Chapter 185: Is Zephyr Going to Create a New Navy?

~7 min read 1,375 words

Forty years ago (in the year 1462 of the Sea Calendar), Zephyr joined the Navy alongside Garp, Sengoku, and Tsuru.

The older generation of the Navy.

Known as Black Arm for his mastery of Armament Haki, Zephyr adhered to a principle of no killing.

Zephyr, Sengoku, and Garp were effectively the three Admirals under the former Fleet Admiral Kong.

In the fourth year after Zephyr was promoted to Admiral, his family was killed by pirates; from that point, he began to hate pirates and transferred from Admiral to Navy instructor.

Having worked together for a full forty years, Sengoku understood that once Zephyr learned Inazuma had become a member of the World Government, he would act impulsively.

That is why he did not notify Zephyr of the meeting.

Yet Zephyr ultimately burst into the conference room, panting heavily as he looked at his old comrade Sengoku, making no preparations but speaking directly to question him.

"Barzab Seven intends to become a Celestial Dragon?"

"What then of the sacrifices of the Navy?"

"Sengoku, tell me."

"Marineford was destroyed, fifty thousand Navy personnel left with no bones remaining, hundreds of officers died without a whole body, and now the executioner responsible for all this is to become a Celestial Dragon?"

"How can such a thing exist in this world?"

"Tell me, Sengoku."

"Is the Navy to remain so indifferent?"

Perhaps due to excessive agitation, Zephyr's asthma flared up again, his chest heaving violently.

Sengoku stepped forward to support his old comrade, deliberately waiting until Zephyr had vented most of his emotion before speaking to explain.

"Zephyr, the greater good must come first."

"What is currently most important for the Navy is: leveraging the doubled military budget and, while leveraging the World's massive conscription, replenishing manpower to recruit more people who harbor justice."

"Revenge will certainly be taken, but not now."

"Zephyr, I hope you can understand me."

Did Sengoku not wish to avenge his grievances?

Sengoku dreamed of personally killing Barzab Seven.

His beloved son, Roswardy, had been reduced to a wanted fugitive because of that bastard Barzab Seven, unable to return to the Navy for the rest of his life.

He could only walk the dark path alongside Barzab Seven.

Sengoku wished he could skin Barzab Seven, draw out his tendons, grind his bones to dust, and scatter the ashes, and throw the entire Morning Star Pirates into the Impel Down underwater prison.

But revenge is not merely words.

Following the Battle of Marineford,

the Navy Headquarters lost more than half its manpower, with officers reduced to only one-third; rashly launching a war now would only lead the Navy to destruction.

Moreover, the World Government has issued an order: unless specifically notified by the Five Elders, the Navy must not initiate war against the Yonko.

Furthermore, with the Navy's current top-tier combat power, it simply cannot defeat the Morning Star Pirates; even filling the gap with the lives of Navy soldiers would not be enough.

How then could one speak of revenge?

"I will not listen to your nonsense here."

Zephyr gritted his teeth: "If you won't take revenge... I will. I will establish a New Navy..."

Sengoku still thought his old comrade was joking.

"Stop it, Zephyr."

"Falsely speaking of splitting the Navy is a grave crime; you would be brought before the military court on Judicial Island."

"The Headquarters Training Camp cannot function without you."

Over these years, Zephyr has cultivated countless talents for the Navy; his importance to the Navy is even greater than that of the spiritual leader, the Navy Hero Garp.

The current three Admirals, Akainu, Aokiji, and Kizaru, as well as most mid-to-high-ranking officers, all graduated from the Headquarters Training Camp led by Zephyr.

If Zephyr were to leave the Navy, the Navy's mid-to-high-tier combat power would very likely suffer a generational break.

"Do you think I am joking?"

Zephyr reached back, tore off the Justice cloak from his back, and slammed it hard onto the ground; the two characters for Justice embroidered on the cloak now looked somewhat tattered.

"You all..."

"Enough, Zephyr."

Vice Admiral Tsuru interrupted, picking up the Justice cloak from the ground and placing it in Zephyr's hands.

"This World's massive conscription has brought back many promising recruits from the various Navy branches; you wouldn't want them to be hindered by incompetent teachers, would you?"

Garp muttered a sentence.

"Little Tsuru, don't look at me when you speak."

"I am not an incompetent teacher."

Garp felt deeply aggrieved; back then, Kuzan had actively sought him out to train under him, it wasn't as if he had poached him from Zephyr's Training Camp.

Sakazuki and Borsalino had always trained under Zephyr, but didn't all three of them become Admirals?

This at least proves that his, Garp's, teaching ability is on the same level as Zephyr's.

How then could he be considered an incompetent teacher?

Zephyr plopped down into Sengoku's chair, seemingly moved by Tsuru's words, or perhaps reluctant to leave the Navy he had struggled with for a lifetime.

"No one is to interfere with the Training Camp."

Among the Navy of his generation, Zephyr might not give in to the faces of Garp and Sengoku, but he must give in to Tsuru's face.

Sengoku quickly chimed in: "Naturally."

"You have the final say on the Training Camp; train this group of new recruits however you wish. I grant you the highest privilege; no one can interfere."

Zephyr put the Navy Justice cloak back on, dropped a single sentence, and left the conference room directly.

"Bring the new recruits to the training camp in ten minutes. Anyone late is a bastard."

Driven by hatred, Zeffa made up his mind: as long as he still wore the Navy's cloak of justice, every training exercise at the camp would be doubled from now on.

As long as they don't die from training, train them to death.

Vowing to cultivate for the Navy: a batch of Navy members capable of arresting Barzab Seven.

Seeing this, Sengoku was just about to call his adjutant to bring the promising new recruits returned from the various branches to the training camp, when Garp, unusually, volunteered.

"I'll go."

Watching Garp leave, Sengoku muttered.

"That guy Garp is strange; he would have always made excuses to avoid this kind of thing in the past..."

A Den Den Mushi on the table spoke softly, "A few days ago, Mr. Garp and I were at G-8 Branch and discovered a promising recruit named Enel."

"Mr. Garp must have been tempted."

"Sigh, we clearly agreed not to interfere."

North Blue seas.

On a large pirate ship, Vergo stood at the bow, his thoughts churning like waves.

When he originally left the North Blue, he had been ordered by the Young Master to go undercover in the Navy, but because his performance was too outstanding, he was selected by Navy Fleet Admiral Sengoku from the main base training camp.

After several twists and turns within the Navy, he went undercover in the Starlight Gang and then the Beasts Pirates.

Now, valued by Boss Kaido, he has come to the North Blue with Big Brother Plague Queen Queen to invite the Young Master Doflamingo to plot together for Dressrosa.

Such a tortuous and bizarre experience could almost be written into a storybook.

At this moment, Queen swayed over to the bow, glanced around a few times, and spoke in a lowered voice.

"Vergo, I am an old acquaintance of Germa 66's Vinsmoke Judge."

"It's been many years; I miss him greatly."

"You take the brothers to find Doflamingo first; I, your big brother, will meet up with you in a few days."

Vergo nodded.

"Understood, Big Brother Queen."

Regarding the absurdity of the Beasts Pirates' officers, Vergo was already used to it; Queen, relatively speaking, fell within the realm of normal people.

Except for loving to hold concerts to show off his singing.

Coincidentally, regarding the plot for Dressrosa, Vergo had not yet had time to consult with the Young Master; now he didn't need to make a special call to report, but could go directly and openly to the Donquixote Family's base.

"Young Master, I am back."

"I have returned with the hope that will make you a King."
