After drinking the Soul-Confusing Water and moving forward, you arrive at the ninth stop of the Underworld, the Fengdu City. Arriving here is truly arriving at the Underworld, because Fengdu City is the administrative center and power hub of the entire Netherworld, and the Great Emperor of Fengdu cultivates in this city.

Fengdu City has two city gates, one of which is bright and the other dim. Entering the bright city gate leads directly into Fengdu City. This city gate is used to welcome the guests of the Great Emperor of Fengdu.

After entering the other city gate with dim lights, you will arrive at the first hall of the King of Hell's Hall. The King of Hell's Hall is not an independent unit but a judicial organ established relying on Fengdu City.
