He was not Hiruzen Sarutobi; he would not reuse these former Root members.

"No more, just these twelve."

Tsunade seemed to be unaware of Tenzo's existence.

"The first announcement is the appointment of Lady Tsunade and Senior Sister Shizune."

Kitazawa continued, "The second announcement is that the Anbu will be recruiting new members; ninjas who are interested can sign up."

But twelve was too many; three would be about right.

The best way to fill the remaining vacancies was through recruitment.

"Hokage's secretary."

Kitazawa replied.

"I see."

It was normal for Shizune to be the Hokage's secretary.

But Kitazawa becoming the Anbu Captain was something he had not expected at all.
