The Ultra Ball has a 'special attack' bonus against Ultra Beasts, just like a Dive Ball against Water-type Pokémon or a Heavy Ball against heavy-weight Pokémon.

But it does not mean ordinary Poké Balls cannot catch Ultra Beasts; it is just that the success rate is slightly lower than that of the Ultra Ball.

And the fact is indeed so; Lusamine threw six Great Balls in total before catching this Pheromosa.
