Chapter 950: The Request of the Daikong Star Alliance (2)
Commissioner Kewake raised his hand to stop the argument.
"Everyone, let us make decisions based on facts. Zuola, what judgment did Aolana make in her report regarding the nature of this civilization?"
Zuola pulled up the key parts of the report.
"Ms. Aolana believes that this civilization displays strong expansionist and xenophobic tendencies. They claim to represent the 'Xiuluo Holy Star Alliance' and refer to all non-human intelligent life as 'Aliens.' Judging by their words and actions, they seem to believe they have the right to rule the entire star sea."
"Arrogant!"
Serafen scoffed.
"But powerful," Tailanisi added, "arrogance and power often coexist."
Vitas leaned forward: "This precisely illustrates the need for diplomatic contact. Every emerging civilization goes through a... period of inflated self-perception. Through appropriate diplomatic guidance, we can help them view interstellar society more rationally."
"Or they could be a more potent potential ally than the Feng Qi Xing Alliance," another commissioner said in a low voice.
Serafen turned to retort: "Forming an alliance with such an unpredictable force? You are playing with fire!"
"And going to war directly is self-immolation!"
Vitas countered.
Commissioner Kewake pondered for a long time before speaking.
"I believe Commissioner Vitas is right; diplomacy should be the first choice."
Serafen wanted to retort, but Kewake raised his hand to stop him.
"But this does not mean we abandon military preparations. General Serafen, I require you to immediately formulate an emergency defense plan targeting this new force, while simultaneously evaluating the possibility of joint operations with the Feng Qi Xing Alliance."
"Understood, Commissioner."
"Commissioner Vitas, you will be responsible for organizing a diplomatic mission, preparing for initial contact with the 'Xiuluo Holy Star Alliance.' But remember, do not depart until you have received further authorization from the committee."
Vitas nodded: "I will begin preparations immediately."
Kewake turned to the scientific representative: "Doctor Tailanisi, I want you to organize a team of experts to delve into all the technical data Aolana transmitted back. Analyze this civilization's technological level, potential technical weaknesses, and areas we can exploit."
"We have already begun doing so, Commissioner."
Finally, Kewake said to the Minister of Intelligence: "Zuola, utilize every available intelligence network to collect all information regarding this 'Xiuluo Holy Star Alliance.' I want to know their origins, their social structure, their leadership... everything."
"Deep analysis is already underway, Commissioner."
Kewake looked around at the commissioners, his expression serious.
"Everyone, we may be facing one of the most important diplomatic decisions in the history of the Daikong Star Alliance. One mishandled step could trigger a chain reaction that changes the balance of power in the entire known star sector."
Kewake pulled up the complete star sector map, marked with the ranges of each major power.
"The Feng Qi Xing Alliance is to the north, the Ash Star Alliance is north of the Feng Qi Xing Alliance, the Canaan Star Alliance is to the southwest of the Feng Qi Xing Alliance, and now there is this 'Xiuluo Holy Star Alliance' to the southeast of the Feng Qi Xing Alliance. The Feng Qi Xing Alliance now has a tendency to be surrounded by various forces."
General Serafen said in a low voice.
"It is like playing a game of multidimensional star sector chess, and suddenly there is another player."
"And this new player does not seem to follow the established rules."
Vitas added.
Kewake nodded.
"Precisely because of this, we must be cautious. On one hand, we cannot appear weak, as that would invite aggression; on the other hand, we cannot be overly aggressive, as that could trigger unnecessary conflict."
After the meeting ended, the projections of the commissioners disappeared one by one, leaving only Kewake standing alone before the star map.
He pulled up the final image transmitted back by Aolana, watching those Space Marines advancing steadily within the Starport.
"Who exactly are you? What do you want?"
In the following days, Commissioner Vitas organized a team composed of senior diplomats and experts on interstellar civilizations, beginning to formulate a contact plan with the Xiuluo Holy Star Alliance.
General Serafen's Ministry of Defense formulated three different military response plans: from limited joint Punishment Operations to full-scale war plans.
Doctor Tailanisi of the Academy of Sciences personally reported to Kewake:
"Commissioner, we have conducted a deep analysis of the intelligence transmitted back by Aolana. The propulsion systems and weapon technologies of the Xiuluo Holy Star Alliance are based on physical principles completely unfamiliar to us. These technologies display astonishing... consistency."
"Consistency?"
Kewake asked.
Tailanisi pulled up a comparison chart.
"Yes, usually, a civilization's technological development displays diverse characteristics, with differences in technical levels across various fields. But all the technologies of this Xiuluo Holy Star Alliance, from ship propulsion to weapon systems, and even their Power Armor, almost seem as if... they obtained a complete technological system overnight."
Kewake frowned: "What do you mean?"
"I am not sure, Commissioner. But this is very unusual. Usually, technological development is a gradual process that leaves a clear evolutionary trajectory. But the technology of the Xiuluo Holy Star Alliance... seems completely mature, with no history of development."
A week later, all parties were ready.
Kewake convened the Supreme Diplomatic Committee once again.
Vitas reported first.
"The diplomatic mission is ready, and we can depart at any time. I suggest first sending an encrypted message indicating our willingness to negotiate regarding the detention of the mission, while also expressing our desire to establish formal diplomatic relations."
Serafen reported next: "The Ministry of Defense has completed the emergency plan. If diplomacy fails, we can mobilize two Capital Ship fleets to head to that region to form a joint deterrent with the Feng Qi Xing Alliance."
Kewake nodded in agreement.
"Send the message to the Xiuluo Holy Star Alliance, but do not dispatch the mission immediately. Let us see their reaction first."
Kewake turned to Vitas: "The wording must be cautious, leaving room for dialogue."
Then Kewake said to Serafen.
"Have the fleets ready, but do not act rashly. Until we obtain more intelligence, I do not want any provocative actions."
"Understood, Commissioner."
Fengrao Starport, occupied by the Xiuluo Holy Star Alliance.
Horus looked at the communication request from the Daikong Star Alliance, raised an eyebrow, and said to Luoke beside him.
"They learn quickly; from Aolana, they have already learned enough information to know that direct confrontation is not a wise move."
Luoke browsed through the communication content.
"They are requesting the release of the delegation and have expressed a desire to establish formal diplomatic relations. A request? I had thought they would forcefully demand that we release the delegation."
Horus shook his head slightly and said to Luoke.
"How could that be? Since they already know some information about us, how could they do such a brainless thing directly? After all, we are not currently at war with them. If diplomacy were meant to create enemies, then this Alien force would have long since vanished."
As he spoke, Horus stood up, walked to the observation window, and continued.
"Moreover, this is not a matter I can decide alone. Forward this communication to Father, along with all the intelligence we have gathered regarding the Daikong Star Alliance. Let him and the brothers still at Xiuluosheng decide."
"Yes! Father."
