Chapter 59: Pushing the problem

On September 1, Lu Fan specifically asked for a day off from Director Guo Tongyu to send his sister to Chang'an to study.

As the number one person in the unit, he didn't need to ask for leave, but in the past few days, some leader might come to inspect, so he didn't dare to take chances.

Lu Fan had been to Chang'an several times, and on the way, he kept introducing it to his sister. Chang'an is one of the four ancient capitals of civilization in the world.

In the bones of the Chinese people, there is always such a memory, wearing robes, crowns, long sleeves, and painting fans, that is Chang'an.

A city full of historical heritage, preserving thousands of years of history, accumulating thousands of years of culture, ancient folk customs, like a historical scroll, delicious folk snacks are countless, and you must enjoy them on weekends!

Xigongda Affiliated Middle School always gives people a mysterious, profound, and official feeling, and is the "boss" recognized by the public.

Arriving at the school gate, the entire pedestrian bridge was blocked by parents. There were traffic police on the scene to guide traffic order, and there was no parking place at all.

After finally parking the car, the siblings carried their bags, entered the campus, and under the guidance of the teachers, signed up, registered, and paid fees.

After three years of junior high school life, Lu Yao was particularly independent.

After everything was settled, Lu Fan transferred 10,000 yuan to his sister's card, and urged her again and again to eat on time, eat whatever she wanted, and that the body is the capital of revolution. If she doesn't grow tall, she won't be able to marry in the future.

Listening to the warm nagging and watching her brother's departing back, Lu Yao wiped her tears and secretly made up her mind to get into the best university, win glory for her brother, and comfort the spirits of her parents in heaven!

Some people say it's not the school that is powerful, but the students! There are only so many top students, and they all went there. Can they not produce results? But you can't deny that if you put this batch of students in Ningjiang High School, none of them would be able to get into Tsinghua or Peking University.

The teaching quality and faculty of Gongda are incomparable in the province. It concentrates high-quality students, a good learning environment, a sense of competition, the dedication of teachers, and the attention of leaders, etc. Lu Fan was very satisfied and relieved that his sister could study here.

On the way back, Lu Fan unexpectedly received a call from Han Xinpu, saying that he had passed the interview and was already working in the Provincial Organization Department.

Lu Fan was particularly envious and said, "Brother Han, congratulations! If you had called two hours earlier, no matter what, I would have congratulated you in person. Today I sent my sister to Chang'an to study in high school, and I have already walked half the distance."

"It's fine, we will gather next time I come to Chang'an. Xiao Fan, keep an eye on that person for me. Thirty years east of the river, thirty years west of the river, we have a long way to go!"

"Brother Han, don't worry, sooner or later I will get that son of a bitch!"

Returning to Baishu Bay, Lu Fan plunged into the observation point, constantly checking for gaps and filling them, striving for excellence.

On September 9, before work, Lu Fan received a call from the township government and the Forestry Bureau. The new County Party Committee Secretary Liu Tiancai was coming to the observation point to inspect the work. This was Secretary Liu's first time going to the countryside, so Lu Fan naturally raised his spirit to twelve points.

Lu Fan arrived at the base just before Secretary Shi Qiancheng and Township Head Cui Mingliang followed.

After looking around, the two leaders were quite satisfied. Secretary Shi sighed, "After the acceptance is over, we can finally breathe a sigh of relief! The most afraid thing about doing work is being set as a point, neither up nor down is the best."

With different mindsets, the attitude towards work is different. Lu Fan did not express his opinion but asked, "Leader, I don't know what the new Secretary Liu is like? I don't know if our point can pass his eyes?"

Shi Qiancheng sighed and said, "It's hard to say! Just go, look, and be calm. We just need to do our own work well!"

Township Head Cui Mingliang had a better relationship with Lu Fan and leaned close to Lu Fan and said, "A dog can't change its habit of eating shit. I guess female comrades are going to suffer!"

"Ah?" Lu Fan was very surprised. Such a big leader doesn't know how to restrain himself? The reputation is so big? Don't the superiors know?

Around 9 o'clock, County Party Committee Secretary Liu Tiancai arrived at the Baishu Bay observation point. Accompanying him were County Party Committee Deputy Secretary Wang Hongtao, Deputy County Chief Yang Chuanbei, and County Party Committee Office Director Xu Caijie. Among them, the most eye-catching was the female County Party Committee Office Director. A slim small suit highlighted her graceful figure, and her round buttocks were visible at a glance. Her plump and proud figure was really not comparable to a little girl, which could arouse infinite reverie in the vast majority of men.

Lu Fan was very puzzled. Secretary Liu used such a woman as the office director, not afraid of being misunderstood?

Secretary Liu was short and capable, but his eyes were piercing. Because it was his first time here, Lu Fan, as the project implementer, reported in detail on the construction of the base.

Secretary Liu nodded from time to time and asked about some details, each hitting the point, still having some level.

Standing at the base, looking around, suddenly, Liu Tiancai pointed to the left side of the mountain in the right front and said, "Chuanbei, look at that slope, it looks out of place with the green trees. Forest creation work is the top priority of the county, and it must not be sloppy. Perfect that place as soon as possible."

Yang Chuanbei hurriedly stepped forward to report, "Secretary, that slope is a cliff, and Lu Fan and I have surveyed it. It is all stones, and there is no way to plant trees. We can only cultivate vegetation slowly."

Liu Tiancai frowned and said, "I am talking about perfecting and making up for it, not asking you to plant grass and trees. How to do it is your business. If it affects the acceptance work, I will hold you accountable!"

Watching Liu Tiancai's departing figure, Yang Chuanbei was a little confused, not knowing how to perfect and make up for it.

Before leaving, Wang Hongtao patted Lu Fan on the shoulder and said meaningfully, "Life is full of bumps, only the right path is vicissitudes! Do bright things, and open plots are the kingly way!"

Lu Fan was stunned, surprised, and sighed, feeling that the teacher's words were pointing at something, definitely knowing something, and it was highly likely related to the Le family matter.

Hey, they all say the right path in the world is vicissitudes, but who knows that behind the vicissitudes are all wounds. The world is not a pure land, each has its own suffering!

Deputy County Chief Yang Chuanbei couldn't leave; he had to stay to complete the task assigned by Secretary Liu.

Calling Shi Qiancheng, Cui Mingliang, Guo Tongyu, and Lu Fan to his side, Yang Chuanbei said, "Let's talk about it, how to make up for that cliff?"

Cui Mingliang said helplessly, "County Chief Yang, we all know the situation. This is making things difficult for us!"

"Why didn't you say it when Secretary Liu was here? Don't complain to me, now solve the problem!"

Shi Qiancheng wanted to speak but stopped, really not wanting to take this job.

Lu Fan remained silent, thinking this is a matter for you leaders to consider.

Everyone knew that to meet Secretary Liu's requirements, they had to fake it.

When being a leader, when there is really no way, they will sacrifice a big move: transmit pressure layer by layer, and consolidate responsibilities level by level.

Yang Chuanbei said, "Qiancheng, you are the Party Committee Secretary of Baishu Bay, you are responsible for this matter, and you must meet Secretary Liu's requirements. Tongyu, the Forestry Bureau will fully cooperate and do a good job in logistics support."

The task was decomposed at once, and the responsibility was pushed out. Baishu Bay does the work, the Forestry Bureau pays the money. If the matter is messed up, there are two scapegoats.

Shi Qiancheng said with a bitter face, "County Chief Yang, I don't push the work, but now I am like a tiger eating the sky, I don't know how to start."

"Use your brain more. If you can be this secretary, you must share the worries for the County Committee and County Government. You guys discuss it, and I will come down to check in a few days." After arranging the work, Yang Chuanbei left in a hurry.

Lu Fan had been playing deaf and dumb, for fear of getting into trouble, but some things could not be avoided. Who let him have the smallest official position, and the work often fell to the grassroots level. Just like the central and provincial documents, after layer-by-layer approval, meetings, and transmission, finally only one township cadre is left to implement it.

Shi Qiancheng said, "Tongyu, I think this matter still needs to be implemented by the forest farm. Xiao Fan, you are duty-bound, think about how to do it!"

Seeing that Director Guo didn't say anything, Lu Fan knew he couldn't hide, so he made it clear, "The leader arranged it, I can only bite the bullet, but the matter is clear, planting is definitely not possible. To make that side green, we can only fake it. The acceptance team is coming, if there is a problem, my small shoulders can't carry such a big thing."

Shi Qiancheng thought for a while and said, "Try to make the work solid, detailed, and true. If there is a problem, Secretary Liu and County Chief Yang know it well, and it shouldn't be blamed on us. Xiao Fan, let go and do it!"

Damn it, not a single useful word!

Cui Mingliang patted Lu Fan on the shoulder and said, "Xiao Fan, if you have any difficulties, mention them at any time. The township government and the Forestry Bureau will fully solve them. I believe you can successfully complete this task."

After chatting for a few words, the leaders of the township government also returned to the unit.

Director Guo Tongyu did not flash away, but followed Lu Fan back to the forest farm, still quite righteous.

"Xiao Fan, how do you plan to do it?"

Lu Fan was very distressed and said, "Director, there are only two ways. One is to hang the lawn, and the other is to paint it with paint. No matter how you do it, it is faking, and it costs a lot of money. In fact, there is no need to do this at all. The acceptance team is also human. The terrain is like that. Anyone with eyes will not be picky. If you are worried about problems, I think it is better to find the acceptance team to accommodate, a few red envelopes, no need to toss like this."

"Hey, Secretary Liu just arrived, who dares to raise different opinions? Secretary Hongtao also followed, didn't he say anything? Let him do it as he says. You calculate the area as soon as possible, and make a budget for both plans. I will report to the County Chief for money."

"Director, I understand the situation, and I'm calculating it for you right now. If the County Chief hadn't approved this money, I wouldn't have had to falsify the records."

"Don't worry, this money is guaranteed to be specially approved. Secretary Liu just arrived; it's impossible for County Chief Zhao to block this small amount of money. Even if the County Chief doesn't approve it, we still have to find a way to get it done, otherwise, we'll be marked by Secretary Liu, and the loss will outweigh the gain!"

"Director, thank you for your support!"

"Sigh, I'm afraid work won't be easy to do from now on. This Secretary Liu of ours has a scale and boldness that are far from ordinary!"

"Why was he transferred to our Ningyang? And as a lateral transfer for a County Party Committee Secretary?"

"Heh, he spent all the money over there, didn't he! I heard it was also because of a woman, and it caused quite a stir, so he changed places to be more secure. Lu Fan, don't go around talking nonsense outside."

"Don't you know me well enough? My mouth is like iron tweezers, and it's even locked!"
