Chapter 61: King Ninglu's First Order

~8 min read 1,446 words

At Altar One, twenty-nine Sages centered around Kivior-2, the Machine-Language surging through the room.

The Machine-Language, composed of 0s and 1s, contained all data on Ninglu within the Vostonia system: video footage from various Hive City cameras, partially corrupted scanned data...

The sheer volume of data contained in the ocean of information was something even a Tech-Priest who had not been fully mechanized could not process, let alone keep up with the Sages' logic engines for further calculation and deduction.

Eleven minutes later, the ocean of data receded, and the Sages reached a consensus.

【Continue to support Ninglu // Report to Mars.】

Kivior-2 used the Machine-Language to send a message to Sage Kivior-15.

【You are to board a ship immediately / return to Mars to report.】

During the Yekai Shift, as the banquet celebrating Ninglu becoming the King of Vostonia began, Kivior-15 boarded a ship and set off toward the Solar Segmentum.

During the Rini Class, as the banquet concluded, Ninglu issued his first order as King.

"Every noble must raise eleven children; those who fail to do so within thirty years will lose their titles."

"From this work cycle onward, the necessary condition to be a noble is to raise eleven offspring."

Vostonia's population of approximately one billion is too small and must be significantly increased.

Nobles have the means to raise them, and Ninglu has set a relatively high standard for them.

Normal reproductive behavior does not increase the risk of Slaanesh corruption; what attracts the "Dark Prince" is extreme pleasure and perverted enjoyment.

The nobles were stunned upon hearing this, not expecting the first order issued by the King to be the stimulation of reproduction.

No one raised an objection; although reproduction increased their financial burden and inheritance risks, they could handle the trouble by adjusting family regulations.

"The Water Guild, Promethium Guild, and other guild families are subject to the same standard; those who do not meet the requirements may not hold positions within the guilds."

Guild families only have lower social status than nobles, but there is no significant gap in wealth, at least not enough to affect the raising of children.

"Every Hive citizen family must raise at least three children; the eldest son serves as a reservist, and may be replaced by other children if both parties consent."

"Those serving as Lawyers must raise at least five children..."

Ninglu set standards according to the circumstances of each profession, detailed down to most professions in the Upper Hive.

Ninglu added flexibility based on the system of the Vostroyan Firstborn in his memory.

Although it was still impossible to avoid forced "consent" within families, the situation would not arise where someone like Staven, whom he knew, would truly volunteer to replace an older brother but then have to forge an identity.

"For families raising more than five children, the living expenses of the children until they reach adulthood will be covered by my private finances; for families raising eleven, everyone except those in service may enter my factories to work."

To incentivize Hive citizens to reproduce, Ninglu naturally had to set up incentive measures; fortunately, he controlled the Cradle of the Sea and had the ability to afford it.

"For residents of the Lower Hive, those who raise three children may have their parents enter my factories to work, with the children supported by my finances; for families raising more than five children, everyone except those entering the reserves for service may enter my factories to work."

He set lower requirements for the Lower Hive, which were more in line with the conditions of the Lower Hive.

Everyone felt strange hearing this; this King, instead of thinking about increasing his own wealth, was actually paying out of his own pocket to subsidize reproduction, which was truly baffling.

Subsequently, everyone returned to their respective places and executed the reproduction order according to Ninglu's command.

Ninglu had long made arrangements for his subordinates; Maria was left behind alone to receive orders.

"You are to secretly train assassins loyal to me, following the methods of the Kurnikova Family."

"As you wish."

Maria bowed in response, then turned and left.

Ninglu returned to the long table, picked up a Data Slate, and examined the design for the new Hive City created by the most excellent architect Yelena had found in Vostonia; he wanted to personally supervise the construction of a "model."

Wojciech Belik went to the Adeptus Mechanicus shipyards in Sopot to study the Fulao Battlecruiser together, in accordance with the agreement.

Luoxiji continued to build maglev trains in various Hive Cities and guided the promotion of the STC in Ninglu's factories.

Yelena Kurnikova was responsible for administrative affairs, and her husband Buksa was responsible for the establishment of the Hive Security Force.

Jorginho's Fourth Regiment returned to the Cradle of the Sea to expand, together with the Leader of the Fourth Regiment, Szczesny; the upper limit set by Ninglu was ten regiments.

Other Leaders also executed the expansion orders according to Ninglu's command, with the recruitment scale capped at thirty-four regiments.

Howard took on additional responsibilities; the "Lawyer" had to find the heretical believers hiding in the Songqisangdeqijia Hive City.

He had previously shown an enlightened attitude at the noble banquet, stating bluntly that he did not dislike the existence of any faith, and during this time he had not used any means to search for heretical believers related to the riots.

Howard, who had become accustomed to catching up on sleep on his aircraft, opened his eyes, which were a sheet of ice blue.

【My performance during this period should have lulled those heretical believers into a false sense of security.

Moreover, I have left the Hive City again; even the most cautious heretics will take this opportunity to act.

Act immediately, do not give them a chance to react.】

He changed out of his Precision Power Armor, put on a black robe, pulled the hood over his blonde hair, and wore a black Mask branded with a gray Scale.

Afterward, Howard took the secret escape elevator of the Songqisangdeqijia Hive City royal family alone.

Five standard minutes later, the elevator descended to the bottom of the Hive Tower; he stepped out of the elevator and climbed directly into a black sedan.

The driver and the passenger in the front seat were both his Fifth Regiment Warriors; under the Leader's orders, they had driven and familiarized themselves with every street and corner of Songqisangdeqijia.

"Drive according to Route Three."

The "Lawyer" specified the route from the detailed Hive City map schemes provided by the two; this route comprehensively considered factors such as reducing repeated travel and concealment.

"As you command, my lord."

The Warriors immediately started the vehicle and drove through the streets of the Hive City.

The "Lawyer" scanned the streets outside; when there were no battles, he would often inspect the various factories of Songqisangdeqijia, further solidifying this Hive City as his own "jurisdiction."

Thirty-six standard minutes into the drive, the "Lawyer's" Spirituality was touched; the I-3 Factory warehouse one hundred and fifty meters ahead in his line of sight was drifting with a gray aura, and he inexplicably felt a sense of annoyance.

The "Lawyer" knew this was the extraordinary ability "Detect Evil" allowing him to sense things related to evil, chaos, and madness that had not been shielded when he was close enough.

Through using the various extraordinary abilities of the "Lawyer" during this period, he had concluded that the range of each extraordinary ability would increase with the improvement of his abilities and was positively correlated with his familiarity with his "jurisdiction."

The so-called shielding did not refer to hiding in buildings or being in the open, but rather to shielding methods such as sorcery.

Howard tapped his finger on the holographic map, circled the warehouse, and then turned on his communicator.

"Second Platoon, proceed to the marked point and stand by; wait for orders, do not let a single one escape."

Howard had prepared for a long time, naturally not for just one or two batches; he wanted to purge the majority of heretical believers all at once.

Four hours later, his Data Slate was marked with nineteen locations, including factories, noble residences, and guild territories.

Author's Note: I have added an introduction to the members and organizational structure of the Eleventh Legion; if you forget while reading, you can refer back to it. It will be updated continuously.

Additionally, at the end, I have written the requirements for submitting characters. Interested Legion members can design them according to the requirements, and if suitable, they will appear in this book later.
