our ability is strong or not depends on whether the relationship between top, bottom, left, and right can be opened. It is precisely because we are a typical human society that we have to abide by its 'game rules,' otherwise we will not only suffer criticism and squeezing, but sometimes it will affect the development of work."

Lu Fan nodded, indicating understanding, and signaled him to continue.

"In this process, it is inevitable to produce some expenses, which cannot be accounted for at all, so I can only think of some other ways. Finally, public affairs became private affairs, and the risk can only be borne by individuals! The organization put us in this position, and we can only overcome all difficulties to seek development, but after a long time, others will think that you are doing whatever you want, seeking personal gain, and corruption! Alas, it is hard to say!"

Lu Fan thought, are you kidding? It is undeniable that the situations Wang Baoguo said do exist, and there are indeed some expenses that need to be handled, but how much can these expenses be? It is nothing more than eating and drinking, sending some local specialties, and at most installing a few "envelopes." It is estimated that it is not even one percent of your "violation"! Can you push all the mistakes to this aspect? It is simply nonsense and cannot justify itself at all!

Lu Fan is not used to his problems and said: "Our 'human feelings' are not as simple as ordinary people's communication. Some people often use the guise of 'human feelings' to carry out bribery and bribery. This is like an ant hole in the dike, a worm-eaten boat bottom. Once you relax your vigilance, the dike will collapse and the boat will sink. Baoguo, we can't do those things. Necessary expenses can be handled by the Government Affairs Bureau. I can bear this risk!"

Wang Baoguo's old face turned red and said: "Secretary, I know! Sometimes there are some relationships that can't be opened, I did greet some projects, but I can guarantee that the qualifications, ability, reputation, and quality of those enterprises do not have any problems!"

Lu Fan is not afraid of tearing his face with Wang Baoguo and said directly: "Due to face and pressure of relationships, this kind of 'helplessness' represents the 'voice' of many people, and finally gathered into the widely circulated 'human feeling theory,' using it as a 'fig leaf' for their own power rent-seeking outside the law!"

"This kind of 'human feeling' is purely a private act, owing human feelings, but many people 'return the peach' in the process of exercising public power and taking on the heavy responsibility of people's livelihood, but the common people pay for it! The result will also be extremely terrible—using the power given by the people to carry out one's own 'human feelings,' corroding laws, regulations, and systems, and social fairness and justice! Those who walk human feelings are promoted and have a bright future. For this, society will pay for it at a painful price!"

"When he manipulates personnel for human feelings, hands over projects for human feelings, and 'opens one eye and closes one eye' to illegal and disciplinary matters for human feelings, this harm will accumulate at all times, and the list will become more and more, and finally, it will inevitably endanger the safety and stability of the whole society! This confused account of human feelings, let's figure out who it will harm in the end!"

Being taught by a junior, Wang Baoguo was ashamed, but he understood that Lu Fan was not ignorant of some things, and very likely had already mastered some clues!

Lu Fan continued: "County Chief Baoguo, some mistakes can be forgiven, some mistakes must never be made! If you are indeed tired of human feelings and have done some inappropriate things, you can explain it to the organization."

Wang Baoguo opened his mouth, but swallowed the words!

Lu Fan said earnestly: "Right or wrong, where to go, is just in a thought!"

After speaking, Lu Fan turned and left, returning to the office.

Wang Baoguo stood still, his heart up and down, his brain turning upside down!

The past echoed in his mind. Once, he also carried ideals and ambitions, hated corrupt officials, and wanted to serve the people wholeheartedly, wanting to make a vigorous achievement. However, things went against his wishes, diseases entered from the mouth, and he lost his guard in eating and drinking; diseases started from the hands, and he fell in touching east and west; symptoms appeared from the feet, and he overstepped in violating rules and regulations...

There is no regret medicine in the world. Whatever you pursue is not as good as pursuing peace. Money, fame, and wealth are all passing clouds! ===== CHAPTER 323 =====
