Chapter 520

~11 min read 2,065 words

November 8, Municipal Party Secretary Lu Fan chaired a meeting of the Municipal Party Standing Committee, heard the report on the assessment of poverty alleviation achievements, and studied and deployed work on further improving poverty alleviation and the business environment.

Lu Fan pointed out that poverty alleviation work must focus on improving quality and efficiency, increase efforts in industrial poverty alleviation, speed up the development of characteristic industries and project construction, and make full use of "fine embroidery" in targeted assistance; do not engage in formalities like superficial forms; the effect of poverty alleviation and the year-end assessment only look at two points: whether poor households have gotten their industries off the ground? Whether their income has increased? Talking about anything else is nonsense.

Regarding the business environment, Lu Fan emphasized that with a sense of urgency that waits for no one, we must fully optimize the business environment and strive to make Nanyuan City one of the nation's cities with the best environment, highest efficiency, and greatest vitality. Following the principle of "the rear wall will not fall," we should tighten supervision over the approval stream to further simplify it, improve the institutional stream, strengthen the legal environment, and accelerate the "efficiency revolution" in these four key links, increase efforts to plug shortcomings, and build a new type of close-clean government-business relationship.

Director Yan Chengci of the Municipal Agriculture and Rural Affairs Bureau reported on land transfer work and announced that Nanyuan City had obtained the national pilot program for standardized rural property rights transfer transactions.

Lu Fan said with a solemn expression: "There is a rural folk saying about the current state of the countryside: villages have no hearth smoke, only houses remain; overgrown fields yield no grain; childhood playmates, where are they now? Each makes a living elsewhere; youths take loans to work in the city, while the old, weak, sick, and disabled guard the homestead; the native land cannot accommodate my body, the foreign land cannot accommodate my soul; in another ten or twenty years, the rural people will have left and the houses will stand idle."

Comrades, this fully shows that much land now has no one to till it, which is a very serious problem! At the root, the land brings little profit to the people each year, income does not cover expenses, so they naturally go out to work and leave the fields fallow. Take a simple example: the farmgate price for corn, if it can sell for 1.3 yuan per jin, that's already not bad; middlemen still want to make a margin; after subtracting the outlay for seeds, fertilizer, and various agricultural inputs, in a year of favorable weather, if managed well, one mu of land can earn about 500 yuan, not counting one's own labor; a typical small farmer planting twenty or thirty mu can have an income of over ten thousand yuan. From an economic benefit standpoint, it really doesn't pay off. But if nobody plants grain, how can food security be guaranteed?

Accelerating rural land transfer is an effective way to break the bottleneck of farmers' income growth and a necessary requirement for developing modern agriculture! To implement the national pilot program for standardized rural property rights transfer transactions, I propose several requirements: first, clarify the ownership of rural land to solve the problems of peasants not feeling assured, investors not feeling assured, and the government not feeling assured.

Second, vigorously cultivate and attract leading enterprises, professional agricultural enterprises, rural professional cooperatives, and other new types of production and operation entities;

Third, strengthen organizational leadership, set up a working task force, build a land transfer service platform, establish a four-level investment and financing platform at the municipal, county, township, and village levels, and enhance guidance, support, service, regulation, and supervision of land transfer.

Fourth, increase support efforts; the municipal government will study and formulate greater subsidies for grain planting and livestock breeding. When enterprises contract land in rural areas and profit from it, rural residents can collect rent while also going out to work and earn money, which over a year is also a considerable income—this is a mutually beneficial approach that we must attach great importance to and implement the pilot work well.

Next, the Municipal Human Resources Bureau reported on professional skills training work and the 2024 training plan.

After hearing the report, Lu Fan said: "Fang Wen, I feel your training direction has gone wrong. This year, Nanyuan City has attracted over a thousand enterprises, which will certainly need a large number of skilled workers, including existing enterprises that also have demand for skilled positions. I think the Human Resources Bureau's training should follow the principle of 'enterprise demand, employment need' and accelerate the building of our city's skilled talent team."

As far as I know, enterprises in Nanyuan urgently need welders, die-makers, machine tool operators, millers, planers, grinders, foundry workers, refrigeration workers, painters, machinery repair fitters, hoisting and conveying machinery operators, malt workers, rubber workers, water supply pipeline workers, chemical production pump workers, coking workers, cigarette packaging workers, forklift operators, and so on; this should be the direction of your training, and the work must be effective—not just training for training's sake.

I suggest that the Human Resources Bureau's training plan be started over! First, we must extensively collect demand from all city enterprises for skilled workers, including numbers, job types, wages and benefits, and technical requirements. Municipal-level leaders should participate in this work; we need to "thicken our skins" and personally go to enterprises to try to obtain as many job positions as possible, sign employment agreements, and solve Nanyuan's employment problem.

The Human Resources Bureau assigned the list of enterprises to municipal leaders and the secretaries and county chiefs of each district and county; leading cadres should take the lead. I will first take on the task of 50 enterprises; don't be polite, give me the difficult tasks.

Second, launch the "Everyone Holds a Certificate, Skills in Nanyuan" campaign, combining enterprise demand to conduct targeted talent training of one million sessions. Not only should the training be free, but we should also subsidize trainees' accommodation and meals, reduce their burden as much as possible, give them more guarantees and promises—it's not easy!

Fang Wen, I know there are corresponding subsidies from the central and provincial governments; your task is to bring money back to Nanyuan—the more, the better. If the amount of funds you secure ranks first among all cities in the province, I will award you a major merit! If you end up in the middle, then you, as the head of the Human Resources Bureau, are incompetent, unqualified, and unsuitable!

Fang Wen was under enormous pressure; he never imagined that reporting on a piece of work would put him "on the fire," but he could only agree wholeheartedly, after all, this was at the Standing Committee meeting. He inwardly wailed, estimating that he would be worked to death over these two years! To keep his official hat, he must spare no effort to complete the tasks assigned by the secretary.

The final agenda item was to push forward the work of sprinting toward acceptance as a national food safety demonstration city.

Lu Fan emphasized that we must deepen our thinking, genuinely enhance the sense of urgency and responsibility for welcoming inspection and evaluation. The creation work has reached the final moment of "submitting the answer sheet"; all levels and units must attach great importance, accurately grasp the situation, strengthen commitment and responsibility, firm up confidence and determination, and ensure that whatever we do will be excellent and whatever we create will succeed.

We must also strengthen measures, concentrate efforts to identify gaps and make improvements to promote enhancement, solidly address shortcomings and strengthen weak points, and ensure the satisfactory completion of the creation and acceptance task. Anyone who dares to hold back the Municipal Party Committee, Municipal Government, and the entire city's populace in this work will face immediate removal from office, with no room for negotiation!

After the Standing Committee meeting ended, Lu Fan invited Mayor Su Xiang Hai, Executive Vice Mayor Zhao Haorui, and Director Yan Chengci of the Agriculture Bureau to his office, where he happened to meet Su Xiaoyi and Wu Heng.

Lu Fan introduced: "Xianghai, Haorui, these two are entrepreneurs from Yingjiang engaged in animal husbandry and construction, with rich practical experience; I invited them here, on one hand to attract investment, and on the other to hear their good opinions and suggestions on Nanyuan's land transfer, given that they have participated in large-scale land transfer in Yingjiang and accumulated abundant hands-on experience."

The approval of the national pilot program for standardized rural property rights transfer transactions is undoubtedly a major opportunity for Nanyuan City; our land transfer work must be fully launched, the municipal government must take the lead, the Agriculture Bureau must implement the relevant policies properly, carefully organize all districts and counties to ascertain the true situation, grasp the details, and earnestly carry out work related to people's livelihood and welfare, ensuring that every inch of land can realize its maximum value and truly benefit the people of Nanyuan.

When carrying out the work, note one point: homesteads occupy relatively large areas; as farmers move to cities, homesteads can be converted into arable land, which will ease the tension in cultivated land resources.

If these three people can't even understand this, they've really just been wasting their time in officialdom for decades!

Su Xiang Hai wore a smile, his eyes flashing with passionate light, and said: "Welcome to Nanyuan for investment and business; the municipal government will wholeheartedly serve as a dedicated 'attendant' to enterprises, providing comprehensive support for factors of production and sincerely offering the highest-quality service!"

Leaving the secretary's office, Mayor Su Xiang Hai invited Su Xiaoyi and Wu Heng to the municipal government for an in-depth discussion on land transfer, with Director Yan Chengci of the Agriculture Bureau accompanying them.

What Lu Fan did not know was that Xiaoyi had completely followed his call, was in the process of fully liquidating Yingjiang's industries, and had come to Nanyuan to develop with the resolve to burn his boats.

Wu Heng was also raising funds with all his might, but not to the extent of Xiaoyi; at the very least, his fixed assets remained untouched.

There is a saying that goes very well: character determines fate, details determine success or failure, attitude determines everything, thinking determines the way out, height determines depth, and pattern determines the outcome. Precisely for this reason, Su Xiaoyi reaped huge gains in this grand gamble, later becoming one of the nation's top two "grain merchants" and a solid backing for Lu Fan.

November 10, Lu Fan received an anonymous public tip on his phone, alleging that Bai Mou, head of the examination department of a certain specialty hospital in Nanyuan City, had taken advantage of his position to repeatedly demand and accept kickbacks of over 300,000 yuan from medical equipment companies and medical device agents, being insatiably greedy, opening his mouth wide like a lion, taking money but doing nothing.

Lu Fan speculated that this might be a case of "dog biting dog," but the tip is highly credible, indicating that it's time to wield the knife in the medical field!

Lu Fan immediately instructed the Municipal Discipline Inspection Committee to set up a special case team to file and preliminarily investigate Bai Mou.

After receiving the assignment, Municipal Discipline Inspection Committee Secretary Fang Yang, in order not to startle the snake, on one hand coordinated with the Wolong District Health Commission to arrange for Bai Mou and his spouse to go on a business trip elsewhere, and on the other hand seized this opportunity, leading public security organs to conduct a thorough search of their residence.

In a corner of Bai Mou's bedroom bedding, the Discipline Inspection Committee and public security discovered an inconspicuous wooden box; upon opening it, everyone was stunned: the box was stacked with bundles of hundred-yuan cash, savings books, and many valuable ornaments.

Public security found a blue-covered notebook at the bottom of the box, with several pages filled densely with numbers and names.

As data analysis deepened, a series of corrupt cases and a major case within the medical system were gradually uncovered, and the anti-corruption storm in Nanyuan City's medical field is about to unfold.
