Chapter 1471: The First Criminal Wolf on Blue Star
Make a call—she had to call Her Majesty!
After wiping out the intruder squad, Xia Qing glared furiously at the evolved wolf in front of her, which had two big paws stretched out, with only one thought in her head:
She didn't want to talk to this shameless, smoke-trailing evolved wolf; she wanted to complain to the Northern Wolf King and have it deal with this shameless bastard!
Angry as she was, Xia Qing couldn't disturb the head wolf—who might already be pregnant—just because of the broken-waist incident.
She holstered her sniper rifle and pressed down the broken-waist wolf's paws.
All yours? Impossible. You can stretch out two big paws and spread ten toes, and it's still impossible!
She and the broken-waist wolf were allies; they couldn't fight each other to the death over profit, or argue until the sky fell and the earth cracked. So Xia Qing decided to pick up the legal weapon and defend her rights.
"This human sniper came armed and ambushed me on my return route at the second peak of Mountain Fifty. By reasonable judgment, he intended to kill me, so he violated the Code and became my prey."
Xia Qing laid out the cause first, then the current situation. "To catch him, I invited two humans and one tamed bird to form a team, drew up a complete combat plan, and the plan went smoothly…"
The broken-waist wolf tried hard to move its left foreleg, failed to break free of Xia Qing's paw, and could only keep listening to her nagging.
"…I've already raised my weapon; one more squeeze of the trigger and the mission would be complete!" One more squeeze—just one more!
The broken-waist wolf broke free of Xia Qing's paw and scratched a standard Blue Star common character into the snow:
Lord
"You mean: you're the lord of this place?"
The broken-waist wolf tilted its head, revealing its cute, snow-white little fang tips.
With points on the line, Xia Qing could resist even a beauty trap—how could she possibly fall for a handsome-wolf trap?
She pulled out the paper version of the *Blue Star Lord Code*, flipped to page six, and shoved it in front of this shameless wolf.
"Wrong! According to the third clause of the second paragraph of Article Two of the *Blue Star Lord Code* we drafted last month, the second peak of Mountain Fifty-two doesn't belong to the Northern Wolf Pack's territory—it's a public hunting zone. So this human didn't invade the outer territory of the Northern Wolf Pack, and Article One of the Code doesn't apply."
This past November, the human-wolf research group—which included Zhang San, Zhang Song, Xia Qing, the Northern Wolf King, Broken-Waist, and the former Southern Wolf King, Fourth—held four long video conferences in total, and together drafted the general provisions and three articles of the *Blue Star Lord Code*.
The general provisions contain eight articles, clearly stipulating the purpose of this legislation, the definition of a lord, the basic principles lords must abide by, the sovereignty and boundaries of lords, the effectiveness and enforcement of the Code, and the ownership of the final right of interpretation of this law.
Article One of the Code defines illegal intrusion and its sanctions; Article Two defines public hunting zones; Article Three covers public hunting zone order and punishment.
The broken-waist wolf suddenly leapt out, killed Xia Qing's prey with two paw strikes, and claimed all the prey's supplies should belong to it—based on Article One of the Code. Xia Qing believed the sniper's supplies should belong to her—based on Article Two.
Xia Qing wasn't a brain-domain evolver, but that didn't make her a fool. She had every clause of the Code memorized, and the broken-waist wolf wouldn't pry a single point from her.
"'A public hunting zone refers to an area not under any lord's exclusive sovereignty, where lords who possess the corresponding qualifications may lawfully gather resources and hunt. Here, look—Article Two of the Code, "Definition of Public Hunting Zones," paragraph two, clause three, stipulates: an area where more than half of the adjacent lords jointly sign an agreement, voluntarily designating a portion of their adjoining borderland as a co-managed zone, and announce it to all lords.'"
After reading this clause, Xia Qing flipped to Appendix 1 behind the Code's main text—"Agreement on the Establishment of the Northern Evolution Forest Public Hunting Zone"—and kept reading:
"The Human Northern Zone One Lord Alliance and the Northern Wolf Pack jointly signed an agreement designating the first and second peaks of Mountain Fifty and the first and second peaks of Mountain Fifty-one as public hunting zones. See?"
Xia Qing pointed at the bright red plum-blossom paw print on the agreement belonging to the Northern Wolf Pack's lord, and continued her calm output. "This paw print, the most beautiful and majestic evolved-wolf paw print on all of Blue Star, was pressed down by Her Majesty herself."
Mountain Fifty used to belong to the Northern Bear Group. Later, people from Fierce Fire and Territory Two fought the greedy bear stationed here. The wounded greedy bear and another bear returned to Mountain Sixty-one, and the area was left without a lord.
Later still, Xia Qing and the Fierce Fire Hunting Team fought again on Mountain Fifty, causing parts of the third and second peaks to be polluted by poison gas. Humans moved into the third peak of Mountain Fifty and began treating the pollution.
From then on, Mountain Fifty took on this layout: the fourth peak, guarded by the wolf pack and rich in prey; the third peak, severely polluted and jointly guarded by humans and Northern Wolf Pack members—the weasel family; and the first and second peaks, ecologically damaged, adjacent to human territory, and lordless.
So, after the human research group drafted these two articles of the Code on public hunting zones, at Xia Qing's proposal and with everyone's agreement, the first and second peaks of Mountain Fifty were designated as public hunting zones, where both humans and the wolf pack could legally hunt.
The broken-waist wolf had even participated in the vote on this matter—it couldn't possibly not remember.
This guy stared at the paw print for a while, then raised its own big paw, looked at the paw print it had left in the snow, and lifted its head to show Xia Qing its little fang tips.
"Right, Broken-Waist's paw print is just like Her Majesty's—both are the most beautiful on all of Blue Star."
Xia Qing nodded, kept pointing at Her Majesty's paw print, and pressed on. "Broken-Waist, do you admit that this place—the second peak of Mountain Fifty—belongs to the public hunting zone?"
The broken-waist wolf closed its mouth and thought seriously for over ten seconds, then gave a single nod of its fuzzy big head.
Good that it admitted it. Now it was time to let this idol's top disciple, Iron Rooster's revered teacher—little Broken—know what crime it had committed.
Xia Qing flipped back through the Code and kept reading. "Article Three of the Code, 'Public Hunting Zone Order and Punishment,' paragraph one, clause two, stipulates: forcibly robbing another lord of prey they have already successfully captured or are about to capture constitutes the crime of hunting interference."
After reading, Xia Qing solemnly announced:
"Broken-Waist, you are the first criminal wolf on our Blue Star to violate the *Blue Star Lord Code*. You'll definitely be recorded in Blue Star's evolution history and become a negative example."
In a situation like today, if the broken-waist wolf weren't a sentient being, jungle law would apply: Xia Qing would either give up and flee, or fight the poaching wolf for the supplies—winner takes the supplies, loser becomes prey.
But both sides were sentient beings, and allies, so the supplies' ownership had to be decided according to the Code they had jointly agreed to abide by.
She had left her fields unsown and burned brain cells drafting a Code with five brain-domain evolvers—not to play with them, but to establish a new order that all sentient beings in this region had to follow, reducing unnecessary friction and waste.
