Chapter 36: County Chief Yang

In the evening, Lu Fan asked the chef to make a few side dishes, and he got drunk with Xu Zheng.

Alcohol is a good thing, which can bring two people closer the fastest. When they drank until the second half of the night, they called each other brothers. Lu Fan waved his hand and let Brother Xu go back to spend the New Year with peace of mind, and he himself was in the unit, so his sister-in-law didn't have to be on duty.

Xu Zheng took the opportunity to propose that the child is studying in Chang'an, and the elderly can't manage the child. It's hard!

Lu Fan retained the last trace of reason and didn't dare to agree, only saying that it depends on the situation every year. Now the bureau is staring at the forest farm, so he can't go against the wind.

From the twenty-fifth day of the twelfth lunar month, only the chef was left in the forest farm, and this place completely became Lu Fan's territory. The brother and sister, plus Du Wenlong and Su Xiaoyi, were unrestrained, and life was incomparably comfortable.

On New Year's Eve, this long-awaited day finally arrived.

A sumptuous meal, the four of them sat around the table, eating fragrant dumplings, watching the Spring Festival Gala, and the sound of firecrackers outside, spending a peaceful Spring Festival.

During the Spring Festival holiday, the theft and logging of trees were very serious, but this year Lu Fan was in charge of the forest farm, and he didn't let a single tree flow away. He took Du Wenlong and Su Xiaoyi, with the cooperation of the forest rangers, and seized 21 acts of illegal logging and deforestation, all of which were confiscated and returned to the public. For the people involved, they were lifted high and put down lightly. If it weren't for the pressure of life, who would do illegal things? And they were all fellow villagers, so it was not good to offend people to death. Doing work, as long as the face is okay, it's fine.

Lu Fan's purpose was not to let the trees of Baishu Bay Forest Farm flow away, thereby forming a monopoly of high-quality resources. No matter who wants the "materials" here, they must have a statement, at least they must owe themselves a favor.

This kind of favor may not be useful for big things, but it is no problem to make it convenient at critical moments.

After the Lantern Festival, the Spring Festival passed, Lu Yao went to Yingjiang to go to school, the staff went to work normally, and a new year began.

At the end of February, Lu Fan attended the county-wide forestry system meeting, which focused on arranging the afforestation tasks for each township this year. Baishu Bay had to complete about 380 mu of new afforestation and complete 500 mu of cultivation, supplementary planting, and supplementary creation.

After the task was issued, Baishu Bay Forest Farm immediately moved. Lu Fan ate and worked with 120 local farmers, and from seedling transportation, hole digging, pulping, to planting, every process was strictly required to ensure the quality of seedling planting and fully complete the annual task.

Accountant Wang Le privately told Lu Fan that the indicators set by the county do not have to be strictly completed. "Eating" indicators is an unspoken rule of each township. Baishu Bay used to "eat" at least 100 mu of share. No one came to check this, and even if they checked, it was easy to fool.

But Lu Fan was unmoved, insisting on completing the afforestation task with high standards and strict requirements. He didn't understand the big truth, only knowing that logging was a last resort, but for every tree cut, three, five, or ten must be returned to make up for the loss of nature. One must have a conscience.

Heaven rewards diligence, good people have good rewards, Lu Fan did things with conscience, and actually received miraculous results.

This year, creating a national forest city is the key work of the county party committee and the county government. The municipal party committee and the municipal government attach great importance to it. Secretary Guo Mingxiong and County Chief Li Guoquan emphasized at meetings many times that they must go all out to complete the creation work, prioritize funding, and whoever dares to make mistakes in this work will have their "hat" taken off.

Deputy County Chief Yang Chuanbei, who is in charge of agriculture, treats the creation work as a political task, and afforestation is the top priority of the creation work, which is naturally more valued than in previous years.

Accompanied by Forestry Bureau Director Guo Tongyu, Deputy County Chief Yang Chuanbei checked the afforestation situation of each township one by one.

From Nanchuan to Zhongchuan, and then to Beichuan, County Chief Yang's face became darker and darker. He is an old agricultural expert, how can he not see that this group of sons of bitches ignores the overall situation of work and continues to be cunning and greedy!

If it were in the past, it would be fine, and he could close one eye and open one eye, but now it is a critical moment, and they still dare to do this. Isn't this clearly dismantling his stage? If you can bear it, what can't you bear!

When arriving at Baishu Bay, County Chief Yang's anger value reached the highest peak, and he made enough preparations for "I want to lose my temper" and gave a death order to Guo Tongyu to conduct a dark visit without greeting in advance, clearly wanting to find trouble.

Guo Tongyu was very worried that Lu Fan would suffer, or even be severely punished, but due to discipline, he didn't tip off, hoping that Baishu Bay could pass the test smoothly, or plead for Lu Fan after the fact.

However, when the vehicle drove into Baishu Bay, the inspection team was completely shocked.

Every hillside was a busy scene, and many farmers were seen working with great enthusiasm. They held shovels and kantuman, or in pairs, or in groups of three or four, dividing the work and cooperating. After a busy period, new tree seedlings were arranged neatly and stood proudly.

County Chief Yang asked suspiciously, "Tongyu, you didn't tip off, did you?"

"County Chief, don't you trust me yet? I guarantee with my party spirit that I didn't give any greetings, not even a hint."

"That's strange, who is the director of the forest farm?"

"It's Lu Fan, the one temporarily in charge of the work."

"Oh, I remember, Li Yongji, that shameful thing, is still lying in the hospital, right? This Lu Fan is not bad. I dare to guarantee that if Li Yongji were the director now, Baishu Bay would be exactly the same as other townships! Look at this posture, I don't even need to check, Baishu Bay must have completed the task! Contact the township government and the forest farm, let's go to the point to see, I think Baishu Bay can be set as an acceptance point!"

Twenty minutes later, the inspection team arrived at the Baishu Bay afforestation point, and Township Party Secretary Li Daqiang and the township head also rushed over.

On the hillside, I saw more than 50 workers dividing the work and cooperating, leveling the ground and opening trenches, pulling lines to set holes, waving shovels to shovel soil, cultivating soil to surround the weir, carrying water to irrigate, the scene was hot and busy.

The newly planted seedlings stood in the wind, radiating vitality, adding a piece of new green to the Loess Plateau in spring, and Baishu Bay Forest Farm invested in green and beautiful ecological construction with practical actions.

County Chief Yang asked curiously, "Tongyu, did you give Baishu Bay 'small stove'? Their investment is obviously much higher!"

"County Chief Yang, you know the special funds best, Baishu Bay is 480,000, not a penny more, not a penny less!"

"Interesting!"

Just as they were chatting, Lu Fan ran over, panting, "Hello County Chief Yang, Director Guo, welcome to Baishu Bay to inspect and guide the work!"

"You are Lu Fan? You did a good job, it's very lively!"

Lu Fan quickly reported: "County Chief Yang, leaders, to ensure the success of afforestation, Baishu Bay Forest Farm, under the leadership of the township government and the Forestry Bureau, strengthened publicity and guidance, publicized tree planting activities through various channels, and hired 120 local farmers to participate in afforestation. So far, 480 mu of afforestation has been completed, and 520 mu of cultivation, supplementary planting, and supplementary creation have been completed.

At the same time, we strengthened the combination of planting and management, strictly implemented management and protection responsibilities, severely cracked down on illegal and criminal activities such as random logging and deforestation, random occupation and abuse of forest land, and other illegal and criminal activities that destroy forest resources, and grasped management and protection work as an important task of afforestation, striving to achieve planting one piece, surviving one piece, and beautifying one piece, effectively consolidating the achievements of afforestation and greening."

"Good, you young man can speak and do, not bad! But I have a question, you hired so many people? You didn't carry out extensive publicity to improve the awareness of full participation

, and guide the broad masses of the people in the town to actively and consciously devote themselves to voluntary afforestation?"

Lu Fan thought about it and said, "County Chief, we plan to call on cadres and students to plant trees voluntarily on Arbor Day, and the points have been arranged, but the scope is not large. But I plan to hire people to do other places, implement a contract system, and not only plant the trees, but also ensure the survival rate before getting the work money."

County Chief Yang laughed and said, "I see you just don't trust cadres, the masses, and students, but this is also good, it can indeed ensure the survival rate, especially letting farmers contract. I have participated in afforestation for many years, and the survival rate of trees planted by cadres and students is indeed not satisfactory. However, the significance is greater than the actual effect, and it is still necessary to let them participate, which can comprehensively improve the awareness of full protection. It can be done this way, but when publicizing and reporting, we must emphasize the word 'full', which is the political stance."

"After the County Chief pointed this out, I completely understood. What I did was indeed biased, and I will definitely correct it in the future."

"Don't misunderstand, I'm not criticizing you. There is another question, you hired so many people, and Baishu Bay's task has been over-completed, and you continue to do it? Where does the money come from?"

Lu Fan couldn't say that the allocated money was originally enough. That would be too stupid! It would inevitably become the public enemy of the forestry system.

With a turn of his brain, Lu Fan reported: "Afforestation can protect the environment we depend on for survival. It can not only beautify our homes, but also expand forest area, prevent soil erosion, protect farmland, and regulate the climate. It is a great cause that benefits the contemporary era and benefits descendants. I thought about doing a little more, and accidentally did more than that. Now I am worried about funds and am ready to ask for help from the bureau and the township government."

County Chief Yang was happy and said to Guo Tongyu and Li Daqiang with a smile: "The problem is coming, you have to find a way to solve it, express your attitude! I tell you, Baishu Bay is a key observation point for creating a national forest city, and funding must be prioritized."

Li Daqiang was driven to the ducks, helplessly said: "The township government's days are not good, but County Chief Yang has spoken, so even if I tighten my belt, I will support it. I will give 50,000!"

The Forestry Bureau is a wealthy unit. Lu Fan has been very pleasing to Guo Tongyu during this time, and he gave 100,000 as soon as he opened his mouth.

But County Chief Yang was not satisfied and said: "Small-minded, forget it, don't embarrass you. 150,000 is estimated to be only enough for the debt. Lu Fan, you plan carefully, design according to the national demonstration point, don't be afraid of spending money, time is urgent, take out the plan within a week, I will report to the Secretary and County Chief specially, I will solve the money problem!"

Worried about not finding an observation point, Baishu Bay gave County Chief Yang a big surprise, plus the original foundation of vegetation and forest land in Baishu Bay, and Lu Fan's outstanding work, he naturally entered the eyes of County Chief Yang.
