Chapter 1016

"And war is just a means to achieve peace; your and my ultimate goal is always for peace."

"I have a plan that can take down Konoha without shedding blood."

"This way, we can avoid the flames of war and casualties, and we can also achieve our desired goal; why wouldn't everyone be happy to do so?"

"And the reason why the Mist does not participate in the crusade against Konoha is precisely to facilitate this point."

Once these words were spoken, everyone looked at Mizunuki Ryosuke with shocked gazes, as if they wanted to see if this Mizukage had suddenly gone crazy.

Take down Konoha without shedding blood? I'm afraid he's talking in his sleep!

"Swish!"

This time, Mizunuki Ryosuke took action himself; he grabbed the Ninja World map held by Terumi Mei and spread it out in front of everyone.

On the map was the division of power in Mizunuki Ryosuke's ideal, and I saw five distinct colors on the map entangled with each other, finally presenting a relatively balanced state.

Everyone was clear that this was the so-called balanced state Mizunuki Ryosuke referred to.

That is, partitioning the small countries controlled by Konoha and dividing them equally among the other four great nations to achieve a balanced state in terms of power.

The Land of Rivers goes to the Sand, the Land of Fields goes to the Cloud, the Land of Grass goes to the Rock, and the Land of Hot Water goes to the Mist...

In this way, the power of the entire Ninja World will be roughly in a balanced state.

Undoubtedly, Konoha will never willingly hand over the control of these small countries, so to get the control of these small countries, the only way is war.

Now Mizunuki Ryosuke says he has a way to do it without shedding blood, which naturally makes everyone feel unbelievable.

"What exactly is the method? Why doesn't the Mizukage tell us?"

Although this sounded very absurd, the Third Kazekage still chose to ask.

After all, if what Mizunuki Ryosuke said could really be realized, it would inevitably be a good thing.
