“We must dispatch a capable agent to infiltrate the Morning Star Pirates and gather intelligence.”

Wochuli nodded in agreement.

“Satan is absolutely right. If Barzab Seven sincerely cooperates with us, granting him Celestial Dragon status wouldn’t matter.”

“Moreover—

We can’t focus all our energy on pirates. The Revolutionary Army has been extremely active, inciting rebellion in non-member nations, seizing land from the rich and redistributing it.”

The other three Elders all nodded.

“However.” Satan paused.

“Fuzi Fu’s current strength is limited; he likely won’t catch Barzab Seven’s eye. I recommend granting him a Devil Fruit of moderate power.”

“One that won’t arouse suspicion but will boost his strength quickly.”

“Compared to gaining insight into the Morning Star Pirates’ movements, a Devil Fruit is a small investment.”

“Agreed.” x4

Satan nodded, satisfied. When Imu doesn’t appear, the Five Elders are the supreme rulers of the World Government—and among them, he leads.

The feeling of controlling the World Government was truly intoxicating.

“This matter will be a top secret, managed solely by our five.”

After the small meeting, Satan personally went to the Mary Geoise Vault to select a moderate-power Devil Fruit for Fuzi Fu.

Since Logia types were rare and Paramecia types too difficult to develop into immediate combat power,

Satan deliberately chose one from many Zoan types—the Animal-Type, Ancient Species, Saber-Toothed Tiger form.

He then personally summoned Fuzi Fu in the Palaces.

Spandam hung up the Den Den Mushi, his smile replaced entirely by madness.

Merely to assign Fuzi Fu a secret mission, Satan ordered all CP9 members who knew of Fuzi Fu’s existence to be executed.

“I have a mission for you.”

Learning the man before him was one of the Five Elders, the supreme ruler of the World Government, Fuzi Fu’s face flushed with an unusual red from excitement.

“Eat this Devil Fruit, then head to the New World and find a way to infiltrate the Morning Star Pirates.”

“Do well. When the Morning Star Pirates are destroyed, Spandam’s position will be yours.”

Hearing this, Fuzi Fu swallowed hard: Infiltrate the Morning Star Pirates? My god, Elder, you really overestimate me.

“Eat this Devil Fruit, and bring news of a Mythical Zoan Devil Fruit. That token of loyalty will be enough to make you a probationary crewman.”

As the saying goes: you can’t catch a wolf without sacrificing a child.

As long as Fuzi Fu reaches Barzab Seven’s side, giving away a Mythical Zoan is nothing—compared to the return, this investment—

One word: worth it.

“I’ll assign personnel to assist you.”

It is known that two years after the Marineford War, Law is twenty-six and consumed the Surgical Fruit at thirteen.

That means thirteen years before the Marineford War, Law consumed the Surgical Fruit, and Rosinante died at age twenty-six.

Seven is currently in the year twenty-two years before the Marineford War, so Rosinante is seventeen, and Doflamingo is nineteen.

Who would’ve thought, Doflamingo is two years older than Red-Haired Shanks.
