Chapter 1242: Integrating Feng Qi Resources (2)

~6 min read 1,096 words

Yingzhou returned behind the desk and picked up his teacup to take a sip.

"Next, is the issue of law."

He looked at Luojia.

"Luojia, what are your thoughts on Alien laws?"

Luojia thought for a moment.

"Father, I believe we should formulate a specialized Alien Code, rather than applying the same laws to both Aliens and Humans."

"Why?"

"Because Aliens and Humans are different."

Luojia said.

"Humans are our kin, our family. Aliens are merely... tools. Tools do not need to enjoy the same rights as their masters."

Yingzhou nodded.

"Continue."

"The Alien Code should clearly define several basic principles."

Luojia began to list them.

"First, Aliens have no human rights. They may survive and work, but they cannot enjoy the same political rights as Humans."

"Second, Aliens must not hold any public office. They cannot enter the government, the military, or any decision-making body."

"Third, Aliens must not possess weapons. Any Alien found holding a weapon shall be treated as a rebel and executed on the spot."

"Fourth, Aliens must not intermarry with Humans. This would lead to a mixing of bloodlines and weaken the purity of Humans."

"Fifth, Aliens must not receive the same education as Humans. They only need to learn basic skills to complete their assigned work."

Yingzhou listened, his expression unchanging.

Lu Zhenda recorded quickly on the side.

After Luojia finished, Yingzhou nodded.

"This is necessary. We are Human, they are Alien. We rule them, they obey us."

Yingzhou turned to Lu Zhenda.

"What do you think?"

Lu Zhenda pushed up his glasses.

"Your Majesty, Lord Luojia's suggestions are correct in principle. But the execution level requires more careful consideration."

"How so?"

"For example, the clause 'Aliens must not hold any public office.' Now that the Fengqi Star Alliance has just surrendered, we still need some Aliens familiar with local conditions to assist in management. If we exclude them entirely, our administrative efficiency will be greatly reduced."

Yingzhou raised an eyebrow.

"You mean to keep some on temporarily?"

"Yes."

Lu Zhenda said.

"We can set a 'transition period.' During the transition period, some Aliens are allowed to continue in their original positions, but under our supervision. After the transition period ends, they will be gradually replaced by Humans."

Yingzhou thought for a moment.

"Very well. Record this: Aliens must not hold public office, but may be retained at discretion during the transition period. After the transition period ends, replace them all."

Selina nodded.

"Recorded."

After discussing the legal issues, Yingzhou turned to the star map.

"Next, is the issue of territorial reception."

He pointed to the territory of the Fengqi Star Alliance.

"These star systems, these planets, are now nominally ours. But nominal possession and actual control are two different things. We need to send people to receive them, to occupy them, and to establish rule."

Lu Zhenda pulled up a list.

"Your Majesty, I have already drafted a preliminary reception plan."

Yingzhou took the Data Pad and browsed it quickly.

"Garrisons, Administrators, tax officials, Judges... you have considered it very comprehensively."

"Thank you for the praise, Your Majesty."

Lu Zhenda bowed slightly.

"But I believe the most important thing is the garrison. Without an army, everything else is just empty talk."

Yingzhou nodded.

"You are right. The army is the foundation of rule."

He looked at Luojia.

"Luojia, which legions do you think should be sent to garrison?"

Luojia thought for a moment.

"Father, I suggest having Astra Militarum garrisons defend every planet, and for every few dozen planets, have one planet garrisoned by an Interstellar Warrior Squad."

Yingzhou listened, the corners of his mouth lifting slightly.

"Luojia, a good proposal."

Luojia lowered his head.

"I am only trying my best to share Father's burdens."

"Very good."

Yingzhou turned to Lu Zhenda.

"What is your opinion?"

Lu Zhenda pushed up his glasses.

"Your Majesty, Lord Luojia's suggestion is very comprehensive. But I believe one more factor needs to be considered: rotation."

"Rotation?"

"Yes."

Lu Zhenda said.

"Rotate once every three to five years. This will ensure that each legion is familiar with every region."

Yingzhou fell into Silence for a few seconds.

Then he nodded.

"You are right. Record this: garrison rotation will be regular, once every five years."

Selina nodded.

After finishing the discussion on territory acquisition, Yingzhou looked at other regions on the star map.

"Finally, there is the issue of the surrounding powers."

He pointed to several regions marked with different colors.

"Canaan Star Alliance, Ash Star Alliance, Daikong Star Alliance... what is their attitude toward us?"

Lu Zhenda pulled up the intelligence summary.

"Your Majesty, according to the latest intelligence, the Canaan Star Alliance and the Ash Star Alliance are conducting high-level contacts. They seem to want to reach some kind of consensus."

Yingzhou raised an eyebrow.

"What kind of consensus?"

"It is currently unclear. But according to our analysis, it is very likely they are discussing how to deal with us. After all, we just wiped out the Fengqi Star Alliance; they cannot be indifferent."

"What about the Daikong Star Alliance?"

"The Daikong Star Alliance has already signed a Non-Aggression Treaty with us. But they are also watching from the sidelines. If Canaan and Ashes take action against us, they might reconsider their position."

Yingzhou sneered.

"Fence-sitters."

Luojia spoke up.

"Father, I believe we should take the initiative."

"How so?"

"Send envoys to Canaan and Ashes to clearly tell them our bottom line. If they do not agree, the Fengqi Star Alliance will be their fate."

Yingzhou thought for a moment.

"Do you think they will accept?"

Luojia shook his head.

"Probably not. At least the Ash Star Alliance won't. They are too proud and too impulsive to easily accept our conditions.

But at the very least, we can make our position clear. If they resist later, we will have a reason to take action."

Yingzhou looked at Lu Zhenda.

"What is your opinion?"

Lu Zhenda pushed up his glasses.

"Your Majesty, I believe Lord Luojia's suggestion is feasible, but it needs to be paired with military pressure."

"Military pressure?"

"Yes. We can move a portion of the fleet to the border. Let them see our strength and let them understand the cost of resistance. That way, they will be more willing to accept our conditions."

Yingzhou fell into Silence for a few seconds.

Then he nodded.

"Good. Let's do it. Luojia, you are responsible for drafting the documents for Canaan and Ashes. Lu Zhenda, you are responsible for coordinating the military exercises. Selina, record the entire process."

"Yes."

The three responded in unison.
