Chapter 176

"Your Majesty, this subject has a memorial to report!"

At this time, Xun You, the Minister of Works who had been waiting for a long time, stepped out and bowed to Liu Bian.

"Granted!"

"Reporting to Your Majesty, the Yinghun Shrine that Your Majesty previously ordered my Ministry of Works to build has already begun construction."

"Moreover, regarding the site selection for the Royal Academy, after joint selection by me and the various lords, it was finally determined to be in the Eastern District of Luoyang City, about five li away from the Imperial Palace."

"This place was originally a piece of farmland, and later it was used as the military camp for Dong Zhuo's Xiliang Army; now it happens to be vacant."

"Moreover, this place covers an area of about one hundred mu, which is just right to serve as the venue for the Royal Academy."

After Xun You finished speaking, he looked at Liu Bian respectfully.

"That is fine, an area of one hundred mu can indeed serve as the site for the Royal Academy."

"Gongda, the Royal Academy must start construction as soon as possible. There are many common people in Luoyang City; you can mobilize them to participate."

"However, you must take good care of the common people. As for the wages for the common people, the six ministries should jointly formulate a standard, and you must absolutely not let the common people suffer losses."

Liu Bian readily agreed to the place selected by Xun You and the others.

Afterwards, he instructed Xun You again.

"This humble subject obeys the edict!"

Upon hearing this, Xun You immediately replied respectfully.

"By the way, if there is not enough manpower, you can mobilize half of the Yulin Army. They are all warriors, and doing this little bit of work is easy for them."

"As for the defense of Luoyang City, leaving twenty-five thousand people to garrison it is enough."

"Moreover, there are still my Shenwu Army and the Five Great Divine Beast Legions outside the city."

Thinking that relying solely on common people to participate in the construction might be slow, Liu Bian decided to mobilize half of the Yulin Army to participate in the construction.

These Yulin Army soldiers, after so many months of cultivation, most of them have the strength of a first-rate martial general, and some with good talent have already broken through to the Postnatal First Heaven realm.

With the addition of these soldiers, the Royal Academy will surely be built quickly.

"This subject obeys the edict!"

Upon hearing this, Xun You also readily agreed.

If this were any other emperor, the officials would have long since opposed it one after another.

But when it came to Liu Bian, everyone felt that his arrangements had no problems at all.

Everything is about speaking with strength.

"This is the blueprint for the Royal Academy that I found; you can build it according to this blueprint."

After arranging the personnel matters, Liu Bian took out the blueprint that had already been exchanged and handed it to Xun You.

Xun You respectfully took the blueprint and took a quick look.

On the overall layout map given by Liu Bian, the entire Royal Academy is divided into two campuses: the Martial Arts Academy and the Literary Arts Academy.

Inside the academy, there are everything from the Library Pavilion, teaching halls, martial practice grounds, canteens, to palaces for Array Dao, Pill Dao, and Refining.

If it were really built according to this blueprint, it would undoubtedly become the top academy in the entire world.

Moreover, the entire academy is also shrouded in an array.

It is just that, because Liu Bian has not yet taught everyone about arrays, he still does not quite understand it.

"Your Majesty has great talent; this humble subject is in awe!"

Xun You, who had come back to his senses, bowed respectfully to Liu Bian.

"For the Royal Academy, my beloved subject, you should build it according to this blueprint. As for the final protective array, I will arrange it myself when the time comes!"

Liu Bian also knew that others would not know how to set up arrays, so he immediately said to Xun You.

You must know that this blueprint cost him fifty thousand National Fortune points to exchange from the System Mall.

And the protective array for this academy is also provided by the system, which is an Earth Grade Upper Quality array, the Star Protection Array.

The Star Protection Array can automatically absorb the power of the stars in the sky to replenish the array's consumption.

Moreover, the array comes with illusion arrays, killing arrays, and protective arrays, and can kill experts up to the Martial Emperor level at its highest.

Most of these fifty thousand National Fortune points were spent on this array.

Moreover, Liu Bian wants to wait until the Dynasty is established before setting up an array for the Imperial Palace as well, so that he will not be afraid of enemies breaking into the Imperial Palace when he leaves.

"This subject, obeys the edict!"

Afterwards, he retreated back into his own queue.

"Does anyone else have anything to report?"

After Xun You returned to the queue, Liu Bian asked the ministers again.

"Your Majesty, this subject has a memorial to report!"

Cao Cao, the Minister of War, walked out from the queue and bowed respectfully to Liu Bian with cupped hands.

"Granted!"

"Reporting to Your Majesty, as of yesterday afternoon, the recruitment of soldiers for the Six Great Legions has been fully completed."

"Moreover, there are many strong and healthy common people who want to join our Six Great Legions."

"All of this is due to Your Majesty's wisdom and bravery, which is why the common people of our Han Empire are so eager to join the army!"

After Cao Cao finished speaking, he looked at Liu Bian with full reverence.

You must know that these Six Great Legions add up to a full one million one hundred thousand troops.

Even subtracting the original soldiers, there are nearly eight hundred thousand people who were newly recruited.

In this era, being able to recruit over eight hundred thousand people in such a short time shows what a powerful thing it is.

Moreover, there are many people who did not join the Six Great Legions, all of whom are full of regret and are secretly hating themselves for coming late.

The benefits enjoyed by the soldiers of the Han Empire today are quite significant.

Just the fact that they get more farmland than ordinary families makes many common people flock to it, not to mention the monthly military pay of five taels of silver!

The common people under Liu Bian today, as long as there are strong and healthy men in their families, all wish that their own children could join under Liu Bian.

"We, your subjects, congratulate Your Majesty! We congratulate Your Majesty!"

At this time, the ministers, after hearing Cao Cao's words, also congratulated Liu Bian excitedly one after another.

They have been officials for so long, and from ancient times to the present, they have never heard of common people being so active in joining the army.

In the past, when the common people saw the Imperial Court recruiting soldiers, they would hide as far away as possible, wishing they could hide their own children.

How could it be like today, where the common people are eager to participate themselves.

In just less than ten days, over eight hundred thousand people were recruited.

"This is very good!"

At this time, Liu Bian could not help but clap his hands in approval.

"Fengxian, Yunchang, you six, I will give you six three months of time."

"You must train a batch of soldiers for me whose strength reaches at least the level of a first-rate martial general."

"For all the resources needed, you can find the Minister of Revenue, Xi Zhicai; for what the Ministry of Revenue does not have, I will provide it for you."

"I only have one requirement, and that is that after three months, your Six Great Legions must all fulfill my requirements."

"Can you six do it?"

Liu Bian asked the commanders of the Six Great Legions, including Lü Bu, with a solemn face.

Lü Bu, Guan Yu, and the other commanders of the Six Great Legions, upon hearing this, stepped out one after another, bowed respectfully to Liu Bian with cupped hands, and replied with solemn faces:

"Please rest assured, Your Majesty; we, your humble servants, will definitely be able to fulfill Your Majesty's requirements!"

"Good, since that is the case, then I will look forward to the performance of you six after three months!"

"We, your humble servants, obey the edict!"

Upon hearing this, the six of them immediately replied loudly with firm faces.
