Chapter 1295

Ling Anguo said, "Of course I have confidence in you. After learning that you were coming to Changshan County, I turned over all the previous reports about you and read them again. You were just an ordinary university graduate, yet you created such miracles in Meng Meng Hu Ling Township. How could you not create miracles in Changshan County?"

Ling Anguo's words were very sincere, which moved Su Xinghui. There had been many reports about Su Xinghui over the past few years. Ling Anguo was able to turn over all these reports and read them again—this was not a small project. Being able to do this was truly quite difficult.

Su Xinghui pondered for a moment and then asked, "County Magistrate Ling, I remember that a few years ago, the whole province was learning from the Meng Meng Hu Ling experience. Did Changshan County have any measures at that time?"

Ling Anguo said, "At that time, Changshan County also had measures to learn from the Meng Meng Hu Ling experience, but the actual effect was very poor. First, the concepts of cadres and the masses were too far from yours. Second, there was a lack of technical support. Third, it was difficult to find sales channels. The most difficult point to solve was transportation. As you saw when you came, the road conditions in Changshan County are truly terrible."

Su Xinghui could also understand what Ling Anguo said. In these aspects, the conditions in Changshan County were indeed far behind Shangjun County, especially in terms of transportation. Shangjun County had a natural advantage, which was that it was relatively easy to repair roads.

Even Meng Meng Hu Ling, which had the worst natural conditions in the whole county, could not be compared to Changshan County.

The average altitude of Changshan County was higher than the highest altitude of Shangjun County. Could the conditions be the same?

Su Xinghui said, "County Magistrate Ling, what you said is indeed a fact. For Changshan County to develop, there are two things that must be done quickly. The first is to repair the road, and the second is education."

Repairing the road is easy to understand. If Changshan County doesn't repair the road well, then nothing can be talked about. And the education problem is also an urgent matter for Changshan County.

Changshan County is located deep in the mountains. Compared with Shangjun County, which is mostly located on the plains, the conditions are too poor. In terms of education, it is naturally far behind. Su Xinghui checked the data before coming. In such a large county as Changshan, only a dozen people can be admitted to undergraduate studies in a year, and the total number of people admitted to junior colleges is only over a hundred. You know, Changshan County is a large county with a population of over 400,000.

Many children in the mountains cannot afford to go to school and drop out after finishing primary or junior high school at most. This makes the average cultural level of Changshan County far behind Shangjun County. A poor cultural level is equivalent to a low quality of labor. To put it bluntly, even if someone comes to invest, it is difficult to recruit enough workers locally for jobs with a little technical content.

A university student who graduated from a key university like Wei Pengfei is a rare talent in Changshan County. He was also cultivated by the whole village, which is also the reason why he must return to his hometown after graduation. However, after returning to Changshan County, he was not reused, which can also be considered a manifestation of Changshan County's lack of respect for talent.

Ling Anguo frowned, "Little Su, the two things you mentioned are indeed urgent matters for Changshan County. We have been trying to find ways to repair the road out of the mountains and build more schools, but these are all things that require large amounts of capital investment. The county cannot come up with so much money!"

What Ling Anguo said was not a lie. Since ancient times, repairing roads and running schools have been the two most expensive things. With Changshan County's fiscal revenue, it is indeed difficult to support them.

Changshan County is located deep in the mountains, and the terrain conditions are complex. Repairing roads here is too expensive. The cost of repairing roads here is at least twice as high as in plain areas. Taking the highway from Changshan County seat to Yulin City as an example, it is estimated that building a secondary highway of more than thirty kilometers cannot be done without more than 20 million yuan.

What is the concept of 20 million? This has already exceeded half of the entire Changshan County's fiscal revenue last year. Using such a large sum of money just to repair such a road is unimaginable. If this money is used, it is estimated that the county will not even have the money to pay the wages of cadres and employees.

And if all the highways in the county are to be repaired and a smooth county-wide transportation network is to be built, the cost will be even greater. It is estimated that it cannot be done without several hundred million.

And running schools also requires large amounts of money. Changshan County has a population of nearly 500,000, of which nearly 100,000 are school-age children. To meet the needs, there must be at least 200 primary and secondary schools. However, there are only over 100 primary and secondary schools in the county now, and the gap is still relatively large.

Running a primary or secondary school requires at least about 200,000 yuan in funds, plus operating expenses and increased teacher strength expenses. Such a large gap and the annual investment is also a huge astronomical figure, which makes Ling Anguo's scalp numb when he thinks about it.

Su Xinghui said, "I can find a way for the funding problem."

Ling Anguo was overjoyed, "Little Su, is what you said true? Can you find a way for the funding problem?"
