Chapter 1022: Lord of Oukelan
Rebuild Oukelan!
Ake Man's expression changed; he had already anticipated Lei En's intention, and now hearing Lei En state it aloud still shook his spirit.
The three cities in Albert Bay are Sheng Fang Jige, He Sai, and Oukelan.
Although Oukelan's overall strength is the weakest and its economic power ranks last, it occupies the largest area—nearly half—and has the most people, about three hundred thousand. Sheng Fang Jige controls the sea gate of the Great Wall, so all incoming and outgoing ships give priority to Sheng Fang Jige's dock.
When Bu Lusi was city lord, even a single‑fist Martial Saint, whether in personal strength or his army, could not shake his position in Albert Bay.
Mei Landan Na and Bu Lusi never dared to challenge him.
But with Lei En, the situation is completely reversed.
Today Lei En repeatedly killed the Eternal Chosen, scared off the great enemy, and has already earned the people's respect in Albert Bay; his Extreme Warrior corps displayed terrifying combat power, exterminating countless Demons and destroying the flame tunnel.
It wouldn't be wrong to say Lei En saved Albert Bay, yet he unleashed the "Super Tsunami Technique" to flood Oukelan; even if forced, it was a well‑intentioned misdeed.
Moreover, Lei En is the Empire Consul.
Most Oukelan residents are already Empire citizens; they would certainly welcome the Consul rebuilding the city and becoming Oukelan's city lord.
But what about after that?
Lei En's ambition extends beyond a single Oukelan; even the whole Albert Bay cannot satisfy him… Albert Bay was built single‑handedly by him, with countless years of effort and resources, and he will not hand it over.
Ake Man's eyes flickered, and he gave no response.
If it were someone else making such a request, he would swing his halberd and fork it over, then lash out a Nine‑Ring Storm Whip to crush the opponent's bones to ash, and finally toss them into the sea to feed the fish.
But this person is Lei En!
Even the Eternal Chosen has been repeatedly slain by Lei En; if anyone dares to act, the one who gets crushed will be themselves.
"Boss is asking you, why aren't you answering?"
Bo Er Qi was displeased with Ake Man's attitude toward Lei En; the three dragon heads glared at Ake Man, and dragon might descended.
Ake Man felt angry, coldly glanced at the golden three‑headed dragon, wanted to erupt, but seeing Lei En on the dragon's back, he forced his fury down and said calmly, "Consul, rebuilding Oukelan is inevitable, the matter is crucial; please give me some time to consider. Right now the priority is to sweep out the remaining enemies in the city and treat the wounded residents."
"Fine." Lei En said, "I'll give you half a day."
Ake Man was about to say half a day wasn't enough when he met Lei En's unflinching gaze and felt immense pressure.
He nodded slowly, "Very well."
After speaking, he turned, became a bolt of lightning, descended, entered the city to restrain the Sea Tribe army, and ordered the Sea Lion Guard to restore order.
Lei En watched the Sea King's retreating figure, sneered, "We shall return as well."
Bo Er Qi vibrated his dragon wings and flew to the mountainside of Oukelan; under the awe‑filled gazes of countless city dwellers, he landed at the Thunder Mercenary Corps' base.
"Consul!"
"Lei En."
Lei En touched down, the surrounding mercenaries hurried to greet him; Dao En Suos and Bei La Ke also stepped forward, each with a look of shock— the aerial battle moments ago was a fight none of them had ever seen in their lives, unforgettable forever.
Then they saw A Xi Na; the mercenaries shouted excitedly, "Commander."
Commander A Xi Na was originally a Titan Giant!
A shaft of golden light condensed, revealing Bo Er Qi's human form; he ignored the mercenaries' salute, his face arrogant.
Originally everyone thought this fellow was merely the Consul's lackey; now knowing he is an ancient golden three‑headed dragon who fought the Eternal Chosen's mount without faltering, they consider his lofty demeanor entirely justified.
Lei En smiled in response to the mercenaries.
At this moment, the Thundercast Celestial Soldiers teleported squads of Extreme Warriors back; the Extreme Warriors who had just slain tens of thousands of Demons exuded murderous aura, their Bolt Guns' barrels glowed red, and the Titan engines on their backs emitted excess heat.
The mercenaries were startled by the terrifying presence of the Extreme Warriors and quickly stepped back.
Lei En ordered, "The first regiment stays, the rest return to base."
"Yes, boss!"
The Thundercast Celestial Soldiers opened portal after portal leading to the Star Destroyer hangar outside Albert Bay; the Extreme Warriors swarmed in and soon evacuated most of them.
The remaining first regiment dispersed, taking over the mercenary corps' base.
Meanwhile, aside from Karanos, the other three Star Destroyers left Albert Bay, leaping into the void high above.
From start to finish, no one knew they had ever been there.
"Everyone, disperse."
A Xi Na waved, sending the mercenaries back to their rooms. Dao En Suos and Bei La Ke followed her to the third‑floor reception room, where two towering Extreme Warriors guarded the doorway, motionless as statues; Lei En stood by the window, looking down at Oukelan with a contemplative expression.
"Lei En, are you prepared to take over Oukelan?" A Xi Na asked.
Dao En Suos and Bei La Ke both showed surprise on their faces, exchanged a glance, then remained silent.
"Yes."
Lei En did not hide his purpose, stating calmly, "I hadn't originally thought of this, but such a good opportunity lies before me, naturally I don't want to miss it." His gaze swept over the three, and he smiled, "Will you support me?"
"Of course we support!" Bei La Ke replied loudly.
Dao En Suos also nodded heavily.
A Xi Na naturally wouldn't oppose; Lei En becoming Oukelan's city lord is the best outcome. She was concerned about another reason, and whispered, "Lord Ake Man probably won't agree."
"Then it's beyond his control."
Lei En smiled lightly, "He triggered the tsunami that destroyed Oukelan, so he bears some responsibility for the current situation. Though his intention was good, with a bit of propaganda he becomes the chief culprit of Oukelan's ruin, the enemy the people despise."
The three mercenaries stared at each other; indeed the Empire Consul, the unyielding Lord Ake Man of Albert Bay, was still being toyed with by Lei En.
"But..."
Lei En paused, "Ake Man has contributed to Albert Bay's construction and enjoys high prestige, so we must respect him and not push him too hard. Therefore I don't intend to personally serve as Oukelan's city lord; I lack the time, and the Consul role isn't suitable for a city lord either."
"A Xi Na, are you interested in the position of Oukelan's city lord?"
The Thunder Mercenary Corps was founded recently; though less than ten years old, it has earned a great reputation and enjoys excellent standing in Oukelan.
Moreover, A Xi Na participated in today's battle; with her as city lord, the populace wouldn't oppose, and it could ease the tension with Ake Man.
The female giant shook her head instinctively, "I'm afraid I couldn't fulfill the role."
"It's fine, I'll send people to help you govern the city," Lei En said with a smile. "You don't need to worry about those trivial matters; just appear publicly and wear the title of city lord."
Axi Na was still hesitating.
"Consider it a favor to me," Lei En added.
Hearing Lei En say that, the female giant finally stopped refusing, nodded and said, "Fine!"
"Congratulations, team leader."
Dao En Suosi and Bei La Ke were pleased for her; going from team leader to city lord is something many can only hope for but never attain, a leap to become a top figure wielding massive power, where a single word can affect the lives of hundreds of thousands.
"Would you like to become deputy city lords to share Axi Na's burden?" Lei En asked with a smile.
Bei La Ke was overjoyed and readily replied, "Fine!"
Dao En Suosi hesitated a bit; he was not keen on power, but both friends had agreed, and serving as deputy city lord could help more people, so he finally nodded, "Thank you, Consul, for your trust; I am willing to devote my strength to the people of Oukelan."
"Only the people of Oukelan?" Lei En's expression was playful.
Dao En Suosi's face froze.
Axi Na and Bei La Ke also showed a slight change in their eyes; Lei En almost blatantly exposed his ambition to someday scheme over the entire Albert Bay.
"I was just speaking offhand; don't read too much into it," Lei En said with a smile.
However, the three did not believe him; given Lei En's current strength and position, every word he says carries weight, and no one takes it as a joke.
Lei En spoke seriously, "Axi Na, now is the best time to win the people's hearts and build prestige. Take the Extreme Warriors and immediately subdue the 'Furious Fist Knight Brigade' to prevent these superhumans from taking advantage to cause chaos, arson, and looting. They will be the core of your rule over Oukelan, and then you can rescue the disaster‑stricken citizens. I will have Gotham City dispatch supplies and manpower to support you."
"Understood," Axi Na rose immediately.
"Team leader, we will go with you," Dao En Suosi and Bei La Ke hurriedly followed, calling the mercenaries of the Thunder Mercenary Corps.
The three each led a group of Extreme Warriors and set out into Oukelan.
The fifty Thundercast Celestial Soldiers brought this time had not yet returned, and they also departed with the three, helping to discern loyalty and treachery among people so that ill‑intented individuals would not infiltrate the ranks.
Through the eyes of the Thundercast Celestial Soldiers, Lei En grasped the whole situation.
Axi Na was already highly renowned in Oukelan; after today's battle she gained even more support, and with the deterrence of the Extreme Warriors she smoothly subjugated the Furious Fist Knight Brigade.
That superhuman legion originally numbered six thousand, but after the battle only about three thousand remained.
Axi Na organized them, and within a few hours restored Oukelan's order, with post‑war work proceeding methodically.
Lei En relaxed and became a hands‑off overseer.
Half a day passed in a flash.
At noon, Lei En summoned Axi Na back, leading a squad of Extreme Warriors through a teleportation gate to the city lord's mansion of Saint Fang Jige. A Ke Man's mansion is a fortress built on the shore not far from the Great Wall's exit, and looking up one can see the already destroyed Gotham Bridge.
When the party emerged, the opposite side of the teleportation gate was surrounded by the Sea Lion Guard, who thought another enemy had invaded.
The presence of the Extreme Warriors frightened the Sea Lion Guard away, and then they saw Lei En.
"We have seen the Consul, sir!"
Lei En nodded; a bolt of lightning shot out from the fortress, revealing A Ke Man's figure. His gaze swept over the surrounding Extreme Warriors, his eyelids flickered, and in a deep voice he said, "Welcome, Consul, it is my honor, please come in!"
"Sorry for the intrusion," Lei En replied casually.
A Ke Man led Lei En and Axi Na into the city lord's mansion, passing through a magnificent hall where Sea Lion Guard soldiers were everywhere, yet no members of the Sea Race were in sight.
The Sea Race army had returned to the ocean not long ago.
Entering the luxurious reception room, there was already a guest. She appeared as a human woman in her early thirties, with a mature aura and captivating charm, long emerald‑green hair, and a white magical robe that faintly radiated a powerful life force.
The city lord of He Sai, the "Radiant Queen" Mei Lan Dan Na, an ancient jade dragon disguised as a herdsman.
Mei Lan Dan Na did not take part in the morning Saint Rank battle.
She was entangled by a Chosen Champion, who was a level‑23 Infernal Grand Mage, stronger than her. Their duel had not yet decided a winner when the Eternal Chosen withdrew, and the Infernal Grand Mage fled as well.
"We have seen the Consul," Mei Lan Dan Na rose and bowed, curiously appraising Lei En.
Lei En replied warmly, "Radiant Queen, I have long admired you."
Mei Lan Dan Na's appearance here was unsurprising; as the second power in Albert Bay, A Ke Man would certainly court her, and the two had evidently formed a united front.
"Consul, you know me?" the jade dragon's eyes twinkled, looking surprised at the favor.
Lei En smiled, "My student Reslin once mentioned City Lord Mei Lan Dan Na to me."
"I see," Mei Lan Dan Na realized, then sighed, "I have always awaited Reslin's visit to He Sai, but never had the chance. In just ten years, he has become a Holy Soul Wizard who masters the Ten-ring Spell..."
A Ke Man, hearing her words, finally realized that the mysterious Holy Soul Wizard was Lei En's student, named Reslin.
But now is not the time to discuss this.
"Consul, Team Leader Axi Na, please sit."
Both parties seated, A Ke Man was about to speak but Lei En cut in, gesturing toward Axi Na with an unmistakable tone, "Allow me to introduce my companion Axi Na to the two city lords; she will become the new city lord of Oukelan."
"Consul, is there no room for discussion on this matter?" A Ke Man asked gravely.
Lei En said lightly, "What do you think?"
A Ke Man glanced at Mei Lan Dan Na, then said, "Team Leader Axi Na has lived in Oukelan for many years; she serves as city lord, we have no objection, but..."
"No but."
Lei En cut him off directly, "This is settled then."
Such a domineering manner made both city lords' faces turn sour. They had previously discussed many strategies and negotiation terms, but when faced with Lei En, none could speak up; the disparity in strength and status was too great, making any words useless.
"Additionally," Lei En continued, "while Oukelan is being rebuilt, I plan to erect a Magic Torch Tower in Albert Bay to fend off Demonkin attacks."
The two city lords were overjoyed.
They had long heard of the Magic Torch's effect; it is safer than the Great Wall and covers a larger area.
But before they could express gratitude, Lei En said, "The funding for the tower, originally to be shared by three cities, must now be provided by Saint Fang Jige and He Sai since Oukelan is in ruins; you both have no objections, right?"
