Chapter 9: A bolt from the blue

In June, the Municipal Committee heard rumors that there would be personnel adjustments in municipal units, which immediately made the intrigue in the Municipal Human Resources and Social Security Bureau more intense. The highest voice was the deputy director in charge of work, Yang Ye, who was strongly supported by the Organization Department Head Gao Changyuan.

Deputy Director Leng Jiang was at a disadvantage on the surface, but he had been jumping up and down behind his back. Recently, he frequently went to the Municipal Committee and Municipal Government to report work, and went straight to the provincial capital on weekends. He was also fully recommended by the Vice Mayor in charge, Le Xueren.

Le Xueren and Yang Ye were from the same village, but the two couldn't pee in the same pot since childhood. Supporting Leng Jiang had this reason, which was just not wanting Yang Ye to have a good time.

Leng Jiang knew that officialdom is like sailing against the current, not advancing is retreating. If Yang Ye goes up, there will be no place for him in the bureau. The two have been fighting for many years and have an unsolvable knot.

In mid-June, Municipal Committee Secretary Gao Yixing convened a meeting of the five-person group and preliminarily determined the personnel motion plan. Yang Ye was on the list.

The inspection team of the Municipal Organization Department was about to arrive. After the news reached the bureau, it indicated that the result of the director competition had been decided. Yang Ye was in high spirits and accepted the congratulations of his colleagues.

Lu Fan was honored, closed the door and chatted with Liu Yixuan, feeling more at ease in his heart.

It is said that you must not be complacent when you are proud, but Uncle Yang made a fatal mistake. Maybe the pressure was too great, or maybe he was tempted by others. Lu Fan knew that he had recently become addicted to gambling, because he heard Uncle Yang making an appointment for a card game when sending documents.

Although playing mahjong in Yingjiang is very normal and is an important way for leaders to communicate, now is the most critical time for Uncle Yang, and some are confused and don't distinguish between priorities.

Lu Fan had the heart to persuade, but his words were light, and he didn't open his mouth in the end.

But it was this hesitation that made Lu Fan regret for life.

On June 25th, Liu Yixuan, who had heard the news, stayed in the office and guarded the phone, and finally received a notice from the Municipal Organization Department at three in the afternoon. The inspection team would come to the Human Resources and Social Security Bureau for personnel inspection at 10 o'clock tomorrow morning.

After hanging up the phone, Liu Yixuan ran to the leader's office to report excitedly. The Human Resources and Social Security Bureau began to get busy. Everyone knew that the era of Director Yang was coming!

Yang Ye was alone in the office, good things were coming, excited and unbearable, and began to enjoy how to reform the Human Resources and Social Security Bureau vigorously, and even planned to sprint for the position of Vice Mayor or County Party Committee Secretary in the next step, or at least retire to the second line to the NPC and CPPCC to be a deputy hall level. The political career still had a long time.

Looking at the documents on the table, Yang Ye dialed the desk phone of Ningyang County Head Li Guoquan, and the phone was connected quickly.

Li Guoquan said enthusiastically: "Director Yang, purple air surrounds happy events, everything is wonderful when the blueprint is expanded, congratulations! In a few days, Secretary Mingxiong and I will come down specially to congratulate you, and we must get drunk!"

"Haha, waiting for your arrival! There is one thing to communicate with you. The document for Ningyang recruitment has passed the executive meeting of the municipal government, and the provincial department has coordinated it almost. After passing the Standing Committee of the Municipal Committee, the provincial department can directly approve it."

"Oh my, Director Yang has solved the urgent need of Ningyang, this is the greatest support for Ningyang! The child you mentioned last time, I reported to Secretary Mingxiong, special circumstances are treated specially, please rest assured, Director Yang, we will definitely solve his problem!"

"Thank you! That child has a miserable fate, his parents died when he was young, and I can't bear it!"

After hanging up the phone, Yang Ye was satisfied, and finally could give an explanation to his deceased old friend.

Just before getting off work, two "card friends" found the unit, congratulated Yang Ye extremely enthusiastically, and then suggested, with such good elegance, how can you not play two hands?

Yang Ye, who had been dragged into the water, was already addicted to the feeling of winning money. Gambling, once addicted, can really make people lose their minds, indulge in it, unable to extricate themselves, and degenerate step by step.

At the critical moment of promotion, Yang Ye promised the card game with a ghost in his heart, thinking of playing until after eight o'clock and then going home, not delaying the organization's inspection tomorrow, otherwise going back so early would be nothing to do.

When he was proud, Yang Ye enjoyed the feeling of being surrounded by people and being complimented.

When passing by Liu Yixuan and Lu Fan's office, Yang Ye pushed the door and ordered: "Clean up the conference room in advance tomorrow, and prepare some fruit."

Liu Yixuan hurriedly stood up and said: "Director Yang, don't worry, Lu Fan and I will prepare it ourselves, I am preparing inspection materials for you."

Yang Ye smiled: "Don't rush, tomorrow will be in time."

Lu Fan saw Yang Ye still bringing two people, and out of curiosity, he went out to see who it was, but what he saw was only their side view when they went downstairs, and only saw half of one person's face.

Returning to the office, Lu Fan asked in a low voice: "Brother Liu, did you see the two people who went down with Director Yang just now?"

Liu Yixuan shook his head and said: "Didn't pay attention."

Lu Fan asked again: "What do you think Director Yang went to do?"

"I estimate it's not drinking, it's playing cards."

"Is there any problem? What if you get caught gambling?"

Liu Yixuan smiled: "Don't worry, the Public Security Bureau also has business dealings with us, Director Yang is very familiar with their leaders, this little thing in Yingjiang is definitely no problem."

Lu Fan didn't refute. Uncle Yang indeed had great energy, but I don't know why, he had a feeling of heart-beating today, and he was restless until the evening, and his right eyelid kept jumping.

After work the next day, the office began to get busy, preparing to welcome the upcoming inspection team of the Municipal Organization Department.

However, Yang Ye hadn't shown up until eight-thirty. Since presiding over the work, he hadn't been late once. Lu Fan was very anxious and started dialing Yang Ye's phone, but it was prompted to be turned off.

By 9 o'clock, the inspection team of the Organization Department had set off, but Yang Ye had no news. Liu Yixuan drove to his home to find someone, but still found nothing.

At 9:40, the inspection team came. Feeling very surprised that the inspection object had not arrived at the unit, the team leader contacted Yang Ye himself. They had talked on the phone yesterday, but it was still prompted to be turned off.

Organizing the inspection, the person was gone! Since participating in work, the team leader had never encountered such an absurd thing. He immediately smelled an unusual atmosphere and immediately reported to the Municipal Organization Department Head Gao Changyuan.

Before long, the inspection team withdrew, requiring the Human Resources and Social Security Bureau to immediately find Yang Ye and notify the Organization Department immediately after there was news.

Soon, the abnormality of the Human Resources and Social Security Bureau was reported to the Municipal Committee and Municipal Government. Secretary Gao Yixing instructed the Municipal Public Security Bureau to do its best to find Yang Ye.

It happened that Deputy Director Leng Jiang went to Beijing for medical treatment and had been gone for three days. Another deputy director was about to retire and didn't stir this muddy water, closing the door and not going out. The Human Resources and Social Security Bureau was leaderless and in a mess. Only Liu Yixuan and Lu Fan were looking for Yang Ye like crazy.

For three whole days, Lu Fan kept looking for people, walked through all the hotels and teahouses in the city, but still found nothing. Uncle Yang was missing.

On July 1st, Deputy Director Leng Jiang returned to the unit and immediately convened a meeting of all cadres, issuing a death order to everyone to find Director Yang at all costs, and to publish a missing person notice in the media.

On July 2nd, the Municipal Organization Department designated Leng Jiang to temporarily preside over the work of the Municipal Human Resources and Social Security Bureau.

On July 3rd, the family reported the case, and the Municipal Public Security Bureau came to the Human Resources and Social Security Bureau to investigate all personnel. After all, the disappearance of a deputy director was not a small matter, and the main leaders of the Municipal Committee and Municipal Government called every day to urge.

At this time, Lu Fan and Liu Yixuan had searched every corner of Yingjiang City, anxious, but they still didn't give up, looking for Yang Ye day and night.

In mid-July, when everyone was about to give up, and even Liu Yixuan returned to the unit to work, Lu Fan still didn't give up.

It is said that a new emperor has a new court. After receiving the salary of the month, Lu Fan was notified by the Personnel Section unilaterally: you are honorably laid off! The reason is that Lu Fan didn't sign any labor contract, and the unit wanted to streamline personnel and reduce unnecessary expenses.

Liu Yixuan was also adjusted to the post and went to the Trade Union.

Lu Fan silently packed his personal belongings and left the first unit of his life with a gray face. When he left, no one saw him off except Liu Yixuan.

People go and tea cools, the world is cold. Except for Lu Fan visiting to comfort, Yang Ye's house was deserted. A month ago, it was crowded with people. The end of the song and the dispersal of people are all dreams, and the prosperity is all empty.

In late July, the recruitment plan for public institutions in Ningyang County was approved, with 380 places, and the recruitment work was about to start.

However, the greatest contributor, Yang Ye, had been forgotten, and Lu Fan, who Yang Ye had greeted, seemed to have never had such a thing. Everyone didn't mention it at all.

It is difficult to find a job in the city without anyone taking care of it, and Yang Ye's matter has sunk into the sea. After careful consideration, Lu Fan decided to return to Ningyang. With hands and feet, can he still starve to death? ===== CHAPTER 10 =====
