Chapter 951: Decision

Command Center of the Sky Dome Docking Area, Xiuluo Holy Star.

Yingzhou scanned the information from the Daikong Star Alliance, then browsed the intelligence report attached by Horus, and said to Selina beside him.

"Summon the Primarchs still on Xiuluo Holy; it is time to discuss our diplomatic policy in this new star region."

Not long after, five Primarchs arrived at the Conference Hall one after another.

"Where is Perturabo?"

Dorn asked after looking around.

Selina replied calmly.

"He indicated that he has no interest in such discussions and is currently focused on the public infrastructure construction on Xiuluo Holy."

Yingzhou waited until all the Primarchs were seated before he began to speak.

"Horus has sent word that an Alien civilization named the Daikong Star Alliance wishes to establish diplomatic relations with us and has requested the release of their detained delegation."

As he spoke, Yingzhou brought up the star map, and the territory of the Daikong Star Alliance was displayed.

"According to intelligence, this is a technologically advanced civilization with vast territory, slightly more powerful than the Feng Qi Xing Alliance we are currently at war with."

Ferrus spoke first.

"Aliens are not to be trusted, Father."

Rogal Dorn nodded in agreement.

"Ferrus is right. We already have enough strength to deal with two Alien civilizations simultaneously."

Vulkan's deep voice rang out.

"I disagree; war is not the only option. If conflict can be avoided through diplomatic means, why must we let more warriors sacrifice themselves?"

Guilliman brought up the strategic resource allocation chart.

"Look at these data. In just one month, we have already occupied seventy percent of the Seventh Star Sector of the Feng Qi Xing Alliance, but this is only the tip of the iceberg of their territory. To completely 'liberate' this Star Alliance, we need to invest massive resources."

Guilliman zoomed in on the chart, showing various data on fleet supplies, troop deployment, and the management of occupied areas.

"If we go to war with the Daikong Star Alliance at this time, we will face a two-front war. Even if we win in the end, it will greatly delay the progress of the liberation."

Angron added.

"Brother Guilliman is right. Every world we occupy now requires garrisoning and management. The front lines are stretched too thin, and the logistical pressure is already high—mainly because Brother Horus and the others are too effective, while currently only Xiuluo Holy Star is responsible for logistics; it is unrealistic for other planets to provide logistical support in such a short time."

A flash of light passed through Magnus's pupils.

"Intelligence obtained from the Alien Aolana shows that the Daikong Star Alliance's technology is quite advanced. Rashly going to war with them might affect the progress of liberating the Feng Qi Xing Alliance."

Ferrus shook his head: "It is precisely because they are powerful that they should be eliminated as soon as possible! Waiting will only make them harder to deal with."

Dorn tapped the table, emphasizing his point.

"The strength of Xiuluo Holy is sufficient to handle any challenge. Showing weakness will only invite more aggression."

Guilliman retorted.

"This is not showing weakness; it is a strategic consideration! We can first establish preliminary diplomatic relations with the Daikong Star Alliance and focus our energy on digesting the occupied Feng Qi Xing Region. Once we have full control over these areas, we will decide on the next step."

Vulkan supported Guilliman.

"Countless lives have been able to return to the Human family because of our Great Crusade. Unnecessary war will only bring unnecessary death."

Angron brought up the report on the occupied areas.

"Look at these data. Our rule in the Seventh Star Sector has only just begun, and Brother Luojia even wants me to go over and help him. Diverting energy to open up a new battlefield is not the best choice at present."

The Primarchs held their own opinions, and no one could convince the other.

Ferrus and Dorn insisted that any Alien contact should be met with force; while Guilliman, Vulkan, and Angron advocated for diplomatic strategy to set a signal for other interstellar powers.

The Xiuluo Holy Star Alliance must have a just cause for its expeditions and would not engage in meaningless slaughter.

Yingzhou listened to the Primarchs' argument without interrupting.

When the voices of the Primarchs' argument grew quieter, Yingzhou spoke up.

"Guilliman is right. The goal of the Great Crusade is to bring all Human worlds back to unity, not to go to war with every Alien civilization."

Yingzhou stood up and continued.

"The achievements we have made in just one month are astonishing. Horus, Sanguinius, Jaghatai, Corax, Lion, and Mortarion—the fleets they lead have already liberated dozens of Human worlds, including some humanoid worlds."

Yingzhou brought up the expedition progress chart, which showed the recovered planets and the areas awaiting liberation.

"However, the cause of liberating all of humanity cannot be rushed. We need to consolidate the results we have achieved and ensure that every liberated world can truly integrate into the Xiuluo Holy Star Alliance. The Shadow Star liberated by Corax is a good example; although the creatures there are also Aliens, they have already expressed an attitude of contributing to the cause of liberating all of humanity, so we must let them play their part."

Yingzhou looked at Ferrus and Dorn.

"I understand your vigilance against Aliens and admire your determination to defend the purity of humanity. However, our strategy needs to consider more."

Then Yingzhou's gaze turned to Guilliman, Vulkan, and Angron.

"You see a longer-term picture. Ruling is not just about conquest, but about management and integration."

Yingzhou clapped his hands and said.

"We will respond to the diplomatic overtures of the Daikong Star Alliance. Angron will be responsible for the initial contact with the Daikong Star Alliance."

"Angron, you understand the cost of war and the responsibility of ruling. For this diplomatic mission, you are the right candidate."

Angron pondered for a moment, then nodded and replied, "I will complete this mission, Father."

Yingzhou turned to the other Primarchs.

"At the same time, other expedition fleets will continue their missions. We must consolidate our rule in the Seventh Star Sector while preparing to advance into other areas of the Feng Qi Xing Alliance.

Remember, liberation is not just military liberation; it is a great cause of Human revival. We need to guide it with wisdom and foresight."

After the meeting ended, the Primarchs left one by one, and Angron was kept behind by Yingzhou.

Yingzhou handed Angron a Data Pad.

"Study all the intelligence regarding the Daikong Star Alliance. Understand their culture, their values, and their possible demands."

"Then what is our bottom line?"

"The liberation of the Human world is not open to negotiation; any act that hinders Human unification leaves no room for discussion. But beyond that... you may handle things flexibly."

Angron nodded: "I will convey the power and determination of the Xiuluo Holy Star, while also demonstrating our rationality and openness."

"Precisely so. Now go, prepare your delegation. Selina will provide you with all necessary support."

After Angron left, Yingzhou stood alone before the star map, looking at the star region already covered by the flags of the Xiuluo Holy Star Alliance, as well as those unexplored areas in the distance.

The road to liberating all of humanity is longer and more arduous than unification, and every step requires careful consideration.

"Ah, so tired... I will do my best..."
