Chapter 1241: Integrating Fengqi Resources (1)

~7 min read 1,302 words

The night is deep.

After finishing her day's work, Huang Xi comes to pick up Yingxin to go home.

"Xiaoxiner, it's time to sleep."

Yingxin pouts.

"Just a little longer..."

Huang Xi shakes her head.

"No, you have to get up early tomorrow. You promised Uncle that you would have breakfast with him."

Yingxin thinks for a moment and nods.

"Alright then."

She jumps down from the sofa and runs over to Yingzhou.

"Uncle, good night."

Yingzhou bends down and kisses her on the forehead.

"Good night, Xiaoxiner."

Yingxin runs over to each Primarch to say goodbye one by one.

"Good night, Brother Luojia."

"Good night, Xiaoxiner."

"Good night, Brother Perturabo."

"Hmph, good... good night."

"Good night, Brother Leman."

"Good night, Xiaoxiner! Tomorrow I'll take you wolf riding!"

After greeting everyone present, Yingxin leaves with Huang Xi.

The other Primarchs also have their own things to attend to; mainly, they do not want to disturb Yingzhou's rest.

Yingzhou returns to his room, and after seeing that the current Xiuluo Holy Star is completely different from before, he makes a secret resolution in his heart.

He must let more Humans enjoy this kind of life.

The next morning, Yingzhou's study.

Yingzhou sits behind his desk with several thick documents spread out in front of him, his brows slightly furrowed.

Luojia sits on a chair to the left of the desk, wearing the ritual robes of the Word Bearers Legion, still holding that string of Psionic Crystal Rosary in his hand, waiting for his father's instructions.

Lu Zhenda stands to the right of the desk, holding a Data Pad in his hands.

In the center of the room, Selina's holographic projection has been activated.

"Everyone is here."

Yingzhou speaks.

"Let's begin."

Luojia nods slightly.

Lu Zhenda activates the Data Pad.

"The surrender of the Feng Qi Xing Alliance is complete."

Yingzhou says.

"But surrender is only the beginning. Next, what we must handle is how to receive, integrate, and utilize this spoils of war."

He pulls up a Holographic Star Map, on which the territory of the Feng Qi Xing Alliance is marked, with thousands of planets and countless resources.

"Luojia, you speak your thoughts first."

Luojia stands up and walks to the star map.

"Father, according to my observations, the planets of the Feng Qi Xing Alliance can be roughly divided into three categories."

His hand sweeps across the star map.

"The first category: planets with environments close to Human habitability standards. There are not many of these planets, accounting for about fifteen percent of the total, but they are the most valuable. They can be directly transformed into Human settlements."

Yingzhou nods.

"The second category: planets with environments unsuitable for Human habitation but rich in resources. These planets are the most numerous, accounting for about sixty percent. They can be used for resource extraction, but require a large amount of labor."

"The third category: planets with harsh environments and no resources. These planets account for about twenty-five percent and have basically no development value. They can be kept as a Huan Chong Qu, or... directly abandoned."

Yingzhou listens, his expression unchanged.

"What is your suggestion for the first category of planets?"

"Father, those planets are currently inhabited by Fengqi. Hundreds of millions of Fengqi."

Yingzhou looks at him.

"So?"

Luojia takes a deep breath.

"I believe they should be relocated. Since those planets are suitable for Human habitation, they should become Human territory. The Fengqi can be moved to other planets to engage in... work suitable for them."

The corners of Yingzhou's mouth lift slightly.

"Luojia, your idea is very good."

Luojia lowers his head.

"I am only following Father's teachings. Humanity first."

"Very good."

Yingzhou turns to Lu Zhenda.

"What do you think?"

Lu Zhenda pushed up his glasses.

"Your Majesty, the suggestion from Luojia is correct in principle. But the execution level requires consideration of more details."

He pulled up another set of data.

"There are a total of two hundred and forty-seven Type I planets, and the population on them is vast. Such a large-scale migration requires a massive number of transport ships, organizational personnel, and time. We cannot complete it overnight."

"And so?"

"So, I suggest proceeding in stages. In the first stage, prioritize the relocation of those Fengqi who pose a direct threat to Humans or hold influence among the indigenous population. In the second stage, gradually relocate the general public. In the third stage, relocate the remaining population."

Yingzhou thought for a few seconds.

"Hmm, that is acceptable."

He looked at Selina.

"Record: Type I planets, Fengqi to be relocated in batches. Prioritize the relocation of threat elements and influential figures. During the relocation process, if any Alien wants to resist, deal with it as quickly as possible, but do not waste time on abuse."

Selina nodded.

"Recorded."

Yingzhou turned to the Type II planets on the star map.

"These resource planets, how should they be handled?"

Lu Zhenda pulled up the data.

"There are a total of two thousand two hundred and thirty-seven Type II planets. The environments of these planets are unsuitable for Humans to live in; some have high radiation, some have toxic atmospheres, and some are extremely cold or extremely hot. Humans cannot work on these planets for long periods."

Yingzhou nodded.

"So, let the Fengqi go."

"Yes."

Lu Zhenda said.

"The Fengqi have a stronger ability to adapt to these environments than Humans. Let them continue to work on these planets, extracting resources to supply our industrial needs."

Luojia frowned slightly.

"Father, will doing this cause a backlash? Letting them work in harsh environments while Humans live on habitable planets..."

Yingzhou looked at him.

"Luojia, do you think they should enjoy the same treatment as us?"

Luojia shook his head.

"No, that is not what I meant. I am just worried that if the disparity in treatment is too great, it might make them less than diligent when extracting resources."

Yingzhou smiled.

"What they can do now is obey. However, your idea is interesting; how about this: among the Type II planets, there are certainly some with environments that are slightly less harsh. Fengqi who perform well will earn the right to work on those few planets."

He stood up and walked to the window.

"Luojia, it is already mercy that we give the Fengqi Alien a way to live. As for treatment? Being able to survive is the best treatment."

"I understand, Father."

Yingzhou turned and looked at Lu Zhenda.

"How should this be arranged specifically?"

Lu Zhenda answered quickly.

"I suggest adopting a 'quota system.' Set a minimum extraction amount for each resource planet, and have the local Fengqi organize production themselves. The portion that meets the quota can be exchanged for basic living supplies. The portion that exceeds the quota can be exchanged for extra supplies or... better treatment."

"And if they fail to meet the quota?"

"Then reduce their living supplies. For those who fail multiple times in a row, we can consider... more severe punishment."

Yingzhou nodded.

"That works. But ensure basic survival. We cannot let them starve or work to death. Dead people cannot work; of course, that is on the condition that they are obedient."

"Understood."

"Also, on these resource planets, there might be some... troublemakers. Those who resist, incite, or organize resistance. How should they be handled?"

Lu Zhenda was in Silence for a second.

"Your Majesty, according to our laws, resisters... die. Only by suppressing them with the most severe means can we make others understand what the price of resistance is."

"You are right. Record: On resource planets, any behavior involving organizing resistance, inciting dissatisfaction, or sabotaging production is to be executed without exception. No trial is needed, no evidence is needed; as long as there is suspicion, deal with it."
