Chapter 621: Jiang Mengmeng, Like Pear Blossoms in the Rain

~7 min read 1,289 words

Lu Cheng is very familiar with Jiang Mengmeng.

At first he was on duty at Xizhimen, and was temporarily transferred to Beijing Station to cooperate on a case in order to capture a fugitive spy.

On that Jingguang Line train where the spy was being captured, Jiang Mengmeng was the Broadcaster.

After being transferred to Beijing Station, he also served on the Jingguang Line a few times, so he became quite familiar with Jiang Mengmeng.

Later the bureau added several Train Service Lines to Beijing Station, and Lu Cheng was then assigned permanently to the Beijing-Harbin Railway.

Since then, his meetings with Jiang Mengmeng became fewer; when they occasionally met at the station, they only nodded at each other as a greeting.

Today Jiang Mengmeng was wearing the summer Railway uniform, a short‑sleeved white bright shirt, a fabric that has the flaw of being rather see‑through.

And Jiang Mengmeng is, at her core, a woman who yearns for fashion; the sheer purple bra she wore revealed that.

In this era, most women's underwear still consists mainly of cotton camisoles, and few dare to wear such a bold bra.

The appointment of Lu Cheng as Deputy Captain of the Traffic Police Unit had been announced bureau‑wide, so when Lu Cheng arrived, Luo Yushan, Deputy Segment Chief of the Kehuyun Section, rose to greet him.

"Deputy Captain Lu, why are you so free to swing by my place? I was just saying I'd find other segment chiefs and go over to congratulate you together."

Beijing Station is a directly administered station; the segment chief holds a division‑level rank, while the regional Railway Division segment chiefs are at Section Rank.

Luo Yushan is the Deputy Segment Chief of the Kehuyun Section, his rank being deputy division, the same level as Lu Cheng.

But Luo Yushan is nearing fifty this year, whereas Lu Cheng is only in his twenties.

Given his age and seniority, Luo Yushan had no need to rise to greet him, yet precisely because of the huge age gap he was so courteous to Lu Cheng.

A deputy‑division rank in one's twenties is virtually unheard of nationwide.

There's nothing he can do; after all, that person earned a military merit back then, a feat Lu Cheng could never envy.

Thus Luo Yushan can't even imagine how much potential Lu Cheng has; he feels anything is possible, even that Lu Cheng might one day become Railway Bureau Director.

Young people like this must be courted properly.

Lu Cheng quickly shook hands; he did not feel superior just because he shares the same rank with Luo Yushan, but instead remained modest.

These old veterans have been in the bureau for years, with deep seniority and tangled connections; a single misstep can easily offend someone, and now Lu Cheng no longer has Captain Lei to protect him.

"Segment Chief Luo, you're being modest; I was just lucky. Director Tang is already in charge of the bureau's affairs, uneasy about our Traffic Police Unit, and can't handle everything alone, which is why he recruited two deputy captains as his hands."

Lu Cheng's modest words pleased Luo Yushan; he worries that a young man who rises too quickly may become arrogant and contemptuous, but it's rare that this youngster lacks that flaw.

"Sit down, Deputy Captain Lu, what brings you here?" Luo Yushan said as he walked toward a chair, then, feeling Jiang Mengmeng was in the way, scolded her.

"Why are you standing so close? Didn't you see Deputy Captain Lu coming? Stand by the window; later I'll talk to you. Deputy Captain Lu, you sit here."

"Alright, fine." When Lu Cheng sat down, he glanced at Jiang Mengmeng.

The young woman was already striking, and now that she cried, she looked like a pear blossom in rain.

Jiang Mengmeng naturally noticed Lu Cheng as well; she hadn't expected the junior Train Police officer from back then to now be a deputy captain.

Because of Luo Yushan, the two only exchanged a glance and didn't converse further.

"Segment Chief Luo, I'm here specifically to seek your instruction and learning."

Luo Yushan smiled, gesturing, "Well, it's not really a request for instruction, but given our ages I consider you my senior; if there's anything you don't understand at work, I can point you in the right direction."

Hearing that, Lu Cheng felt relieved and said, "Right, Director Tang just gave our Traffic Police Unit a task, saying that recently some crew members have been using their positions to engage in resale activities on the train."

"Regarding such behavior, I'm to draft some regulations for the Traffic Police Unit; I've only just become deputy captain and am not very proficient at drafting rules, so I thought I'd come here to discuss with you."

As Lu Cheng spoke, Luo Yushan glared at Jiang Mengmeng.

"Oh, I'm aware of that. The bureau has also tasked each section to draft corresponding regulations, then issue them to the subordinate Railway Divisions, using our capital's as the standard; the entire national Railway system will have to study them."

Luo Yushan said while motioning Lu Cheng to have tea, "We'll also consult other segment chiefs, since the national Railway Bureau will use us as the benchmark; we can't be sloppy. Let me first share my thoughts."

Lu Cheng nodded, "Please speak, Segment Chief Luo."

Luo Yushan thought carefully, "First, regarding resale activities, we must strictly restrain them, establishing concrete punishments. Once discovered, there will be no leniency: minor offenses receive a warning and a report to the entire section."

"Severe cases will be removed from their posts, and their annual bonuses and all crew subsidies will be revoked…"

Listening to Luo Yushan, Lu Cheng didn't feel much; since they're regulations, they must be strict, otherwise they won't have a deterrent effect.

But Jiang Mengmeng, standing by the window, was clearly frightened; her body trembled slightly and tears fell like broken strings of pearls, streaming down.

Luo Yushan apparently didn't notice; his earlier words were meant for Jiang Mengmeng to hear.

Afterward they discussed the specific details of drafting the regulations for about half an hour.

Lu Cheng's mind became clear, forming a rough outline; after returning to organize it, it should be almost done.

Anyway, whether it's the Traffic Police Unit or other sections, the overall regulations are roughly the same.

Lu Cheng was about to stand and take his leave, but seeing Jiang Mengmeng crying there for over half an hour, recalling how she used to fetch water for him during his Jingguang Line duty, he felt inclined to ask.

"Segment Chief Luo, after this discussion my mind is cleared; I can now complete Director Tang's assigned task when I return."

Luo Yushan laughed, "Ha ha, to make it more perfect we'll need to solicit other segment chiefs' opinions. When I have time I'll organize a dinner: first, everyone can discuss further at the table; second, we'll celebrate Deputy Captain Lu's promotion."

"Thank you, Segment Chief Luo, but I'll foot the bill for that meal; otherwise I won't go."

The young man was quite on board, so Luo Yushan went on, "Fine, you treat, and I'll bring two bottles of fine wine."

At this point, as Lu Cheng prepared to stand and leave, he finally had a chance to steer the conversation.

"Oh, this is Broadcaster Jiang, right? Why does she keep crying here?"

Jiang Mengmeng was startled; she hadn't expected Lu Cheng to now be at deputy‑division rank, sitting at the same table with a deputy segment chief, and suddenly be mentioned.

Luo Yushan followed his gaze; his previously cheerful expression fell.

"That's right, she's the Broadcaster on the Jingguang Line train, made a minor mistake, and I'm disciplining her…"
