Chapter 671: Establishment, Establishment

~10 min read 1,845 words

Lilian was actually working in the bureau, which was beyond my expectation. When I was in the Petition Bureau, Lilian usually didn't come to the bureau to work. He had an office in the Municipal Government building and was equipped with a full-time secretary.

My arrival caused some reaction in the Petition Bureau. First, the people in the reception hall saw me walking in leisurely and all stood up together, giving me a gaze of attention.

I wasn't familiar with them; this was my heartfelt word. Although I worked in the Petition Bureau for a period of time, my work scope was limited to dealing with section chiefs of various departments. Actually, I didn't spend much time in the bureau; I had only been at work for a few days when Su Ya's grievance incident occurred, and then I was drawn into the accident handling group to assist the Discipline Inspection Commission and National Security personnel to investigate in Macau.

After returning, I was sent to the province to be stationed, specifically responsible for handling project supporting funds. I really spent less than a week dealing with petition matters in the Petition Bureau. Therefore, Xu Meili once joked to me that I was a typical person hanging a sheep's head but selling dog meat.

Whether it was hanging a sheep's head or selling dog meat, in short, every time I went out, I was instructed by the Mayor, which in everyone's view, my behavior was justified. Even if there was dissatisfaction, no one dared to make a sound.

The people sitting in the reception hall were basically people without any foundation. Those with backgrounds were all in the office and wouldn't be on the front line; this was something everyone understood.

They stood up when they saw me, also because Xu Meili was seconded by me. Everyone knew that you couldn't achieve results in the Petition Bureau. Once you entered, the chance of coming out was very slim. If you couldn't come out, you wouldn't have results, and without results, you wouldn't be promoted. Not being promoted was the most uncomfortable thing.

Only by entering units like the Industrial Park could you possibly make achievements by moving your brain. Since Xu Meili could be seconded by me, they naturally hoped that I would second someone else from among them.

Anyone who was seconded out basically belonged to the surprise of winning the first prize in a lottery. As long as you were seconded, you wouldn't be afraid of not being able to handle the formal transfer procedures.

Someone took the lead in applauding, and then the reception hall erupted in applause. I nodded and smiled, walked past them with my head held high, and went straight upstairs.

Lilian appeared in front of me when I stepped on the last step. He was full of smiles and had long stretched out a pair of broad hands, greeting me enthusiastically.

I knew this was because of Li Mei. Back then, when Lilian saw me, he was usually in a state of smiling but not smiling. But now Lilian's smile was indeed from the heart, without any perfunctory politeness.

He politely invited me to his office to sit down, complaining while saying that since I left, the burden on his shoulders had become much heavier. He also said that if he had known it would be the situation today, he should have fought to the death not to let me leave.

I wanted to laugh in my heart. Old man, you're rising in rank, can you stop Lilian? Of course, Lilian saying these words was nothing more than telling me he cared about me very much. This was talk on the scene, and everyone knew it.

After tea was served, Lilian let Xiao Yu in.

Xiao Yu was still a bit embarrassed to see me. I waved my hand to let him sit and asked casually, "Are you okay? Old Xiao."

Xiao Yu lifted half of his butt and said, "It's okay. With the leader's care, it's very good. Of course, I have to thank you. Without you, there wouldn't be today for me, Xiao Yu."

I waved my hand and said, "Don't say polite words; just cooperate well with Secretary-General Li in the future and strive to make achievements."

Xiao Yu was a cadre who went through formal procedures to transfer into the Petition Bureau. Back then, in order to transfer him, I ran to the Personnel Bureau several times and finally got the Mayor's handwritten order to land safely.

Xiao Yu knew this very well, and Lilian knew it too. Therefore, after Xiao Yu said goodbye and went out, Lilian said uneasily, "Director Chen, my Xiao Mei, should the procedures be handled?"

Li Mei was in the Industrial Park, but her organizational relationship was still hanging in the Personnel Bureau. Simply put, Li Mei was not a person on the formal establishment of the Industrial Park. Without an establishment, she was a temporary worker, and a temporary worker would have no future even if she worked for a lifetime.

"Almost there," I perfunctorily said to him. Li Mei was not like Xiao Yu; Xiao Yu himself was a person within the system, just changing a stove to eat. Li Mei was still a person standing outside the door. If she wanted to eat in the pot, she first had to cross the threshold of the establishment.

The Industrial Park was currently running at full capacity. I once tentatively asked the Mayor if he could add a few establishments. The Mayor had always been noncommittal about my proposal, which made the few people in my hands, such as Zhu Huayu and Li Mei, jumping outside the establishment, unable to cross this threshold at all.

"As long as it's almost there, as long as it's moving, I'm not afraid of no opportunity," Lilian was a bit nervous, his eyes looking at me, his appearance appearing very sincere, saying, "I still have to trouble Director Chen to spend more heart."

Lilian suddenly lowered his status to call me brother, which required him to make a very big determination. He was an old hand in officialdom, and lowering his head to call me brother, a junior, indirectly showed that Lilian was still a straightforward person. For a cadre of his level, arranging a job for his children was simply not a matter. But Li Mei actually still had to ask me for help after graduation, which made many people not believe there was such a cadre as him.

However, the facts were indeed so, all because of the words the Mayor said before the New Year: within two years, Hengyue City would not increase establishments.

Lilian's heavy trust made me a bit uneasy. If I let him down, given Lilian's character, I didn't see how much I would be favored.

After chatting for a few words, the focus never left the topic of Li Mei's establishment, so I couldn't sit still, and said, "Secretary-General, don't worry, Xiao Li is not the only one; I have the same situation in the park. I will find a way to handle this problem."

After saying these words, I got up to say goodbye. I originally wanted to see Xiao Yu, but I didn't expect to meet Lilian. Meeting Lilian was not strange, it was just Lilian's heavy trust that made me start to feel uneasy.

Coming out of the Petition Bureau, I went straight back to the park office. Just as I went upstairs, I saw Li Mei running down in a hurry, almost crashing into my arms.

She stopped, looked at me with embarrassment and smiled, her face flushed.

Li Mei was a plump woman, but she had a pair of good breasts, high and round. Paired with her skin, which was as clear as water, she appeared incomparably graceful and luxurious.

But she liked to wear tight pants, so her two thighs appeared slender.

"In such a hurry?" I asked, smiling slightly.

Li Mei was shy and didn't dare to touch my eyes, leaning her body tightly against the railing, meaning to let me go first.

I didn't go, stood still, my eyes sliding around her chest, and suddenly a feeling rose in my heart.

Li Mei saw I didn't go, she whispered, "I'll go first."

"Go," I waved my hand and said, "Go downstairs slowly, don't fall."

Li Mei gave a soft "Hmm," swept a glance at me quickly, and ran down from my side with her head down.

I remembered my conversation with her father just now, and shouted at her back, "Xiao Li, I saw your dad just now. We chatted for a few words."

"Really?" She stopped, turned her body to look at me and asked, "What did you chat about?"

"Nothing much," I said. "Your dad is worried about your establishment problem."

"Worrying in vain," she curled her lips and said, "What's the use of worrying? It's better to just not care. My dad is just talking, what can he manage for me?"

I smiled and said, "He is your father, it's a father's concern for his daughter."

"Thanks a lot!" Li Mei said disdainfully, "If he still remembered I was his daughter, he wouldn't have let me be idle for half a year before arranging work."

Li Mei was right; she had been waiting for employment at home since graduation. Lilian had looked for many old colleagues, everyone promised to help, and finally, it stayed on the verbal level, and no unit implemented it. These were actually things Lilian understood in his heart. Everyone knew the Mayor's speech, and no one dared to touch the red line. Only I, in a daze, accepted her. Now it was like holding a hot potato in my hand; throwing it away was not right, and eating it was not right.

"What ideas do you have?" I asked tentatively. Li Mei, someone like her, had to pass an exam to enter the establishment. And there had to be a position; without a pit, you couldn't plant a radish.

"I have no ideas," Li Mei said easily. "I feel very good now, following you, no need to worry."

She said this sentence, and seemed to feel it was a bit inappropriate, and quickly said, "I mean, following a leader like you, you will naturally consider for us."

I smiled and said, "Sometimes everyone has long sleeves but short clothes."

"I don't care," she said and turned to leave. I opened my mouth to call her, but swallowed the words back to my lips. I was standing on the stairs of the Industrial Park office building; if I shouted a girl's name loudly, the whole office building could hear it clearly.

I watched Li Mei go out and turned to go upstairs.

Just as I entered the office, my pocket phone had a message prompt. I opened it and saw it was sent by Li Mei.

"Are you going to invite me to a bar tonight, okay?" ===== CHAPTER 672 =====
