Chapter 241: Turning Bad Luck into Good Luck

On November 15, Yingjiang Municipal Party Secretary Li Mingzhou convened a meeting of the five-person group.

After finishing the previous topics, Li Mingzhou said, "The Director of the Transportation Bureau will reach the age limit next month. I suggest that Comrade Chen Xuyang, Deputy Secretary-General of the Municipal Party Committee, go over to serve as the Party Group Secretary first."

Li Mingzhou had communicated this matter with the Mayor, so Sun Weidong was the first to agree, and other comrades naturally had no opinions, and it was passed unanimously.

Unexpectedly, Li Mingzhou continued, "In this way, the position of Deputy Secretary-General of the Municipal Party Committee is vacant. I suggest that Comrade Lu Fan, Deputy County Chief of Ningyang County, serve!"

"Lu Fan?" Sun Weidong asked in confusion, "The Discipline Inspection Committee just investigated this comrade. Is it inappropriate to use him in such an important position? Personally, I feel that it is better to handle it coldly for a period of time."

This time it was not Li Mingzhou who went out, Wu Xiaohua went up directly and said, "Mayor Sun, according to the investigation and verification by the Discipline Inspection Committee, the report about Lu Fan is malicious reporting by someone fabricating the disciplinary and legal violations of Comrade Lu Fan by means of creating something out of nothing, framing, distorting facts, and making a fuss! I am going to Chang'an today, and I plan to have the provincial and municipal discipline inspection committees issue a joint announcement to clarify the facts!"

Li Mingzhou said righteously, "The purpose of power supervision is to ensure the correct exercise of public power and better promote leading cadres to perform their duties and start businesses."

"Since the report on Lu Fan has been investigated clearly, it must be resolutely ended and clarified! We want to set an example through Lu Fan, entrust him with important tasks, reduce the psychological pressure on cadres who have been framed, and let them be able to raise their heads, put down their burdens, and continue to work hard!"

"Only in this way can we support the righteous and eliminate the evil, clarify the turbid and raise the clear, establish a clear orientation of taking responsibility for those who take responsibility, and good cadres will naturally be free from trouble and strive to pursue their dreams, condensing the powerful positive energy of starting a business!"

Once this was said, everyone shut up! You must know that Li Mingzhou is a member of the Provincial Party Committee. Once he makes up his mind to do something, even the Mayor dare not talk nonsense. What's more, the position to be arranged is the Deputy Secretary-General of the Municipal Party Committee, and others don't even have the right to suggest.

Deputy Secretary of the Municipal Party Committee Guo Zhitao agreed without saying a word. He was just asked from the province by Li Mingzhou, and his mind was very clear.

Organization Department Head Zhang Rongqiu and Discipline Inspection Committee Secretary Wu Xiaohua also supported Li Mingzhou's opinion without hesitation, and Mayor Sun Weidong naturally had to raise both hands in favor.

Just like that, Lu Fan's new position was determined!

This time, the Organization Department's actions were quite fast, and the document was prepared on the 16th and reported to the Provincial Organization Department for approval.

On the 17th, the Standing Committee of the Municipal Party Committee was convened.

However, this meeting caused a huge uproar because of one person's appointment—Lu Fan was appointed as Deputy Secretary-General of the Yingjiang Municipal Party Committee (Deputy Division Level)!

This news was like a heavy bomb, quickly causing a huge shock in the officialdom of Yingjiang City! Compared with the repercussions caused when he served as Deputy County Chief before, this impact was even more intense!

Especially in Ningyang County, the leading cadres of the whole county were simply dumbfounded. They never expected that this Deputy County Chief who had just been investigated by the Discipline Inspection Committee would fly directly to the Municipal Party Committee like taking a helicopter and serve as Deputy Secretary-General!

This dramatic turn of events was unexpected by everyone, and everyone fell into shock and confusion. They couldn't help but start thinking: what kind of mystery is hidden behind this? How did Lu Fan achieve such an amazing leap in such a short time?

You must know that if you serve as Deputy Secretary-General of the Municipal Party Committee for two years, promotion to the Zhengxian level is a sure thing, and then you will be sent down to be the County Party Committee Secretary or the top leader of a municipal department. And being able to be with the main leaders day and night, the gold content is quite high!

County Chief Bian Jide saw the document and was beaming with joy. He immediately called Lu Fan and asked him to roll to the county government!

On the contrary, County Party Committee Secretary Hu Chengwei looked at the document with worry. He was worried that the rotten things he had done would be exposed. Anyone with a discerning eye could see that he was an accomplice in investigating Lu Fan. Now the most hoped for is that Provincial Governor Duan and Provincial Governor Le will fulfill their promises and transfer him to the Provincial Government to work.

Fortunately, Duan Pengfei and Le Xueren were not people who crossed the river and tore down the bridge. The two jointly suggested to Provincial Governor Liu Congfeng that they wanted to transfer Ningyang County Party Committee Secretary Hu Chengwei to serve Le Xueren as Deputy Secretary-General of the Provincial Government.

Liu Congfeng respected the opinions of the two deputies and communicated with Secretary Li Mingzhou by phone personally.

Unexpectedly, this personnel adjustment was directly vetoed by Li Mingzhou, stating that Ningyang has been in a critical period of development for the past two years and cannot leave excellent cadres like Hu Chengwei for the time being. Hu Chengwei's adjustment was temporarily bubbled!

After Lu Fan knew his new position, he was also unexpected and ecstatic! It can be said that the Deputy Secretary-General of the Municipal Party Committee is the ceiling of the Deputy Division Level position in Yingjiang City!

When Lu Fan appeared at the county government, as long as it was someone he knew, they all took the initiative to say hello and congratulate County Chief Lu on his promotion!

Lu Fan could only respond with a smile and hurried to County Chief Bian Jide's office.

After Lu Fan knew his new position, a surge of unspeakable joy and excitement surged in his heart! He never dreamed that he could serve in such an important position—Deputy Secretary-General of the Municipal Party Committee! This position is simply the peak of the Deputy Division Level position in Yingjiang City!

The moment Lu Fan stepped into the county government, everyone who knew him rushed up, their faces beaming with sincere smiles, congratulating him.

"County Chief Lu, congratulations on your promotion!"

"It's really great, County Chief Lu, please take care of us in the future!"

"County Chief Lu, come back and see us often!"

"No matter what, we must get together!"

Blessings and greetings came one after another. Facing everyone's enthusiasm, Lu Fan responded with a smile, constantly saying scene words.

Walking and stopping all the way, Lu Fan finally came to the County Chief's office.

Bian Jide said with a full face of smiles, "Secretary-General Lu, please take care of us in the future!"

"County Chief, don't make fun of me!"

Bian Jide laughed loudly, "This big reversal simply stunned me! If it develops like this, I guess you will surpass me in a few years!"

Lu Fan said sincerely, "County Chief, without your careful cultivation, how could I be where I am today! You will always be my most respected old leader!" What flowed out in the words was thick respect and gratitude!

Bian Jide sighed, "Lose at the east corner, gain at the west corner! Lu Fan, smooth sailing is not growth, going against the current is life. Change means progress and opportunity, breaking and then standing can turn bad luck into good luck! I wish you more and more smooth, the road wider and wider, reborn, and a bright future!"

After chatting for a while, Bian Jide asked, "Do you have any unfinished wishes in Ningyang? Or anything to explain?"

Lu Fan thought for a while and said, "Du Wenlong of the Discipline Inspection Committee is going to the Municipal Discipline Inspection Committee. Can you discuss with Secretary Hu and let him go with Zhengke?"

Bian Jide nodded and said, "This is a good thing, and he is going to the Municipal Discipline Inspection Committee. This Zhengke does not occupy Ningyang's quota. Secretary Hu has no reason not to give it. Leave it to me! Anything else?"

"Yang Minghao of the Political and Legal Committee, Liu Jin Zhu of the Public Security Bureau, and Xia Li of our government office, please pay attention to their growth. There is nothing else!"

"Well, don't worry, I will speak if I have a chance! As for work, hand over your stall to Chen Muxue first, and I will adjust the division of labor later."

"Okay, County Chief, I have to hand over, and I have to report to the Municipal Party Committee in the afternoon."

Then, Lu Fan called Chen Muxue to his office, pointed to a pile of documents and said, "Just these jobs, if there is anything you don't understand, you can call me directly, or ask Xia Li, he basically knows everything."

Chen Muxue laughed, "I was worried about you a few days ago, now I want to congratulate you on your promotion!"

"Deputy Division to Deputy Division, not a promotion!"

"Don't sell well after getting cheap, can the gold content be the same? Tell you something, your brother's matter should be no problem. The oilfield company is estimated to recruit people at the end of the year. Let him sign up normally."

Lu Fangu said happily, "County Chief Chen, you really solved my urgent need. How should I thank you?"

"We are all our own people, this is seeing outside, maybe one day I will ask you!"

"I'm afraid I don't have that ability, but as long as I can do it, you can say hello at any time!"

At this time, Lu Fan's office was surrounded by people. Chen Muxue said, "I won't disturb you first. You can't be out of touch after you leave. You must come and go often!"

Lu Fan laughed, "As long as Section Chief Shi Hao is not jealous, I will definitely have no problem! Let's say it first, I must drink the wedding wine!"

"Don't worry, I will send you the invitation first."

After Chen Muxue left, the people from the Education Bureau poured in, enthusiastically congratulating Lu Fangu on his promotion.

For a full hour, Lu Fan spent all his time in various flattery and sycophancy, his face almost stiff from smiling.

By noon, Lu Fan went to the Ningyang Hotel, and the brothers booked a private room to see him off.

Lu Fan himself never expected that a "Shuanggui" would become a major turning point in his official career! It is really blessings and misfortunes are intertwined!

Ningyang, the place where I was born and raised, goodbye! I am going to spread my wings and fly, looking for a higher and farther sky!

Lu Fan didn't expect that the first person to call him was the new Municipal Transportation Bureau Director Chen Xuyang, and Lu Fan took his place.

"Lu Fan, I am Chen Xuyang!"

Lu Fan said with a smile, "Hello Director Chen, congratulations!"

Chen Xuyang said, "Congratulations too! We must sit down when we have time and communicate well!" How could he not know why he could go to the key department of the Transportation Bureau as the top leader? It was because Lu Fan pushed him from behind!

"Then I will wait for Director Chen's call at any time, and I happen to ask you for advice!"

Just hung up the phone, before he had time to put down the phone, it started ringing again. Lu Fan's phone directly became a hotline, and many classmates, friends, and colleagues called one after another to celebrate Lu Fangu's promotion.

After this disaster, Lu Fan became more mature and understood a sentence better: It is easy to add flowers to the brocade, but difficult to send charcoal in the snow!

Life, like drinking water, knows the cold and warm! ===== CHAPTER 242 =====
